अवैध बालू उत्खनन व भण्डारण पर बड़ी कार्रवाई, 30 हजार घनफीट बालू जब्त

गुमला :- गुमला उपायुक्त प्रेरणा दीक्षित के निर्देश पर, जिले में अवैध खनन, भण्डारण एवं परिवहन पर प्रभावी रोकथाम के उद्देश्य से दिनांक 22.01.2026 को पूर्वाह्न 11:00 बजे सिसई थाना अंतर्गत मौजा सुपाली में जिला खनन पदाधिकारी, गुमला एवं खान निरीक्षक द्वारा संयुक्त रूप से औचक निरीक्षण एवं छापामारी की गई।
छापामारी के क्रम में कोयल नदी से अवैध रूप से बालू उत्खनन कर भण्डारण किए जाने का मामला सामने आया। मौजा सुपाली पतराडांड़ स्थित प्राथमिक विद्यालय के पीछे लगभग 18,000 घनफीट तथा उससे लगभग 300 मीटर आगे कोयल नदी के समीप लगभग 12,000 घनफीट, कुल 30,000 घनफीट अवैध बालू उत्खनन कर भण्डारित पाया गया।
जांच में यह पाया गया कि उक्त अवैध बालू उत्खनन एवं भण्डारण निम्नलिखित व्यक्तियों द्वारा किया जा रहा था—
प्रेम साहु, पिता– प्रयाग साहु, निवासी– भागफेनी रापुटोली, थाना– सिसई, गुमला
सुधीर साहु, पिता– स्व. बाबूलाल साहु, निवासी– नागफेनी, थाना– सिसई, गुमला
जगन उरांव, पिता– स्व. गीमे उरांव, निवासी– नागफेनी, थाना– सिसई, गुमला
सुभाष गिंज, पिता– सुशील गिंज, निवासी– सुपाली नागफेनी, थाना– सिसई, गुमला
यह भी उल्लेखनीय है कि पूर्व में भी प्रेम साहु, सुधीर साहु एवं जगन उरांव के विरुद्ध अवैध बालू से संबंधित मामलों में प्राथमिकी दर्ज की जा चुकी है। जांच के दौरान यह स्पष्ट हुआ कि उक्त स्थल पर कोई वैध खनन पट्टा अथवा भण्डारण अनुज्ञप्ति नहीं है, जो कि पूर्णतः अवैध है।
अवैध रूप से उत्खनित एवं भण्डारित बालू को झारखण्ड लघु खनिज समनुदान नियमावली–2004 (यथासंशोधित) के नियम 54A के अंतर्गत जब्त किया गया। जब्त बालू का निष्पादन उपायुक्त, गुमला के स्तर से नीलामी के माध्यम से किया जाएगा। सुरक्षित अभिरक्षा हेतु जब्त बालू को ग्राम प्रधान, नागफेनी, विरिया पहान को जिम्मानामा पर सौंपा गया है।
इस प्रकार की अवैध गतिविधियों से सरकारी राजस्व की चोरी एवं राष्ट्रीय संपत्ति का क्षरण होता है। बिना पट्टा या अनुज्ञप्ति के खनिज का उत्खनन, भण्डारण एवं परिवहन खान एवं खनिज (विकास एवं विनियमन) अधिनियम, 1957 की धारा 4 एवं 21, झारखण्ड लघु खनिज समनुदान नियमावली–2004 तथा ( The Jharkhand Minerals (Prevention of Illegal Mining, Transportation and Storage) Rules–2017 के अंतर्गत दंडनीय अपराध है।
अतः उपरोक्त अवैध बालू उत्खनन एवं भण्डारण में संलिप्त सभी व्यक्तियों के विरुद्ध सुसंगत धाराओं के अंतर्गत प्राथमिकी दर्ज कर विधिसम्मत कार्रवाई की जा रही है। जिला प्रशासन ने स्पष्ट किया है कि अवैध खनन के विरुद्ध आगे भी सख्त कार्रवाई जारी रहेगी।
