लगातार बारिश से बेहाल गुमला, नशे की चपेट में युवा—प्रशासन ने शुरू की दोहरी लड़ाई

गुमला। आदिवासी बहुल जिला गुमला इन दिनों दोहरी चुनौतियों से जूझ रहा है। एक ओर मूसलाधार बारिश से जनजीवन अस्त-व्यस्त है, वहीं दूसरी ओर नशे की समस्या ने युवाओं और किशोरों को अपनी गिरफ्त में ले लिया है। हालात ऐसे हैं कि जिले के कई क्षेत्र बारिश के दौरान टापू में तब्दील हो जाते हैं और दूसरी तरफ “उड़ता पंजाब” जैसी तस्वीर यहां उभरने लगी है।

बरसात ने किया जीवन अस्त-व्यस्त

गुमला जिले के चारों प्रवेश द्वार—बेडो-भरनो (रांची मार्ग), लोहरदगा-घाघरा, उड़ीसा-सिमडेगा और छत्तीसगढ़-जशपुर माझाटोली—इन दिनों उफनती नदियों से घिरे हुए हैं। कोयल, शंख समेत अन्य नदियाँ खतरे के निशान से ऊपर बह रही हैं। बाढ़ जैसे हालात में कई गांव संपर्क से कट जाते हैं, क्योंकि आजादी के 75 वर्ष बाद भी इन क्षेत्रों में सड़क और पुल-पुलिया जैसी बुनियादी सुविधाएं उपलब्ध नहीं हैं।

परिणामस्वरूप गंभीर रूप से बीमार मरीज इलाज के अभाव में दम तोड़ देते हैं। वहीं मजदूरी और छोटे कारोबार से जीवनयापन करने वाले लोग—जैसे ठेला चलाने वाले, चाय-नाश्ते की दुकान लगाने वाले—बरसात से बुरी तरह प्रभावित हो रहे हैं।

नशे की गिरफ्त में किशोर और युवा

बरसात की मार झेलते गुमला में दूसरी बड़ी समस्या है नशे की लत। जिले के मोहल्लों और गलियों में आसानी से कोरेक्स सिरप, ब्राउन शुगर, गांजा, भांग और अवैध महुआ शराब उपलब्ध हो रही है। कभी दूध-दही की नदियों के लिए पहचाना जाने वाला इलाका अब अवैध शराब और नशीले पदार्थों का गढ़ बन गया है।

नाबालिग किशोर और युवाओं की बड़ी संख्या इस चपेट में आ रही है, जिससे माता-पिता, अभिभावक और शिक्षकों में गहरी चिंता है।

प्रशासन का अभियान—‘नशा छोड़ो, घर जोड़ो’

गुमला की उपायुक्त प्रेरणा दीक्षित और पुलिस अधीक्षक हरिश बिन जामां ने जिले को नशामुक्त बनाने का संकल्प लिया है। दोनों अधिकारियों ने साफ कहा है कि,
“नशा, नशेड़ी और प्रतिबंधित पदार्थों के सौदागर ही अपराधों की जड़ हैं। इन्हें सलाखों के पीछे भेजना हमारी प्राथमिकता है और इसमें हम सफल होंगे।”

इसके लिए जिले भर के विद्यालयों और उच्च माध्यमिक स्कूलों में जागरूकता अभियान चलाया जा रहा है। छात्रों को नशे के दुष्परिणाम समझाए जा रहे हैं और उन्हें खेल, शिक्षा तथा रचनात्मक कार्यों की ओर प्रेरित किया जा रहा है।

लोगों की उम्मीदें प्रशासन से

स्थानीय नागरिकों का कहना है कि बाढ़ और नशा, दोनों ही समस्याओं ने गुमला को संकट में डाल दिया है। ऐसे में प्रशासन की पहल सराहनीय है, लेकिन इसे जमीनी स्तर पर कड़ाई से लागू करना होगा ताकि गुमला फिर से अपनी पहचान और गरिमा को हासिल कर सके।
