गुमला को बाल विवाह मुक्त बनाने के संकल्प के साथ आयोजित हुआ जिला स्तरीय एकदिवसीय विशेष कार्यशाला का सफल आयोजन

गुमला : गुमला उपायुक्त प्रेरणा दीक्षित के निर्देशानुसार जिला समाज कल्याण विभाग, गुमला द्वारा बाल विवाह जैसी गंभीर सामाजिक बुराई के उन्मूलन हेतु जिला स्तरीय एकदिवसीय विशेष कार्यशाला का आयोजन के.ओ. कॉलेज, गुमला के सभागार में किया गया। कार्यक्रम का मुख्य उद्देश्य बच्चों के भविष्य की सुरक्षा, शिक्षा के अधिकार को सुनिश्चित करना तथा बाल विवाह के विरुद्ध जन जागरूकता को सुदृढ़ बनाना था। इस अवसर पर 800 से अधिक नागरिकों, स्कूली विद्यार्थियों, शिक्षकों, जनप्रतिनिधियों एवं विभिन्न विभागों के अधिकारियों की उत्साहपूर्ण उपस्थिति रही।

कार्यक्रम में मुख्य अतिथि के रूप में उप विकास आयुक्त दिलेश्वर महतो उपस्थित रहे। उनके साथ जिला विधिक सेवा प्राधिकरण (DLSA) के सचिव रामकुमार लाल गुप्ता, अनुमंडल पदाधिकारी गुमला, चैनपुर, बसिया, जिला सामाजिक सुरक्षा सहायक निदेशक, श्रम अधीक्षक, जिला समाज कल्याण पदाधिकारी, जिला शिक्षा पदाधिकारी, जिला शिक्षा अधीक्षक, पंचायती राज पदाधिकारी सहित विभिन्न विभागों के वरीय पदाधिकारी मौजूद रहे।

जिला समाज कल्याण पदाधिकारी आरती कुमारी ने कार्यक्रम के उद्देश्य से सभी उपस्थित जनों को अवगत कराते हुए कहा कि बाल विवाह बच्चों की शिक्षा, स्वास्थ्य और विकास पर प्रतिकूल प्रभाव डालता है, इसे रोकने हेतु सामाजिक एवं प्रशासनिक सहयोग अत्यंत आवश्यक है।

उप विकास आयुक्त दिलेश्वर महतो ने अपने संबोधन में कहा कि बाल विवाह निषेध अधिनियम 2006 के तहत लड़कियों की 18 वर्ष और लड़कों की 21 वर्ष से कम आयु में विवाह कराना एक संज्ञेय एवं दण्डनीय अपराध है। उन्होंने कहा कि ऐसे आयोजनों में शामिल होने, सहायता करने या प्रोत्साहित करने वालों पर भी कानूनन कार्रवाई की जाएगी। उन्होंने विशेष रूप से बच्चियों को इस विषय में जागरूक होने और किसी भी परिस्थिति में अपने अधिकारों की रक्षा करने हेतु सशक्त बनने का संदेश दिया।

जिला विधिक सेवा प्राधिकरण सचिव रामकुमार लाल गुप्ता ने कहा कि बाल विवाह बच्चों के भविष्य के साथ खिलवाड़ है और किशोरावस्था में गर्भधारण, कुपोषण, घरेलू हिंसा व शिक्षा बाधित होने जैसे खतरों को बढ़ाता है। उन्होंने बताया कि हेल्पलाइन नंबर 1098 पर कॉल कर बच्चे और नागरिक गोपनीय तरीके से बाल विवाह या बच्चों के विरुद्ध किसी भी प्रकार के उत्पीड़न की शिकायत कर सकते हैं। उन्होंने न्यायिक प्रक्रिया की जानकारी देते हुए कहा कि कानून बच्चों की सुरक्षा को सर्वोपरि रखता है और न्याय व्यवस्था सदैव उनके साथ है।

कार्यक्रम के दौरान जागरूकता सत्र, परामर्श, संवाद के माध्यम से बाल विवाह के विरुद्ध सामूहिक प्रतिबद्धता को मजबूत किया गया। उप विकास आयुक्त द्वारा सभी उपस्थित लोगों को बाल विवाह न करने और न होने देने की शपथ भी दिलाई गई।

गुमला जिला प्रशासन द्वारा बाल विवाह रोकथाम को लेकर व्यापक अभियान चलाया जा रहा है, जिसका लक्ष्य जिले को पूर्णत: बाल विवाह मुक्त घोषित करना है। इस कार्य में शिक्षकों, अभिभावकों, पंचायत प्रतिनिधियों, सामाजिक संगठनों एवं युवाओं की महत्वपूर्ण भूमिका सुनिश्चित की जा रही है। इस कार्यशाला में Association for Voluntary Action (AVA) का सराहनीय तकनीकी सहयोग प्राप्त हुआ।

कार्यक्रम में , प्रखंड विकास पदाधिकारी गुमला सदर एवं डुमरी, अंचलाधिकारी गुमला सदर एवं डुमरी, जिला बाल संरक्षण पदाधिकारी, किशोर न्याय बोर्ड सदस्य, बाल कल्याण समिति अध्यक्ष/सदस्य, JSLPS के डीपीएम, सभी CDPO, महिला पर्यवेक्षिका एवं पंचायत सचिव की उपस्थिति रही।
