गुमला जिला प्रशासन गरीब, लाचार और असहाय लोगों के बीच बांटेगा मिंक ‘कलाउडी’ कंबल

इस वर्ष 28,600 कंबलों की खरीद प्रक्रिया शुरू, जेम पोर्टल पर जारी हुआ टेंडर

गुमला। कड़ाके की ठंड से गरीब और असहाय लोगों को राहत दिलाने के उद्देश्य से गुमला जिला प्रशासन ने इस वर्ष सरकारी कंबलों की खरीद प्रक्रिया शुरू कर दी है। प्रशासन की ओर से बताया गया कि इस बार जिले में कुल 28,600 कंबलों की खरीद की जाएगी। खास बात यह है कि पहली बार ऊनी कंबलों के स्थान पर मिंक ‘कलाउडी’ कंबलों का वितरण किया जाएगा, जिन्हें गरीब, लाचार, असहाय और गरीबी रेखा के नीचे जीवनयापन करने वाले लोगों तक पहुँचाया जाएगा।

कंबलों की खरीद जेम पोर्टल के माध्यम से की जाएगी। इसके लिए सामाजिक सुरक्षा कोषांग की ओर से टेंडर जारी कर दिया गया है। निविदा दो दिसंबर को जिला समाहरणालय के चंदाली कक्ष में खोली जाएगी, जिसके बाद एल–1 आने वाले संवेदक को कंबल आपूर्ति का आदेश जारी किया जाएगा। प्रशासन का लक्ष्य है कि 15 दिसंबर 2025 तक पूरे जिले में कंबलों का वितरण सुनिश्चित कर दिया जाए।
अधिकारियों ने कहा है कि खरीद प्रक्रिया में गुणवत्ता को सर्वोच्च प्राथमिकता दी जाएगी।

हालांकि, इस वर्ष कंबल का दर अब तक निर्धारित नहीं किया गया है, जबकि पिछले वर्ष कंबल खरीद का अधिकतम मूल्य 375 रुपये तय था।

वितरण में देर की आशंका, बढ़ सकती है गरीबों की परेशानी

स्थानीय स्तर पर इस बात को लेकर चिंता जताई जा रही है कि बढ़ती ठंड के बीच कंबल वितरण में देरी गरीब और लाचार लोगों की परेशानी बढ़ा सकती है। नवंबर के अंत से ही जिले में तापमान में लगातार गिरावट देखी जा रही है, और दिसंबर में कड़ाके की ठंड अपने चरम पर पहुँच जाती है। ऐसे में यदि वितरण प्रक्रिया देर से शुरू होती है, तो आधा सर्दी का मौसम गुजर चुका होगा।

सामाजिक संगठनों द्वारा भी इस बार कंबल वितरण गतिविधियों में खास सक्रियता देखने को नहीं मिल रही है, जिससे चिंताएं और बढ़ गई हैं। लोगों का कहना है कि जरूरतमंदों को अभी से ही कंबल की आवश्यकता महसूस हो रही है।

हालांकि, प्रशासन ने भरोसा दिलाया है कि खरीदारी पूरी होते ही “सरकार आपके द्वार” कार्यक्रम के माध्यम से कंबलों का वितरण तेज गति से किया जाएगा, ताकि कोई भी असहाय व्यक्ति ठंड से प्रभावित न हो।
