संप्रेक्षण गृह परिसर में परिवार परामर्श केंद्र का शुभारंभ, बच्चों के पुनर्वास एवं भविष्य निर्माण की दिशा में अहम पहल

गुमला : – गुमला जिला मुख्यालय स्थित संप्रेक्षण गृह परिसर में आज परिवार परामर्श केंद्र का उद्घाटन प्रधान जिला एवं सत्र न्यायाधीश, गुमला ध्रुव चंद्र मिश्र द्वारा दीप प्रज्वलित कर किया गया। कार्यक्रम का शुभारंभ अतिथियों द्वारा फीता काटकर किया गया।
इस अवसर पर किशोर न्याय बोर्ड द्वारा अतिथियों का स्वागत करते हुए बताया गया कि विधि का उल्लंघन कर बोर्ड के समक्ष आने वाले बच्चों का अधिकार, संरक्षण, विकास तथा परिवार में पुनर्मिलन सुनिश्चित करना बोर्ड की महत्वपूर्ण जिम्मेदारी है। न्याय प्रक्रिया में बच्चों के साथ-साथ परिवार की भूमिका भी अहम होती है। कई बार बच्चे गरीबी, जानकारी के अभाव, नशे की लत अथवा गलत संगत के कारण पढ़ाई छोड़कर विधि का उल्लंघन कर बैठते हैं, वहीं परिवारों को सरकारी योजनाओं की जानकारी भी नहीं होती।
बताया गया कि परिवार परामर्श केंद्र परिवार-केंद्रित देखभाल के माध्यम से बच्चों को पुनः मुख्यधारा से जोड़ने का कार्य करेगा, ताकि उनका समग्र विकास सुनिश्चित हो सके।

मुख्य अतिथि प्रधान जिला एवं सत्र न्यायाधीश ध्रुव चंद्र मिश्र ने अपने संबोधन में कहा कि किशोर न्याय बोर्ड का यह परिवार परामर्श केंद्र विधि का उल्लंघन करते पाए गए बच्चों के भविष्य निर्माण में महत्वपूर्ण भूमिका निभाएगा। बोर्ड में जिन बच्चों के मामले विचाराधीन रहते हैं, उनके परिवारों को भी परामर्श की आवश्यकता होती है। माता-पिता को मार्गदर्शन देकर बच्चों की उचित देखभाल, मानसिक एवं शारीरिक स्वास्थ्य, पोषण एवं शिक्षा सुनिश्चित करने की दिशा में यह केंद्र कार्य करेगा। जो बच्चे अपराध में संलिप्त होने के कारण पढ़ाई से वंचित हो गए हैं, उन्हें पुनः शिक्षा से जोड़ने का प्रयास किया जाएगा। साथ ही परिवारों को आत्मनिर्भर एवं सशक्त बनाने के लिए सरकारी योजनाओं से जोड़ने का भी कार्य किया जाएगा।

उन्होंने यह भी बताया कि इस केंद्र के माध्यम से जिला विधिक सेवा प्राधिकार द्वारा विधिक सलाह प्रदान की जाएगी। साथ ही मनोचिकित्सक एवं नशा विमुक्ति केंद्र के सहयोग से बच्चों एवं उनके परिवारों को परामर्श एवं समाधान का मार्गदर्शन दिया जाएगा। यह केंद्र किशोर न्याय के क्षेत्र में एक संवेदनशील एवं प्रभावी पहल साबित होगी।

कार्यक्रम में मुख्य रूप से रामलाल कुमार गुप्ता, सचिव, जिला विधिक सेवा प्राधिकार; पूनम कुमारी, प्रधान दंडाधिकारी; सदस्य त्रिभुवन शर्मा; सदस्य कृपा खेस किशोर; प्रतीक राज, न्यायिक अधिकारी; श्रवण साहू, अध्यक्ष, बार एसोसिएशन; अमर कुमार; रवि प्रकाश, जिला बाल संरक्षण पदाधिकारी,अविनाश कुमार गिरी, अधीक्षक सहित बच्चों के माता-पिता एवं अन्य संबंधित कर्मी उपस्थित थे।
