जिले में अवैध खनन एवं बालू परिवहन के विरुद्ध प्रशासन की बड़ी कार्रवाई

छापामारी में हाईवा जब्त, हजारों घनफीट अवैध बालू भंडारण का हुआ खुलासा

गुमला : – गुमला उपायुक्त प्रेरणा दीक्षित के निर्देश के आलोक में जिले में अवैध खनन, भंडारण एवं परिवहन पर रोक लगाने के लिए जिला प्रशासन द्वारा लगातार कार्रवाई की जा रही है। इसी क्रम में जिला खनन पदाधिकारी, अंचल प्रशासन एवं पुलिस बल द्वारा संयुक्त रूप से सिसई एवं बसिया थाना क्षेत्रों में औचक छापामारी अभियान चलाया गया, जिसमें अवैध बालू परिवहन एवं भंडारण के कई मामले सामने आए हैं।

सिसई थाना क्षेत्र में हाईवा जब्त
दिनांक 10 मार्च 2026 को सुबह लगभग 06:00 बजे सिसई थाना क्षेत्र अंतर्गत गुमला–रांची रोड स्थित ओवरब्रिज महुआडीपा के समीप छापामारी के दौरान बालू लदा टाटा कंपनी का 16 चक्का हाईवा (पंजीकरण संख्या JH07N-3746) को जांच हेतु रोका गया। जांच दल को देखकर चालक वाहन खड़ा कर मौके से फरार हो गया। वाहन का ऑनलाइन JIMMS पोर्टल पर चालान जांच करने पर कोई वैध चालान नहीं पाया गया, जिससे स्पष्ट हुआ कि वाहन द्वारा अवैध रूप से बालू का परिवहन किया जा रहा था।
मौके पर बालू की मात्रा लगभग 1355 घनफीट पाई गई। उक्त हाईवा को जब्त कर सिसई थाना परिसर में सुरक्षित रखा गया है तथा वाहन मालिक एवं चालक के विरुद्ध नियमानुसार कानूनी कार्रवाई की प्रक्रिया प्रारंभ की जा रही है।

चट्टीटोली में अवैध बालू भंडारण का खुलासा
उसी दिन सिसई थाना क्षेत्र के मौजा चट्टीटोली में भी जिला खनन पदाधिकारी एवं खान निरीक्षक द्वारा संयुक्त छापामारी की गई। छापामारी के दौरान कोयल नदी से अवैध रूप से बालू उत्खनन कर लगभग 20,000 घनफीट बालू का भंडारण दो अलग-अलग स्थानों पर किया हुआ पाया गया।
जांच में यह भी पाया गया कि बालू भंडारण के लिए सुरक्षित वन क्षेत्र को काटकर रास्ता बनाया गया था। स्थानीय पूछताछ में इस अवैध भंडारण में तिजू उरांव, दशरथ गौरा, डेवठु लोहरा, पंचु पुजार एवं धर्मवीर उरांव (सभी निवासी चट्टीटोली, थाना सिसई) की संलिप्तता सामने आई है।
उक्त स्थल पर कोई खनन पट्टा अथवा भंडारण अनुज्ञप्ति नहीं पाई गई, जिसके आधार पर बालू को झारखंड लघु खनिज समनुदान नियमावली 2004 के नियम 54A के तहत जब्त किया गया है। जब्त बालू का निष्पादन उपायुक्त के स्तर से नीलामी के माध्यम से किया जाएगा।

बसिया के टेंगरा में भी बड़ी कार्रवाई
दिनांक 11 मार्च 2026 को अपराह्न 02:00 बजे बसिया थाना क्षेत्र अंतर्गत मौजा टेंगरा में जिला खनन पदाधिकारी, अंचलाधिकारी बसिया एवं पुलिस बल द्वारा संयुक्त छापामारी की गई। इस दौरान कोयल नदी से अवैध रूप से उत्खनन कर लगभग 22,000 घनफीट बालू का भंडारण किया हुआ पाया गया।
स्थानीय स्तर पर पूछताछ के दौरान किसी व्यक्ति का नाम स्पष्ट नहीं हो सका। उक्त स्थल पर भी किसी प्रकार का खनन पट्टा या भंडारण अनुज्ञप्ति नहीं पाया गया, जिसके कारण बालू को झारखंड लघु खनिज समनुदान नियमावली 2004 के नियम 54A के तहत जब्त किया गया है। इस मामले में अज्ञात व्यक्तियों एवं संबंधित भूमि स्वामी के विरुद्ध प्राथमिकी दर्ज करने की प्रक्रिया प्रारंभ की गई है।
जिला प्रशासन ने स्पष्ट किया है कि बिना वैध पट्टा अथवा अनुज्ञप्ति के खनिज का उत्खनन, भंडारण एवं परिवहन करना खान एवं खनिज (विकास एवं विनियमन) अधिनियम 1957 की धारा 4 एवं 21, झारखंड लघु खनिज समनुदान नियमावली 2004 तथा झारखंड मिनरल्स (प्रिवेंशन ऑफ इल्लीगल माइनिंग, ट्रांसपोर्टेशन एंड स्टोरेज) रूल 2017 के तहत दंडनीय अपराध है।
जिला प्रशासन द्वारा बताया गया कि अवैध खनन से सरकारी राजस्व की क्षति होती है तथा राष्ट्रीय संपदा का भी नुकसान होता है। ऐसे मामलों में संलिप्त व्यक्तियों के विरुद्ध सख्त कानूनी कार्रवाई की जाएगी। साथ ही अवैध खनन एवं परिवहन के विरुद्ध जिले में लगातार छापामारी अभियान जारी रहेगा।
