किसानों को निर्धारित दर पर उर्वरक उपलब्ध कराने और किसी भी प्रकार की कालाबाजारी पर रोक लगाने के उद्देश्य से गुमला जिला प्रशासन ने मंगलवार को जिलेभर के उर्वरक केंद्रों पर औचक निरीक्षण कराया। यह कार्रवाई उपायुक्त प्रेरणा दीक्षित के निर्देश पर अनुमंडल व प्रखंड स्तर पर गठित विशेष टीमों ने की। निरीक्षण की रिपोर्ट जिला मुख्यालय को भेजी गई है, जिसकी स्वयं उपायुक्त द्वारा मॉनिटरिंग की जा रही है।
निरीक्षण कैसे और किसने किया
- अनुमंडल स्तर पर टीमों की अध्यक्षता अनुमंडल पदाधिकारी कर रहे हैं; इनके साथ अनुमंडल पुलिस पदाधिकारी और अंचल अधिकारी शामिल हैं।
- प्रखंड स्तर पर प्रखंड विकास पदाधिकारियों ने स्टोर/दुकानों का निरीक्षण किया और प्रतिवेदन जिला कार्यालय को भेजा।
किन बिंदुओं की जांच हुई
टीमों ने दुकानों में
- उर्वरकों की उपलब्धता और भंडारण,
- एमआरपी के अनुरूप बिक्री दर,
- विक्रय पंजी व अभिलेखों की स्थिति,
- किसानों को रसीद/बिल देने की व्यवस्था
जैसे बिंदुओं की गहन पड़ताल की। भंडारण नियमों और डिस्प्ले से जुड़ी मूलभूत अनुपालना भी परखी गई।
“किसानों के हितों से समझौता नहीं” — उपायुक्त
उपायुक्त प्रेरणा दीक्षित ने स्पष्ट किया कि मनमानी दर, भंडारण में अनियमितता या किसानों से ठगी जैसे मामलों पर कठोर कानूनी कार्रवाई होगी। उनके निर्देशानुसार उल्लंघन पाए जाने पर निम्न प्रावधान लागू किए जाएंगे—
- बीज नियंत्रण आदेश, 1983
- उर्वरक नियंत्रण आदेश, 1985/1986 (प्रासंगिक धाराएँ)
- आवश्यक वस्तु अधिनियम, 1955
उपायुक्त के शब्दों में, “किसान हित सर्वोच्च है; उर्वरक वितरण में किसी भी स्तर की अनियमितता बर्दाश्त नहीं की जाएगी।”
सतत निगरानी और अगला कदम
जिला प्रशासन ने कहा कि औचक निरीक्षण निरंतर जारी रहेंगे, ताकि बुवाई/खरीफ–रबी मौसम में किसानों को समय पर और तय दाम पर उर्वरक मिलते रहें। जिन प्रतिष्ठानों में कमी पाई जाएगी, उनके खिलाफ विधिसम्मत दंडात्मक कार्रवाई और लाइसेंस संबंधी कठोर कदम उठाए जाएंगे।
संदेश किसानों के लिए: रसीद अवश्य लें, एमआरपी का मिलान करें और किसी भी अनियमितता की सूचना नजदीकी प्रशासनिक/पुलिस अधिकारी को दें। जिला प्रशासन ने आश्वस्त किया है कि शिकायतों पर त्वरित कार्रवाई की जाएगी।
