गुमला के जोनी कुजुर ने रचा आत्मनिर्भरता की मिसाल, मत्स्य पालन से बदली गांव की तस्वीर

गुमला, झारखंड: गुमला जिले के जारी प्रखंड स्थित भिखमपुर गांव के रहने वाले जोनी कुजुर ने मत्स्य पालन को अपनाकर न सिर्फ अपनी तक़दीर बदली, बल्कि आसपास के कई ग्रामीणों को भी स्थानीय रोजगार से जोड़कर एक प्रेरणादायक उदाहरण पेश किया है। वर्ष 2016 से मत्स्य पालन में सक्रिय जोनी आज आत्मनिर्भर भारत की अवधारणा को साकार कर रहे हैं।

बेरोजगारी से आत्मनिर्भरता की यात्रा

पहले सरकारी नौकरी की तैयारी कर रहे जोनी ने गांव के अन्य मत्स्य पालकों से प्रेरणा लेकर मत्स्य पालन को अपने करियर का हिस्सा बनाया। उन्होंने प्रखंड के तालाबों को लीज पर लेकर शुरुआत की और मत्स्य विभाग के मार्गदर्शन में तकनीकी प्रशिक्षण हासिल किया। इसके बाद उन्होंने इस कार्य को व्यवस्थित व्यवसाय का रूप दिया।

सरकारी सहायता और योजनाओं से मिला संबल

जोनी को मत्स्य विभाग द्वारा तीन दिवसीय प्रशिक्षण, रियायती दर पर फीड, फिश कैचिंग नेट और रपॉन जैसी सुविधाएं उपलब्ध कराई गईं। वर्ष 2023-24 में प्रधानमंत्री मत्स्य संपदा योजना के अंतर्गत उन्होंने अपनी निजी ज़मीन पर ग्रो-आउट तालाब का निर्माण करवाया।

इस तालाब की लागत ₹7 लाख है, जिसमें अनुसूचित जाति/जनजाति/महिला लाभुकों को ₹4.20 लाख (60%), अन्य वर्गों को ₹2.80 लाख (40%) का अनुदान मिलता है। इसके अलावा झारखंड सरकार से ₹1.75 लाख की अतिरिक्त सहायता और इनपुट लागत ₹4 लाख में ₹2.40 लाख का अनुदान भी जोड़ा गया।

तीन तालाबों से सालाना लाखों की आय

फिलहाल उनके पास 2.50 एकड़ क्षेत्रफल में फैले तीन तालाब हैं, जिनमें उन्होंने लगभग 15,000 मछलियों की अंगुलिकाएं छोड़ी हैं। स्थानीय उत्पादन होने के कारण अब जिले के मत्स्य कृषकों को बाहर से मछली लाने की आवश्यकता नहीं पड़ती, जिससे परिवहन खर्च और समय दोनों की बचत हो रही है।

गांव के 15 लोगों को मिला रोजगार

जोनी कुजुर ने अपने मत्स्य उद्यम से गांव के 10-15 लोगों को प्रत्यक्ष एवं अप्रत्यक्ष रूप से रोजगार भी दिया है। उनके द्वारा उत्पादित मछलियां चैनपुर, डुमरी और रायडीह जैसे प्रखंडों के किसानों को उचित दर पर मुहैया कराई जा रही हैं, जिससे बाहरी विक्रेताओं पर निर्भरता कम हुई है।

मत्स्य विभाग का समर्थन बना प्रेरणा

गुमला के मत्स्य विभाग द्वारा उन्हें ₹5 लाख का मछुआरा दुर्घटना बीमा भी निःशुल्क प्रदान किया गया है। विभाग की योजनाओं और सहायता से प्रेरित होकर जोनी इस क्षेत्र को गुमला में उभरते व्यवसाय के रूप में विकसित कर रहे हैं।

उनकी मेहनत का फल यह है कि आज मत्स्य पालन से उन्हें सालाना ₹3-4 लाख का शुद्ध लाभ होता है। वे न केवल अपने परिवार को आर्थिक सुरक्षा दे पा रहे हैं, बल्कि गांव में रोजगार और आत्मनिर्भरता का मार्ग भी प्रशस्त कर रहे हैं।
