पाक को अकेला-थकेला करने में सांसदों की एक टीम कितनी कामयाब हुई? क्या पाक समर्थित आतंकवाद का चरित्र सामने लाने में सफल हुए थूूूूरूर

आपरेशन ‘सिंदूर’ के पक्ष में दलीलें देने और दुनिया को पाकिस्तान के आतंकवादी चरित्र के बारे में बताने सांसदों की एक टीम पिछले दिनों विदेश यात्रा पर गयी. जनता की गाढ़ी कमाई से विदेश भ्रमण किया. ओवैसी और थरुर जैसे चमकते सितारे इस टीम में शामिल थे. तो, उपलब्धि क्या रही इस टीम की? क्या पाकिस्तान की वास्तविकता से दुनिया परिचित हुई? अहम सवाल ये कि उसे अकेला-थकेला करने में यह टीम कामयाब हुई?

खबर तो यह है कि संयुक्त राष्ट्र सुरक्षा परिषद ने पाकिस्तान को आतंकवाद विरोधी पैनल का उपाध्यक्ष और तालिबान के खिलाफ ‘प्रतिबंध समिति’ का अध्यक्ष बना दिया है. इससे इतना तो स्पष्ट है कि दुनिया के शक्तिशाली मुल्क पाकिस्तान को उस नजरिये से नहीं देखते, जिस तरह भारत देखता है.

वैसे, पाकिस्तान के प्रति दुनिया के शक्तिशाली देशों का रवैया शुरु से भ्रामक रहा है. पाकिस्तान आतंकवाद को संरक्षण देता है, यह भारत लगातार कहता रहा है. कश्मीर में हाल में भीषण आतंकवादी कार्रवाई भी हुई, जिसमें 26 यात्री मारे गये. इस कार्रवाई में पाकिस्तान का हाथ होने की बात भारत करता रहा है.

कूटनीति में पाक भारत से आगे निकला

9 मई को अंतरराष्ट्रीय मुद्रा कोष ने पाकिस्तान को बेलआउट पैकेज के रूप् में एक अरब डालर की मंजूरी दी. आपरेशन सिंदूर के बाद विश्व बैंक ने पाकिस्तान को 40 बिलियन डालर का कर्ज दिया. एशियन डेवलपमेंट बैंक ने 800 मिलियन डालर दिये. इससे इस बात की पुष्टि होती है कि आंतकवाद को प्रश्रय देने के बावजूद पाकिस्तान दुनिया के शक्तिशाली देशों से रिश्ता बनाये रखने में कामयाब रहा है. यह उसकी विदेश नीति की कूटनीतिक सफलता है.

दूसरी तरफ भारत आतंकवाद का शिकार होने के बावजूद दुनिया के शक्तिशाली देशों से अपने रिश्ते बनाये रखने में सफल नहीं रहा. शायद इसी बात को ध्यान में रखते हुए सांसदों की टीम विदेश दौरे पर भेजी गयी. इस टीम को विदेशी मीडिया या विदेशी राजनायिकों ने तो कोई खास महत्व नहीं दिया, हां, शशि थरुर के प्रेस कांफ्रेंस की कुछ मोहक तस्वीरें जरूर नजर आयी.

उनका यह वक्तव्य तो खासा चर्चित रहा कि गांधी का देश भारत को यदि कोई थप्पड़ मारेगा तो अब वह दूसरा गाल आगे नहीं बढ़ायेगा, बल्कि करारा जवाब देगा. उनके इस वक्तव्य से उनकी विद्वता और इतिहास ज्ञान की पोल खुल जाती है, गांधी के प्रति अवमानना तो प्रगट होती ही है.

खैर, इस बात को जाने दीजिये, गांधी को समझने में बहुतों ने भूल की है. लेकिन अहम बात यह कि अपने मिशन में यह टीम कितनी सफल रही. लक्ष्य था पाकिस्तान के आतंकवादी चरित्र को दुनिया के सामने रख कर उसे अलग-थलग करना, लेकिन सुरक्षा परिषद ने तो उल्टे उसे आतंकवाद विरोधी कमेटी का उपाध्यक्ष ही बना दिया.

क्या ये एक डिफेंसिव ट्रिप था…?

दरअसल, यह एक डिफेंसिव ट्रिप था. हर देश को अपने देश के नागरिकों के जानमाल की सुरक्षा का अधिकार है और यदि उसके उपर आतंकवादी तरीके से हमला हो तो उसके प्रतिकार का अधिकार है. इजराइल इसी अधिकार के नाम पर गाजा पट्टी में कहर ढा रहा है. अमेरिका को छोड़ लगभग पूरी दुनिया उसकी भर्त्सना कर रही है, लेकिन अपने अपहृत नागरिकों को छुड़ाने के लिए लगातार कार्रवाई किये जा रहा है.

अमेरिका ने पाकिस्तान में घुस कर आतंकवादी को मार गिराया. किसी ने दुनिया को सफाई देने की जरूरत नहीं समझी. और भारत से भी किसी ने यह नहीं पूछा कि आपरेशन सिंदूर क्यों किया? फिर अपनी तरफ से सफाई देने सांसदों की टीम को विदेश भेजना क्यों जरूरी लगा? यह सवाल भारतीय जनमानस में बना रहेगा.
