वोकेशनल टीचर एसोसिएशन का प्रतिनिधिमंडल मंत्री सुदिव्य कुमार से मिला, मांगों पर सार्थक पहल का मिला आश्वासन

झारखंड हाईकोर्ट ने नवंबर 2024 में 4 महीने के भीतर प्राध्यापकों की नियुक्ति का दिया था आदेश, 8 माह बाद भी कोई कार्रवाई नहीं 

रांची : वोकेशनल टीचर एसोसिएशन के प्रदेश अध्यक्ष सह पूर्व सीनेट सह सिंडिकेट सदस्य डॉ. अटल पांडेय के नेतृत्व में एक प्रतिनिधिमंडल शुक्रवार को झारखंड राज्य के उच्च एवं तकनीकी शिक्षा विभाग के मंत्री सुदिव्य कुमार सोनू से मिलकर झारखंड की उच्च शिक्षा की बदहाल व्यवस्था, व्यावसायिक पाठ्यक्रम, छात्र-छात्राओं, शिक्षकों एवं कर्मचारियों की दुर्दशा के निवारण के लिए 20 सूत्री ज्ञापन सौंपा गया. उच्च शिक्षा मंत्री ने एसोसिएशन की मांगों पर ध्यान से सुना और सभी मांगों पर सकारात्मक पहल करने का आश्वासन दिया।

वोकेशनल टीचर एसोसिएशन के प्रदेश अध्यक्ष डॉ. अटल पांडे ने कहा कि राज्य के सभी विश्वविद्यालयों में छात्र, शिक्षक एवं कर्मचारी कई समस्याओं से प्रतिदिन जूझ रहे हैं। झारखंड उच्च न्यायालय ने नवंबर 2024, में 4 महीने के भीतर प्राध्यापकों की नियुक्ति करने का आदेश दिया था, जिस पर अभी तक कोई कार्यवाही नहीं की गई है।

शिक्षकों के 2500 से ज्यादा पद खाली, कर्मचारियों की 1990 के बाद नियुक्ति नहीं

सौंपे गए ज्ञापन में कहा गया है कि शिक्षकों के 2500 से ज्यादा पद खाली हैं, कर्मचारियों की 1990 के बाद नियुक्ति नहीं की गई है, प्राध्यापकों को प्रमोशन नहीं मिलने से 54 महाविद्यालयों में प्राचार्य के पद रिक्त हैं,  विभागाध्यक्ष एवं अधिकारियों के अधिकतर पद प्रभार में चल रहे हैं। राज्य में कुलपति, प्रति कुलपति, कुल सचिव, वित्त पदाधिकारी, परीक्षा नियंत्रक जैसे महत्वपूर्ण पद  विश्वविद्यालयों में वर्षों से रिक्त पड़े हुए हैं।

कहा गया कि 25 वर्षों से संचालित वोकेशनल विषयों के लिए आजतक कोई सोच नहीं रहा है। जबकि आज सबसे ज्यादा व्यावसायिक पाठ्यक्रम में छात्र नामांकन कराते हैं। व्यावसायिक पाठ्यक्रमों के शिक्षक एवं कर्मचारी भी वही योग्यता रखते हैं, जो रेगुलर पाठ्यक्रमों में है परन्तु उनके साथ लगातार सौतेला व्यवहार किया जा रहा है।

वोकेशनल टीचर एसोसिएशन के रांची विश्वविद्यालय अध्यक्ष प्रो. अवधेश ठाकुर ने कहा कि राज्य के विश्वविद्यालयों में 6 वर्षों से छात्रसंघ चुनाव नहीं हुए हैं, सीनेट सिंडिकेट में सरकार प्रतिनिधि पिछले 6 वर्षों से नहीं होने के कारण विश्वविद्यालय प्रशासन को लूट की छूट मिली हुई है।

मंत्री से अविलंब निर्णय लेने का आग्रह

कहा कि डॉ. विभा पाण्डेय, नियम विरुद्ध उच्च शिक्षा विभाग में उप निदेशक पद पर कुलपति की अनुमति के बिना बनी हुई हैं, आवश्यकता आधारित या अतिथि शिक्षकों का सामंजन नहीं हो रहा है, रांची विश्वविद्यालय के 36 कर्मचारियों का नियमितीकरण के बाद वेतन निर्धारण के लिए उच्च शिक्षा विभाग में लम्बित है, ग्रामीण क्षेत्रों में नेटवर्क की सुविधा अच्छी नहीं होने से चांसलर पोर्टल पर केवल आनलाइन आवेदन करने के कारण और सत्र विलम्बित होने के कारण नामांकन में भारी कमी आ रही है। इन समस्याओं का समाधान जरूरी है।

वोकेशनल टीचर एसोसिएशन के डा. सुनील कुमार झा ने कहा कि वोकेशनल शिक्षकों एवं कर्मचारियों की मांगे जायज हैं, सरकार को हजारों लोगों के भविष्य को ध्यान में रखते हुए मंत्री से अविलंब निर्णय लेने का आग्रह किया।
