आखिर नरवणे की बात क्यों नहीं मानी गई?…कहीं कायरता को ढंकने के लिए तो चिल्ला-चिल्लाकर सदन को बाधित नहीं किया…? 

पूर्व सेनाध्यक्ष जनरल नरवणे ने ऐसा ​क्या लिखा जिसे राहुल गांधी संसद में पढ़ना चाहते थे और सरकार ने पढ़ने नहीं दिया? आपको खुद पढ़ना चाहिए

भारतीय सेना की नॉर्दर्न कमांड के प्रमुख लेफ्टिनेंट जनरल योगेश जोशी को 31 अगस्त 2020 को रात 8.15 बजे एक फोन कॉल आया। उन्हें जो जानकारी मिली, उससे वे चिंतित हो गए।

इन्फैंट्री के सपोर्ट से चार चीनी टैंक पूर्वी लद्दाख में रेचिन ला की ओर एक खड़ी पहाड़ी के रास्ते आगे बढ़ने लगे थे। जोशी ने इस मूवमेंट की जानकारी आर्मी चीफ जनरल मनोज मुकुंद नरवणे को दी, जिन्होंने तुरंत स्थिति की गंभीरता को समझ लिया।

टैंक कैलाश रेंज पर भारतीय ठिकानों से कुछ सौ मीटर की दूरी पर थे। यह एक रणनीतिक ऊंची जगह थी, जिस पर भारतीय सेना ने कुछ घंटे पहले ही कब्जा किया था। विवादित लाइन ऑफ एक्चुअल कंट्रोल- जो दोनों देशों के बीच असल सीमा है, के इस इलाके में ऊंचाई का हर मीटर रणनीतिक दबदबे में बदल जाता है।

भारतीय सैनिकों ने एक illuminating round फायर किया, जो एक तरह की चेतावनी थी। इसका कोई असर नहीं हुआ। चीनी आगे बढ़ते रहे।

आखिर नरवणे का फोन उठाने में देर क्यों हुई..?

नरवणे ने भारत के राजनीतिक और सैन्य प्रतिष्ठान के नेताओं को ताबड़तोड़ फोन करना शुरू कर दिया, जिनमें रक्षा मंत्री राजनाथ सिंह; राष्ट्रीय सुरक्षा सलाहकार अजीत डोभाल; चीफ ऑफ डिफेंस स्टाफ जनरल बिपिन रावत; और विदेश मंत्री एस जयशंकर शामिल थे।

‘फोर स्टार्स ऑफ डेस्टिनी’ में नरवणे लिखते हैं, ‘मेरा हर किसी से एक ही सवाल था, ‘मेरे लिए आदेश क्या हैं?’ स्थिति तेजी से बिगड़ रही थी और स्पष्टता की जरूरत थी। मौजूदा प्रोटोकॉल के मुताबिक नरवणे को साफ आदेश थे कि “जब तक ऊपर से मंजूरी न मिले, तब तक गोली न चलाएं।” ऊपर से कोई स्पष्ट निर्देश नहीं आए।

मिनट बीतते गए। रात 9.10 बजे, लेफ्टिनेंट जनरल जोशी ने फिर फोन किया। चीनी टैंक आगे बढ़ते हुए दर्रे से एक किलोमीटर से भी कम दूरी पर आ गए थे। रात 9.25 बजे, नरवणे ने राजनाथ को फिर फोन किया, “स्पष्ट निर्देशों” के लिए पूछा। कोई निर्देश नहीं मिला।

इसी बीच, PLA कमांडर, मेजर जनरल लियू लिन का एक मैसेज आया। उसने हालात को शांत करने का एक प्रस्ताव दिया; दोनों पक्षों को आगे बढ़ना बंद कर देना चाहिए और अगले दिन सुबह 9.30 बजे, पास पर स्थानीय कमांडर अपने तीन-तीन प्रतिनिधियों के साथ मिलेंगे। यह एक उचित प्रस्ताव लग रहा था। एक पल के लिए ऐसा लगा कि कोई रास्ता निकल रहा है।

रात 10 बजे, नरवणे ने यही मैसेज देने के लिए राजनाथ और डोभाल को फोन किया। दस मिनट बाद, नॉर्दर्न कमांड ने फिर से फोन किया। चीनी टैंक नहीं रुके थे। वे अब टॉप से ​​सिर्फ पांच सौ मीटर दूर थे।

फायरिंग की मांग थी…बस आदेश का इंतजार था…!

नरवणे को याद है कि लेफ्टिनेंट जनरल जोशी ने कहा था कि “चीनी सेना को रोकने का एकमात्र तरीका हमारी अपनी मीडियम आर्टिलरी से फायरिंग करना था, जो तैयार थी और आदेश का इंतजार कर रही थी।”

पाकिस्तान के साथ लाइन ऑफ कंट्रोल पर आर्टिलरी की लड़ाई आम बात थी, जहां डिवीजनल और कोर कमांडरों को ऊपर किसी से पूछे बिना हर दिन सैकड़ों राउंड फायर करने का अधिकार दिया गया था। लेकिन यह चीन था। यहां बात अलग थी। PLA के साथ आर्टिलरी की लड़ाई बहुत नाजुक स्थिति में बदल सकती थी। “मेरी स्थिति नाज़ुक थी,”

नरवणे लिखते हैं। ‘कमांड -जो सभी संभावित तरीकों से फायरिंग शुरू करना चाहता था’ और ‘एक सरकारी समिति -जिसने अभी तक स्पष्ट आदेश नहीं दिए थे’। इनके बाच नरवणे फंसे हुए थे। सेना मुख्यालय के ऑपरेशन रूम में, विकल्पों पर विचार किया जा रहा था और उन्हें खारिज किया जा रहा था। पूरा नॉर्दर्न फ्रंट हाई अलर्ट पर था।

टकराव की संभावित जगहों पर नज़र रखी जा रही थी। लेकिन फैसले का पॉइंट रेचिन ला था। नरवणे ने रक्षा मंत्री को एक और फोन किया, जिन्होंने वापस फोन करने का वादा किया। समय बीतता गया। हर मिनट, चीनी टैंक टॉप पर पहुंचने के एक मिनट करीब आ रहे थे।

राजनाथ सिंह ने रात 10.30 बजे वापस फोन किया। उन्होंने प्रधानमंत्री नरेंद्र मोदी से बात की थी, जिनके निर्देश एक ही वाक्य में थे: “जो उचित समझो, वह करो” यानी ‘जो आपको ठीक लगे, वह करो’।

यह ‘पूरी तरह से एक सैन्य फैसला’ होने वाला था। मोदी से सलाह ली गई थी। उन्हें ब्रीफ किया गया था। लेकिन उन्होंने फैसला लेने से मना कर दिया था। नरवणे याद करते हैं कि “मुझे एक गर्म आलू पकड़ा दिया गया था और अब पूरी ज़िम्मेदारी मुझ पर थी।”

फिलहाल, देश के सामने उस सच का अभी आंशिक अंश सामने जरूर आ गया है.  सवाल तो उठ ही गया है. इतना जरूर कहा जा सकता है कि राहुल गांधी को बोलने के दौरान सदन को बार-बार बाधित करने से सरकार एक्सपोज हो गई है.
