विभिन्न मांगों को लेकर झारखंड जनाधिकार महासभा ने विधानसभा के समक्ष धरना दिया

वक्ताओं ने कहा- रघुवर सरकार की स्थानीयता नीति को रद्द कर मूलगांव आधारित नीति बने। स्थायी और विवाद-मुक्त नियोजन नीति बनाई जाए और सभी रिक्त पदों पर झारखंडियों को प्राथमिकता मिले। अनुसूचित जाति, जनजाति, पिछड़े वर्गों और महिलाओं को बढ़ा हुआ आरक्षण दिया जाए।

रांची: झारखंड जनाधिकार महासभा के आह्वान पर मंगलवार को राज्य भर से अनेक युवाओं ने विधानसभा के पास धरना दिया। युवाओं ने स्थानीय नीति और नियोजन नीति पर सरकार की चुप्पी, नियुक्ति प्रक्रिया में गड़बड़ी, शिक्षा व्यवस्था की बदहाली और बेरोजगारी को लेकर गहरा आक्रोश व्यक्त किया।

युवाओं ने कहा कि राज्य गठन के 25 साल बाद भी झारखंडी युवा गुणवत्तापूर्ण शिक्षा और सम्मानजनक रोजगार से वंचित हैं और अन्य राज्यों में पलायन करने को मजबूर हैं। यह झारखंड के युवाओं के साथ घोर सामाजिक अन्याय हो रहा है।

वक्ताओं ने कहा कि झारखण्ड में रघुवर सरकार की जनविरोधी स्थानीयता नीति अब भी लागू है और छह साल की हेमंत सरकार के बावजूद इसमें कोई बदलाव नहीं हुआ है। दूसरी ओर, नियोजन की अस्पष्टता, परीक्षाओं का लागातार रद्द होना, नियुक्ति में देरी ने राज्य के युवाओं का मुख्यमंत्री हेमंत सोरेन और सरकारी व्यवस्था से विश्वास छीन लिया है।

लंबे समय बाद भी शिक्षा में गुणात्मक सुधार नहीं

वक्ताओं ने कहा कि राज्य की बेरोजगारी दर 17% पार कर चुकी है, जो राष्ट्रीय औसत से तीन गुना अधिक है। हर साल लाखों युवा रोज़गार की तलाश में दिल्ली, महाराष्ट्र, गुजरात और तमिलनाडु जैसे राज्यों में पलायन कर रहे हैं। JSSC-CGL की जनवरी और सितंबर 2024 की परीक्षाएं पेपर लीक के चलते रद्द हुईं, हाई कोर्ट में CBI जांच की मांग के बावजूद कोई ठोस कार्रवाई नहीं हुई। उत्पाद सिपाही भर्ती में नियमावली बदलने के कारण भर्ती प्रक्रिया ठप हो गई और इसमें 12 अभ्यर्थियों की असमय मौत हुई।

7,900 से अधिक प्राथमिक सरकारी विद्यालयों में केवल एक शिक्षक है, जहाँ 3.8 लाख बच्चे पढ़ते हैं। 17,850 शिक्षक पद और 1.58 लाख से अधिक कुल सरकारी पद खाली पड़े हैं। उच्च शिक्षा संस्थानों में 2008 के बाद से नियमित फैकल्टी नियुक्ति नहीं हुई। 4,000 से अधिक शिक्षकों और कर्मचारियों के पद रिक्त हैं। वहीं निजी कंपनियों में केवल 21% रोज़गार ही झारखंडियों को मिला है।

महासभा की मुख्य मांगें

महासभा से युवा प्रतिनिधिमंडल ने मुख्यमंत्री हेमंत के नाम लिखे पत्र में कहा है कि रघुवर सरकार की स्थानीयता नीति को रद्द कर मूलगांव आधारित नीति बने। स्थायी और विवाद-मुक्त नियोजन नीति बनाई जाए और सभी रिक्त पदों पर झारखंडियों को प्राथमिकता मिले। अनुसूचित जाति, जनजाति, पिछड़े वर्गों और महिलाओं को बढ़ा हुआ आरक्षण दिया जाए।

खाली पदों पर नियुक्ति, ग्रामीण स्कूलों की पुनर्बहाली और स्थानीय भाषा आधारित शिक्षा सुनिश्चित हो। दलित-भूमिहीनों को जाति प्रमाण पत्र और ज़मीन देने की प्रक्रिया सरल हो तथा इसके लिए शिविर आयोजित हों। कौशल विकास, सामाजिक सुरक्षा और मज़दूर अधिकारों पर ठोस नीति बने। विश्वविद्यालयों और शोध संस्थानों में स्थानीय युवाओं की भागीदारी सुनिश्चित करने के लिए विशेष नीतियां बनें।

इस मौके पर रिया तूलिका ने बताया कि झारखंड की शिक्षा व्यवस्था चरमराई गयी है, वहीं रोजगार और नौकरी मिलना मुश्किल हो रहा. चुनाव के समय झामुमो और कॉंग्रेस ने युवाओं के लिए कई वादे किये लेकिन सरकार बनने के बाद इसपर कोई काम नहीं हुआ.

अजय एक्का ने कहा कि झारखंड सरकार चार सालों में 2.07 नौकरी खत्म कर दी. 2022 से पहले झारखंड सरकार के पास 5.33 लाख नौकरियों के स्वीकृत पद थे जो 2024 – 25 तक में घटा कर मात्र 3.27 लाख कर दिया गया जिसमें वर्तमान में 1.68 लाख कार्यरत हैं और 1.59 पद् अभी भी खाली है. इसमें भी सरकार के पास कोई स्पष्ट स्थानीय नीति व‌ नियोजन नीति नहीं होने के कारण झारखंड के नौकरियों में बाहरी हावी हैं.

दीपक रंजीत ने कहा कि हेमंत सरकार हमारे मुद्दों जैसे नियोजन नीति, स्थानीय नीति आदि पर चुनाव जीता. चुनाव के दौरान हमने सरकार का साथ दिया और सरकार बनाई, लेकिन युवाओं के मुद्दों पर अब तक कुछ नहीं किया. सरकार युवाओं के साथ धोखा कर रही है.

दीप्ति मिंज ने कहा कि समय पर वेकेंसी नहीं आती, आती है तो पेपर लीक हो जाता है। इस वजह से राज्य में पलायन बढ़ रहा और झारखंडीयों को बहारी लोग शोषण कर रहे हैं. इसलिए ज़रूरी है कि झारखंड में नौकरी के लिए ठोस नियोजन नीति बनाई जाए। मनोज भुइया ने कहा कि झारखंड में बेरोजगारी बढ़ती जा रही, लेकिन सरकार सोयी हुई है, युवाओं की कोई चिंता नहीं है. यदि जल्द से जल्द नयी स्थानीय और नियोजन नीति नहीं बनाई गयी तो विरोध और तेज होगा.
