गुमला में अंतर्राष्ट्रीय दिव्यांग दिवस पर दिव्यांगजनों के सम्मान और सशक्तिकरण के प्रति जिला प्रशासन की प्रतिबद्धता दोहराई गई

गुमला : – गुमला उपायुक्त प्रेरणा दीक्षित के निर्देश के आलोक में जिला समाज कल्याण विभाग द्वारा नगर भवन, गुमला में अंतर्राष्ट्रीय दिव्यांग दिवस का आयोजन गरिमामय वातावरण में किया गया। कार्यक्रम की मुख्य अतिथि उपायुक्त प्रेरणा दीक्षित थीं। उप विकास आयुक्त दिलेश्वर महतो, जिला सामाजिक सुरक्षा सहायक निदेशक ललन कुमार रजक, जिला समाज कल्याण पदाधिकारी आरती कुमारी सहित विभिन्न विभागों के जिला स्तरीय अधिकारी एवं कर्मी भी कार्यक्रम में सम्मिलित हुए। अतिथियों द्वारा संयुक्त रूप से दीप प्रज्ज्वलन कर कार्यक्रम का शुभारंभ किया गया।

उपायुक्त प्रेरणा दीक्षित ने अपने संबोधन में कहा कि यह दिवस हमें समाज के प्रत्येक व्यक्ति के साथ समान व्यवहार और उनके सम्मान की भावना को सुदृढ़ करने की प्रेरणा देता है। उन्होंने कहा कि सरकार दिव्यांगजनों के अधिकारों की रक्षा एवं उत्थान के लिए कई महत्वपूर्ण योजनाएँ क्रियान्वित कर रही है, जिसका लाभ सभी पात्र व्यक्तियों तक समय पर पहुँच सके, यह जिला प्रशासन की जिम्मेदारी है। उन्होंने यह भी कहा कि विभिन्न कैंपों के माध्यम से स्वास्थ्य विभाग की जांच उपरांत दिव्यांग प्रमाण पत्र निर्गत किए जा रहे हैं, जिससे दिव्यांगजन विभिन्न शैक्षणिक, स्वास्थ्य एवं कल्याणकारी योजनाओं का लाभ सहज रूप से प्राप्त कर सकें।

उन्होंने कहा कि दिव्यांग शब्द का प्रचलन इसलिए किया गया कि समाज यह समझ सके कि शारीरिक अक्षमता किसी व्यक्ति की क्षमता को कम नहीं करती, बल्कि हर व्यक्ति में एक दिव्य शक्ति निहित रहती है। आत्मविश्वास और स्वाभिमान यदि कायम रहे तो किसी भी प्रकार की चुनौती व्यक्ति को उसके लक्ष्य से पीछे नहीं कर सकती। उपायुक्त ने दिव्यांगजनों को प्रेरित करते हुए कहा कि वे अपने अधिकारों की जानकारी रखें तथा उन्हें पाने के लिए निसंकोच प्रशासन से संपर्क करें। उन्होंने यह भी बताया कि सेरेब्रल पाल्सी से प्रभावित दिव्यांगों के लिए विशेष चेयर की व्यवस्था शीघ्र सुनिश्चित की जाएगी, जिससे दैनिक गतिविधियों में उन्हें सुविधा मिल सके।

उन्होंने दिव्यांगजनों को यह भरोसा भी दिलाया कि किसी भी प्रकार की समस्या होने पर वे सीधे उनके कार्यालय नंबर पर व्हाट्सएप अथवा वॉयस मैसेज के माध्यम से अपनी बात रख सकते हैं। समाहरणालय आने की आवश्यकता नहीं होगी, उनकी समस्या का समाधान प्रशासन द्वारा प्राथमिकता के साथ किया जाएगा। उन्होंने अपने अनुभव साझा करते हुए कहा कि जब व्यक्ति स्वयं को दया का पात्र मानने लगता है, तब दुनिया भी उसे उसी नजर से देखती है। आत्मसम्मान और आत्मविश्वास के साथ आगे बढ़ने पर समाज स्वयं प्रेरित होकर सहयोग के लिए तैयार रहता है।

कार्यक्रम को संबोधित करते हुए जिला समाज कल्याण पदाधिकारी आरती कुमारी ने कहा कि यह जिला प्रशासन का संकल्प है कि कोई भी दिव्यांगजन किसी भी कारणवश पीछे न छूटे। उन्होंने कहा कि पेंशन, प्रमाण पत्र और आवश्यक यंत्र एवं उपकरणों की उपलब्धता दिव्यांगजनों तक सुगमता से पहुंचे, यह प्रशासन की सर्वोच्च प्राथमिकता है। उन्होंने कहा कि दिव्यांगजन अपनी प्रतिभा और सकारात्मक सोच के साथ गुमला ही नहीं बल्कि पूरे झारखंड का नाम गौरवान्वित करने की क्षमता रखते हैं।

कार्यक्रम के दौरान 14 दिव्यांगजनों को सहायक उपकरण वितरित किए गए जिनमें व्हीलचेयर, ब्रेल लिपि सामग्री, हियरिंग किट आदि शामिल थे। साथ ही 4 दिव्यांगजनों को दिव्यांग प्रमाण पत्र तथा 4 लाभुकों को दिव्यांग पेंशन प्रमाण पत्र मंच से प्रदान किए गए।

दिव्यांग विद्यालयों में आयोजित विभिन्न प्रकार की प्रतियोगिताओं के विजेता 28 दिव्यांग बच्चों को भी मंच से सम्मानित किया गया। रस्साकस्सी, चम्मच दौड़, चित्रकला, जलेबी रेस तथा म्यूजिकल चेयर जैसी प्रतियोगिताओं में बच्चों ने उत्साहपूर्वक भाग लिया और उत्कृष्ट प्रदर्शन किया।

कार्यक्रम के दौरान तिर्री स्थित मूक-बधिर एवं स्पास्टिक आवासीय विद्यालय के बच्चों ने नृत्य, संगीत और अपनी विशेष कला का प्रदर्शन प्रस्तुत किया। बच्चों की प्रस्तुति ने दर्शा दिया कि प्रतिभा शारीरिक सीमाओं की मोहताज नहीं होती और दृढ़ इच्छा शक्ति वह शक्ति है जो हर चुनौती को छोटा कर देती है।
