कांके के रिंग रोड किनारे जमीन कारोबारियों के घेराबंदी करने से 2 किमी लंबे जल निकासी मार्ग का प्रभावित होना तय, ग्रामीणों ने सीओ और डीसी से घेराबंदी को तत्काल रोकने की मांग की

रांची : रांची के रिंग रोड इलाके में जमीन हड़पने का लंबे समय से सिलसिला चलता आ रहा है. अंचल कार्यालय और जमीन माफिया की मिलीभगत से अवैध कब्जा करने की खबर है. कांके अंचल क्षेत्र में नेवरी विकास केन्दुआ टोली के पास रिंग रोड की जमीन पर अवैध कब्जे का मामला सामने आया है। इस अवैध कब्जे से स्थानीय ग्रामीणों के लिए चिंता सबब बन गया है. वहीं दूसरी ओर पर्यावरण और कृषि के लिए भी गंभीर खतरा उत्पन्न हो गया है।

इस क्षेत्र में जमीन कारोबारियों द्वारा की जा रही घेराबंदी ने लगभग 2 किलोमीटर लंबे जल निकासी मार्ग को प्रभावित किया है, जिससे बरसात के मौसम में जल-जमाव और जान-माल की क्षति की आशंका बढ़ गई है। ग्रामीणों ने कांके अंचलाधिकारी और रांची उपायुक्त से इस घेराबंदी को तत्काल रोकने की मांग की है, ताकि भविष्य में किसी बड़ी आपदा से बचा जा सके।

कांके रिंग रोड के किनारे स्थित यह क्षेत्र वर्षों से जल निकासी के लिए महत्वपूर्ण रहा है। इस मार्ग पर बनी एक पुलिया बरसात के दौरान तेज बहाव वाले पानी को नियंत्रित करता है, जो पूरे साल ग्रामीण क्षेत्रों से पानी की निकासी सुनिश्चित करता है। लेकिन अब जमीन कारोबारियों द्वारा इस भूमि की घेराबंदी के कारण यह पुलिया भी कब्जे की चपेट में आ रही है।

जल-जमाव से एक बड़े हिस्से की डूबने की आशंका बढ़ी

स्थानीय निवासियों का कहना है कि यदि तेज बारिश होती है, तो जल-जमाव के कारण आसपास का बड़ा हिस्सा डूब सकता है। इससे न केवल धान की खेती प्रभावित होगी, बल्कि रिंग रोड पर भी यातायात बाधित हो सकता है, क्योंकि सड़क के दूसरी ओर का इलाका काफी गहरा है।

ग्रामीण सूत्रों के अनुसार जिस भूमि पर यह अवैध कब्जा हो रहा है, वह मूल रूप से आदिवासी रैयत की है। इस भूमि को कथित तौर पर छत्तीसगढ़ कोल एंड कोलियरी (सीसीएल) के एक कर्मचारी ने खरीदा है, जो छोटानागपुर टेनेंसी (सीएनटी) एक्ट का स्पष्ट उल्लंघन है। इसके बाद इस कर्मचारी ने भूमि को एक सामान्य वर्ग के दबंग प्रवृत्ति के जमीन कारोबारी को सौंप दिया, जो अब इसकी घेराबंदी करवा रहा है। इस भूमि पर पहले एक शराब की दुकान भी संचालित हो रही थी, जो क्षेत्र की सामाजिक और कानूनी स्थिति को और जटिल बनाता है।

अवैध कब्जे से स्थानीय निवासियों में भय और आक्रोश

स्थानीय निवासियों में इस अवैध कब्जे को लेकर भय और आक्रोश व्याप्त है। उनका कहना है कि जल-जमाव की स्थिति न केवल उनकी आजीविका को प्रभावित करेगी, बल्कि भारी बारिश में फसलें नष्ट होने और संपत्ति को नुकसान होने का खतरा भी है। एक ग्रामीण ने बताया कि हमारी खेती और घर सब खतरे में हैं। अगर समय रहते कार्रवाई नहीं हुई तो हमारी मेहनत बर्बाद हो जाएगी।

यह मामला केवल कांके तक सीमित नहीं है, बल्कि यह झारखंड में आदिवासी भूमि के दुरुपयोग और पर्यावरणीय संकट का एक उदाहरण है। सीएनटी एक्ट का उल्लंघन और जल निकासी जैसे महत्वपूर्ण ढांचे को नजरअंदाज करना न केवल कानूनी उल्लंघन है, बल्कि यह स्थानीय समुदाय के अधिकारों और पर्यावरणीय स्थिरता पर भी हमला है। विशेषज्ञों का मानना है कि इस तरह के अवैध कब्जों को रोकने के लिए सख्त प्रशासनिक कार्रवाई और सामुदायिक जागरूकता आवश्यक है।

ग्रामीणों ने प्रशासन से त्वरित हस्तक्षेप की मांग की है। उनका कहना है कि अगर समय रहते इस कब्जे को नहीं रोका गया तो न केवल उनकी आजीविका खतरे में पड़ेगी, बल्कि रिंग रोड और आसपास के क्षेत्रों में भी गंभीर समस्याएं उत्पन्न हो सकती हैं। रांची उपायुक्त और कांके अंचलाधिकारी से अपेक्षा की जा रही है कि वे इस मामले की जांच करें और सीएनटी एक्ट के उल्लंघन के साथ-साथ अवैध घेराबंदी को रोकने के लिए कठोर कदम उठाएं।
