गुमला के 616 ग्रामों में ‘आदि कर्मयोगी अभियान’ के तहत उन्मुखीकरण कार्यशालाएँ शुरू

गुमला, 30 अगस्त। जनजातीय कार्य मंत्रालय की महत्वाकांक्षी योजना आदि कर्मयोगी अभियान (AKA) अब गुमला जिले में भी गति पकड़ रही है। इस पहल के तहत जिले के 12 प्रखंडों के 159 पंचायतों में स्थित 616 ग्रामों को प्रथम चरण में चयनित किया गया है, जहाँ विकास योजनाओं के प्रभावी क्रियान्वयन और ग्राम विकास विज़न तैयार करने के उद्देश्य से उन्मुखीकरण कार्यशालाओं का आयोजन किया जा रहा है।

अभियान का उद्देश्य और व्यापक दायरा

जिला कल्याण पदाधिकारी आलोक रंजन ने बताया कि यह अभियान भारत सरकार की धरती आबा जनजातीय ग्राम उत्कर्ष योजना (DA-JGUA) के अंतर्गत चलाया जा रहा है। कार्यक्रम का लक्ष्य अगले पाँच वर्षों में 80,000 करोड़ रुपये की लागत से देशभर के 30 राज्यों के 550 जिलों के 1 लाख जनजातीय ग्रामों का सर्वांगीण विकास सुनिश्चित करना है।

अभियान की औपचारिक शुरुआत 2 अक्टूबर 2024 को भगवान बिरसा मुंडा की स्मृति में की गई थी। इसका प्रमुख उद्देश्य है – शासन को जमीनी स्तर पर सशक्त बनाना और 2 लाख जनजातीय परिवर्तन नेताओं (Tribal Change Leaders) को तैयार करना।

ग्राम विकास की कार्ययोजना

योजना के अंतर्गत चयनित सभी 616 ग्रामों में ‘आदि साथी’ के सहयोग से बॉटम-अप अप्रोच पर आधारित विकास कार्ययोजना तैयार की जाएगी। इसमें व्यक्तिगत और सामुदायिक दोनों तरह की मूलभूत आवश्यकताओं की पहचान कर उनके समाधान की रणनीति बनाई जाएगी।

इसके लिए जिला स्तरीय और प्रखंड स्तरीय समितियाँ गठित की गई हैं। जिला समिति योजनाओं की समयबद्ध मॉनिटरिंग करेगी, जबकि प्रखंड स्तर पर अधिकारी ग्राम सभाओं के माध्यम से जरूरतों का आकलन कर गाइडलाइन आधारित रिपोर्ट तैयार करेंगे।

प्रशिक्षण और कार्यशालाओं का सिलसिला

गुमला जिले में 22 से 24 अगस्त तक तीन दिवसीय District Process Lab आयोजित हुआ, जिसमें सभी 12 प्रखंडों से चयनित 80 Block Master Trainers (BMTs) को District Master Trainers (DMNTs) द्वारा प्रशिक्षण दिया गया।

इसके बाद कार्यशालाओं की रूपरेखा इस प्रकार तय की गई है –

• 30 अगस्त 2025 – ब्लॉक ओरिएंटेशन वर्कशॉप
• 1-2 सितंबर 2025 – ब्लॉक प्रोसेस लैब
• 8-9 सितंबर 2025 – ग्राम स्तरीय कार्यशालाएँ
• 10-13 सितंबर 2025 – एक्शन प्लान की तैयारी

क्रियान्वयन और जिम्मेदारियाँ

जिला कल्याण पदाधिकारी ने बताया कि विभिन्न ग्रामों से प्राप्त योजनाओं के प्रस्तावों को संबंधित विभाग डीपीआर (Detailed Project Report) के रूप में तैयार कर राज्य मुख्यालय को भेजेंगे। वहीं, जिला स्तर पर संचालित की जा सकने वाली योजनाओं की जिम्मेदारी आईटीडीए परियोजना निदेशक, गुमला को सौंपी गई है।

उपायुक्त द्वारा जिला समिति को निर्देश दिया गया है कि सभी योजनाओं की गति शक्ति पोर्टल पर लक्ष्य-आधारित प्रगति दर्ज की जाए और उनकी सतत मॉनिटरिंग सुनिश्चित की जाए।
