RSS को सिर्फ NGO की परिभाषा में समेटा जा सकता है? या फिर उसका स्वरूप कहीं और अधिक व्यापक है?

मुंबई : प्रधानमंत्री नरेंद्र मोदी 15 अगस्त को स्वतंत्रता दिवस के अवसर पर लाल किले की प्राचीर से अपने 103 मिनट के संबोधन में पहली बार राष्ट्रीय स्वयंसेवक संघ के बारे में दो-चार वाक्य बोले। इससे पहले के 11 संबोधनों में उन्होंने कभी संघ के बारे में एक शब्द भी नहीं कहा। हालांकि उनकी पृष्ठभूमि संघ की रही है, तो स्वाभाविक रूप से उन्हें अपने पहले संबोधन में तो संघ का ज़िक्र अवश्य करना चाहिए था।

ख़ैर, पीएम ने कहा कि संघ दुनिया का सबसे बड़ा एक NGO है। यह वक्तव्य सुनने में बड़ा सरल प्रतीत होता है, परंतु इससे बहुत से लोगों के मन में प्रश्न उठा कि क्या सचमुच संघ केवल एक NGO है? मुझे यह बड़ा अटपटा लगा। मैंने अपने आप से पूछा कि क्या वास्तव में संघ को केवल NGO की परिभाषा में समेटा जा सकता है? या फिर उसका स्वरूप कहीं अधिक व्यापक और गहन है?

वस्तुतः आरएसएस को लेकर मेरे मन में हमेशा इज़्ज़त रही है। पिछले तीन दशक से ज़्यादा समय से संघ के लोगों से मेरा निकट का संपर्क रहा है। 1980 के उत्तर्राध में मेरे इलाहाबाद प्रवास के दौरान मैंने देखा कि अयोध्या हॉस्टल में बड़ी संख्या में संघ के कार्यकर्ता आते थे।

मैं 1986 में 18-19 साल की उम्र में एकदम मैं निरे देहात से प्रयाग (इलाहाबाद) आया था। मैं ख़ासकर ऐसे समाज का प्रतिनिधि था, तब जिसकी ‘ऐन-केन-प्रकारेण पेट भरना’ ही सबसे बड़ी विचारधारा थी। मेरी माता पढ़ी-लिखी नहीं थीं, पिता ने दस्तख़त भर कर लेने की पढ़ाई की थी और मुंबई में कारपेंटर थे।

वामपंथ या दक्षिणपंथ क्या है?

मैं यह सब इसलिए बता रहा हूं कि आज भी मेरे जैसे अनगिनत लोग होंगे, जिन्हें पता ही नहीं विचारधारा क्या होती है। क्योंकि उनका पहला लक्ष्य सरवाइव करना होता है। उन्हें यह नहीं पता होता कि वामपंथ या दक्षिणपंथ क्या है, राष्ट्रवाद या सांस्कृतिक राष्ट्रवाद क्या है? 20 सदी में जिसे आप मंदिर में जाने नहीं देते थे या तालाब में स्नान नहीं करने देते थे, उससे सांस्कृतिक राष्ट्रवाद पूछेंगे तो वह क्या जवाब देगा।

मैं तो प्रतियोगी परीक्षा को धन्यवाद दूंगा कि इंट्रेंस में अनिच्छा से शामिल होने के बावजूद मेरा चयन हो गया और बिना ‘सरनेम या लक’ (जिन्हें मैं सफलता का ब्रम्हास्त्र मानता हूं।) IERT में मैकेनिकल इंजीनियरिंग में एडमिशन मिल गया। अन्यथा डोनेशन से तो मैं कभी पढ़ ही नहीं पाता।

अयोध्या हॉस्टल के सामने ‘परमहंस सायं’ नाम से एक शाखा भी लगती थी। मैंने पहली बार संघ के बारे में सुना। मेरे कमरे में भी सफेद शर्ट, खाकी हॉफपैंट और काली टोपी लगाए स्वयंसेवक आते थे। वे लोग बहुत प्रेम से बातचीत करते थे। मुझसे और मेरे रूम पार्टनर त्रिभुवन नारायण राय और दयाशंकर यादव से शाखा में आने का आग्रह करते थे। उनका व्यवहार बहुत सौम्य और सरंक्षक जैसा होता था।

एक बार मैं भी अपने मित्रों के साथ शाखा में चला गया। एक घंटे की शाखा में पहले संघगीत गाया गया। खेलकूद हुआ। अंत में बौद्धिक। बौद्धिक मुझे बहुत अच्छा लगा। दरअसल, बौद्धिक में लोग भाषण देना सीखते हैं, जो बहुत अच्छा प्रोग्राम है। तो मैं संघ में यदाकदा जाने लगा। शनिवार को तो अवश्य चला जाता था। उस दौरान परमहंस सायं में संघ के बड़े-बड़े पदाधिकारी आते थे और भाषण देते थे।

एक बार तो रज्जू भैया भी आए थे। जो बाद में सरसंघचालक भी बने। इस अनुभव के बाद मेरे मन में संघ की इमेज एक ऐसे शांतिपूर्ण संगठन के रूप में बनी, जो अपने स्वयंसेवकों को चरित्र निर्माण का पाठ पढ़ता है। शाखा में कभी भी किसी ने हिंसा की बात नहीं की। यहां तक कि एक बार हम सभी लोगों ने इलाहाबाद में संघ के शिविर में भी हिस्सा लिया। उसमें भी शांति की बात हुई थी।

जो हिंसा करे, वे संघी नहीं हो सकते

संघ के लिए मेरे मन में इज़्ज़त तभी से है। इसीलिए जब कांग्रेस या विपक्ष के दूसरे लोग संघ के बारे में कोई निगेटिव टिप्पणी करते हैं तो आम आदमी को हज़म नहीं होता। क्योंकि संघ में आत्मकेद्रित लोग बहुत कम हैं, मिलनसार लोग बहुत ज़्यादा हैं।

स्वयंसेवकों का आम आदमी से व्यवहार और मेल-मिलाप बहुत दोस्ताना होता है। जिसे शाखा का संस्कार मिल जाए वह हिंसक हो ही नहीं सकता। इसीलिए मैं कहता हूं कि जो लोग हिंसा करते हैं वे संघ के स्वयंसेवक होते ही नहीं हैं। इसीलिए प्रधानमंत्री का यह कहना कि संघ NGO है, मेरे गले नहीं उतरा।
