अवैध बालू परिवहन के विरुद्ध कार्रवाई, तीन हाईवा जब्त

गुमला : – गुमला उपायुक्त प्रेरणा दीक्षित के निर्देश पर ,जिला खनन पदाधिकारी के नेतृत्व में आज जिला खनन पदाधिकारी, खान निरीक्षक एवं सशस्त्र पुलिस बल द्वारा खनिज परिवहन की सघन जांच अभियान चलाया गया। इस क्रम में समय लगभग 10:15 बजे पूर्वाह्न रांची – गुमला मुख्य मार्ग पर भरनो थाना क्षेत्र अंतर्गत बालू लदे तीन हाईवा वाहनों की जांच की गई।
जांच के दौरान हाईवा चालकों द्वारा वैध खनिज परिवहन चालान प्रस्तुत नहीं किया गया। पूछताछ में चालकों द्वारा बताया गया कि बालू का उत्खनन ओलमुंडा कोयल नदी से किया गया है। उपलब्ध तथ्यों के आधार पर यह स्पष्ट हुआ कि उक्त बालू का परिवहन पूर्णतः अवैध रूप से किया जा रहा था। वैध दस्तावेजों के अभाव में तीनों हाईवा वाहनों को बालू खनिज सहित जब्त कर भरनो थाना परिसर में सुरक्षित रखा गया है।
उक्त कृत्य से सरकारी राजस्व की क्षति होने के साथ-साथ राष्ट्रीय संपत्ति का भी क्षरण हो रहा है। उल्लेखनीय है कि बिना वैध खनिज परिवहन चालान के खनिज का परिवहन करना खान एवं खनिज (विकास एवं विनियमन) अधिनियम, 1957 की धारा 21(5) के अंतर्गत दंडनीय अपराध है। साथ ही यह झारखण्ड लघु खनिज नियमावली, 2004 के नियम 4 एवं 54 तथा The Jharkhand Minerals (Prevention of Illegal Mining, Transportation and Storage) Rules, 2017 के नियम 7 एवं 9 का स्पष्ट उल्लंघन है।
अतः अवैध बालू खनिज परिवहन में संलिप्त निम्नलिखित वाहनों—
हाईवा संख्या JH02BP-0272
हाईवा संख्या JH01FN-6747
हाईवा संख्या JH07L-2488
के मालिकों एवं चालकों के विरुद्ध झारखण्ड लघु खनिज नियमावली, ( 2004, The Jharkhand Minerals (Prevention of Illegal Mining, Transportation and Storage) Rules, 2017 तथा ) अन्य सुसंगत धाराओं के अंतर्गत प्राथमिकी दर्ज कर विधिसम्मत कानूनी कार्रवाई की जा रही है।
