सिसई उप डाकघर का जर्जर भवन किसी भी वक्त धराशाई हो सकता है और बड़ी घटनाएं घट सकती है

गुमला : – गुमला जिला अंतर्गत स्थित सिसई उप डाकघर की जर्जर भवन कि खतरनाक स्थिति हो चुकी है, डाकतार विभाग की अकर्मण्यता एंव कार्य शिथिलता के कारण पिछले दिन
हल्की आंधी-बारिश में सिसई डाकघर परिसर में स्थित एक गुलमोहर का पेड़ उक्त डाकघर भवन के एक हिस्से पर गिर गया था, इससे न सिर्फ डाकघर का एक हिस्सा पूरी तरह क्षतिग्रस्त हो गया था, बल्कि उसके चपेट में आने से चार लोग गंभीर रूप से घायल भी हो गए थें ,अगर समय रहते उक्त जर्जर गुलमोहर पेड़ को कटवा दिया जाता तो यह घटना नहीं घटती, फलस्वरूप उक्त हादसे के बाद से अब भी उप डाकघर और डाकतार विभाग से संबंधित कार्यों से आने वाले उपभोक्ताओं में दहशत का माहौल काफी बढ़ गया है, जर्जर उप डाकघर भवन में अपने कार्य से आने वाले लोगों में खौफ का माहौल व्याप्त है, बरसात के मौसम आते ही और समय-समय पर आंधी पानी आते ही उस उप डाकघर के अंदर कार्य करवाने वाले लोगो के बीच अपरा तफरी का माहौल पैदा हो जाता है और अंधड पानी शुरू होते ही, जगह-जगह से उप डाकघर के छत से इस कदर पानी टपकना शुरू हो जाता है मानो कोई फुहारा बह रहा हो और उक्त पानी से उप डाकघर और डाकतार विभाग से संबंधित सभी सरकारी रजिस्टर, कंप्यूटर, लैपटॉप और सालों पुरानी महत्वपूर्ण दस्तावेजों को बचाने के लिए कर्मचारी बरसात के मौसम प्रारंभ होते ही हर साल उक्त डाकघर के छत पर बड़ा सा तिरपाल बांधकर उसी के नीचे बैठकर सभी कार्यों का निपटारा करने के लिए मजबूर हो जाते हैं , सिसई प्रखंड मुख्यालय के एकमात्र उप डाकघर में प्रत्येक दिन प्रखंड क्षेत्रों के विभिन्न ग्रामीण इलाकों से करीब 400 से 500 संबंधित उपभोक्ताओं का आना-जाना होता है। इनमें बड़ी संख्या में बुजुर्ग और महिलाएं शामिल हैं, जो अपनी गाढ़ी कमाई जमा करने या वृद्धावस्था पेंशन लेने उक्त डाकघर में आते हैं। ग्राहकों का कहना है कि डाकघर की दहलीज पर कदम रखते ही लोगों को डर सताने लगता है और डाकघर के अंदर घुसते ही नजरें सीधे उक्त डाकघर के जर्जर छत पर टिक जाती हैं,की कहीं कोई डाकघर के छत का टुकड़ा ऊपर से न गिर जाए।
सिसई उप डाकघर के पोस्टमास्टर, जितेश्वर प्रसाद साहू ने बताया की हम कुल 15 डाककुर्मी डाकघर के छत के नीचे बैठकर काम निपटाते हैं। सिसई उप डाकघर में रोजाना ग्रामीण इलाकों से करीब 400 से 500 ग्राहकों का आना-जाना होता है। इनमें बड़ी संख्या में बुजुर्ग और महिलाएं शामिल हैं, जो अपनी गाढ़ी कमाई जमा करने या वृद्धावस्था पेंशन लेने आते हैं। ग्राहकों का कहना है कि डाकघर की दहलीज पर कदम रखते ही डर सताने लगता है। अंदर घुसते ही नजरें सीधे जर्जर छत पर टिक जाती हैं कि कहीं कोई टुकड़ा ऊपर से न गिर जाए।
उन्होंने बताया की आजादी के बाद, वर्ष 1970 में इसे एस्बेस्टस, ईंट और चहारदीवारी का नया रूप दिया गया। लेकिन रखरखाव के अभाव में अब यह इमारत मलबे में तब्दील होने की कगार पर है। चहारदीवारी हर तरफ से टूट चुकी है। दीवारों में बड़ी-बड़ी दरारें आ चुकी हैं और छत से कंक्रीट व प्लास्टर का भारी हिस्सा कब भरभरा कर सिर पर गिर जाए, कोई नहीं जानता।
यह स्थिति डाक विभाग और स्थानीय प्रशासन के दावों पर बड़ा सवालिया निशान खड़ी करती है। विभाग किसी बड़े हादसे का इंतजार कर रहा है या जल्द ही इन कर्मियों और ग्रामीणों को इस डेथ ट्रैप से मुक्ति मिलेगी, यह देखने वाली बात होगी
