दिव्यांग बच्चों के लिए प्रखंडस्तरीय जाँच शिविरों का आयोजन, सहायक उपकरणों का होगा वितरण

रांची – झारखंड शिक्षा परियोजना परिषद के समावेशी शिक्षा कार्यक्रम के तहत राज्य के सभी प्रखंडों में दिव्यांग बच्चों को सहायक उपकरण उपलब्ध कराने के लिए प्रखंडस्तरीय जाँच सह वितरण शिविरों का आयोजन किया जाएगा। यह पहल ADIP-SSA (Assistance to Disabled Persons for Purchase/Fitting of Aids/Appliances – समग्र शिक्षा अभियान) योजना के अंतर्गत ALIMCO, रांची के सहयोग से की जा रही है।

यह शिविर दो चरणों में आयोजित किए जाएंगे। पहले चरण में 3 जुलाई से 19 सितंबर 2025 तक विभिन्न तिथियों में दिव्यांगता का आंकलन किया जाएगा, जबकि दिसंबर 2025 से फरवरी 2026 के बीच सहायक उपकरण वितरित किए जाएंगे। ALIMCO की पांच टीमें राज्य के विभिन्न प्रखंडों में जाकर विशेषज्ञों की देखरेख में दिव्यांग बच्चों की जाँच करेंगी।

बच्चों को लाभ दिलाने की जिम्मेदारी जिला एवं प्रखंड प्रशासन की

जाँच शिविरों के लिए जिला एवं प्रखंड स्तर पर यह सुनिश्चित करना अनिवार्य होगा कि 12 वर्ष तक के सभी पात्र दिव्यांग बच्चों को शामिल किया जाए। इसके लिए शिविर से पूर्व व्यापक प्रचार-प्रसार और सही समय पर सूचना संप्रेषण को प्राथमिकता दी जाएगी। कैंप स्थल तक दिव्यांग बच्चों की पहुँच सुनिश्चित करने के लिए वाहन की व्यवस्था भी की जाएगी।

शिक्षकों, बीआरपी और सीआरपी की होगी सक्रिय भागीदारी

शिविरों की सफलता में बीआरपी, सीआरपी और स्कूल शिक्षक प्रमुख भूमिका निभाएंगे। वे दिव्यांग बच्चों, उनके अभिभावकों और ग्राम शिक्षा समिति के माध्यम से सूचना का संप्रेषण सुनिश्चित करेंगे। शिविर की तिथि से कम-से-कम दो सप्ताह पहले संबंधित परिवारों तक संदेश पहुँचा दिया जाएगा।

दस्तावेजों की सूची – क्या लाना है ज़रूरी?

शिविर में भाग लेने के लिए बच्चों को निम्न दस्तावेज साथ लाने होंगे:

• एक पासपोर्ट साइज फोटो
• दिव्यांगता प्रमाण पत्र की छायाप्रति
• UDID कार्ड या रजिस्ट्रेशन नंबर
• आधार कार्ड (बच्चा या अभिभावक)
• आय प्रमाण पत्र (यदि उपलब्ध नहीं हो, तो ग्राम प्रधान/मुखिया से बनवाया जा सकता है)

विशेष प्रावधान – दिव्यांगता प्रमाण पत्र न होने पर भी मिलेगा अवसर

जिन बच्चों के पास दिव्यांगता प्रमाण पत्र नहीं है, उनके लिए एक विशेष प्रावधान रखा गया है। विद्यालय के प्रधान शिक्षक, समग्र शिक्षा अभियान के प्रतिनिधि, ALIMCO के अधिकारी और सरकारी चिकित्सक के संयुक्त हस्ताक्षर से दिव्यांगता आंकलन हेतु अस्थायी प्रमाण पत्र जारी किया जाएगा, जो केवल इस योजना के लाभ लेने तक मान्य होगा।

योजना का उद्देश्य

इस पहल का मुख्य उद्देश्य यह सुनिश्चित करना है कि राज्य के किसी भी दिव्यांग बच्चे को उपयुक्त सहायक उपकरण से वंचित न रहना पड़े और समावेशी शिक्षा की दिशा में राज्य एक महत्वपूर्ण कदम आगे बढ़ा सके।
