इस्तीफा देने के लिए क्यों मजबूर हुए अनुराग गुप्ता? कहीं विनय चौबे को बचाने में तो नहीं नप गए…?

रांची : 19 सितंबर को जब राज्य सरकार ने अपने भरोसेमंद डीजीपी अनुराग गुप्ता से एसीबी का प्रभाव वापस ले लिया था, तब मैंने उसी दिन एक पोस्ट में लिखा था कि अनुराग गुप्ता को अचानक हटाए जाने के फैसले के पीछे बड़ी कहानी है।

इसके तार शराब घोटाले में शामिल वरिष्ठ आईएएस अधिकारी विनय चौबे से जुड़े हुए हैं। विनय चौबे शराब घोटाले के आरोपी हैं। विनय चौबे को एसीबी ने गिरफ्तार कर जेल में डाल दिया था।

तीन महीने के अंदर एसीबी ने विनय चौबे के खिलाफ कोर्ट में चार्जशीट दाखिल नहीं किया। इसका लाभ विनय चौबे को मिला और शराब घोटाले में उन्हें जमानत मिल गई। हालांकि अभी वह जमीन घोटाले के मामले में जेल में ही हैं।

विनय चौबे की गिरफ्तारी बनाम अनुराग

सरकार ने माना कि चार्जशीट दाखिल नहीं करने के पीछे डीजीपी अनुराग गुप्ता का हाथ है। क्योंकि यही एसीबी के प्रभार में थे। बावजूद चार्जशीट दाखिल नहीं की गई। इस मामले में सरकार की खूब किरकिरी हुई। कार्यशैली पर सवाल उठाए गए। विनय चौबे की गिरफ्तारी से आईएएस अधिकारियों में नाराजगी है।

मैंने यह भी लिखा था कि अब देखिए आगे क्या होता है। यह बात सच साबित हुई और डीजीपी अनुराग गुप्ता को इस्तीफा देने के लिए मजबूर किया गया। सरकार के दबाव पर उन्होंने इस्तीफा दिया है। सरकार से टकराव लेना उन्हें भारी पड़ा।

जिस अनुराग गुप्ता के लिए राज्य सरकार ने नया नियम कानून बनाया। केंद्र सरकार से टकराव लिया। हाईकोर्ट और सुप्रीम कोर्ट का सामना किया। उन्हें रिटायरमेंट के बाद दो साल के लिए एक्सटेंशन दिया।

आखिर भरोसेमंद डीजीपी के साथ ऐसा क्या हो गया कि उन्हें इस्तीफा देना पड़ा। इसके पीछे बहुत कहानी बताई जा रही है। कई राज भी हैं। मनमानी तरीके से काम करने के साथ-साथ भ्रष्टाचार से जुड़े कई मामले हैं। मामला इतना आगे बढ़ गया कि सरकार को अपने भरोसेमंद डीजीपी से इस्तीफा लेना पड़ा। नाक के बाल बन गए अनुराग गुप्ता को सरकार ने चलता कर दिया।

डीजीपी की नई नियुक्ति में भी सरकार ने वरिष्ठ आईपीएस अधिकारियों की अनदेखी कर तदाशा मिश्र पर भरोसा जताया है। सीनियरिटी के मामले में कोई सवाल न उठे इसलिए सरकार ने तदाशा मिश्र को प्रभारी डीजीपी ही नियुक्त किया है।

झारखंड गठन के बाद पहली बार किसी महिला पुलिस अधिकारी को डीजीपी नियुक्त किया गया है। तदाशा मिश्र को बहुत-बहुत बधाई।
