14 मार्च को अनुमण्डल कार्यालय परिसर में निषेधाज्ञा लागू

गुमला : – गुमला जिला मुख्यालय स्थित नगर परिषद, गुमला (वर्ग-ख) के अध्यक्ष एवं वार्ड पार्षदों के शपथ ग्रहण तथा उपाध्यक्ष पद के अप्रत्यक्ष निर्वाचन कार्यक्रम के मद्देनजर विधि-व्यवस्था बनाए रखने हेतु अनुमण्डल कार्यालय परिसर में निषेधाज्ञा लागू की गई है।

जानकारी के अनुसार दिनांक 14 मार्च 2026 को नगर परिषद, गुमला (वर्ग-ख) के अध्यक्ष एवं वार्ड पार्षदों का शपथ ग्रहण तथा उपाध्यक्ष पद का अप्रत्यक्ष निर्वाचन अनुमण्डल कार्यालय, गुमला के सभागार में संपन्न होगा।

अनुमण्डल पदाधिकारी-सह-दण्डाधिकारी, गुमला राजीव नीरज द्वारा भारतीय नागरिक सुरक्षा संहिता, 2023 की धारा–163 (पूर्व में दण्ड प्रक्रिया संहिता, 1973 की धारा–144) के तहत प्रदत्त शक्तियों का प्रयोग करते हुए 14 मार्च 2026 को प्रातः 06:00 बजे से अपराह्न 06:00 बजे तक अनुमण्डल कार्यालय परिसर एवं उसके 100 मीटर की परिधि में निषेधाज्ञा लागू करने का आदेश जारी किया गया है।

जारी आदेश के अनुसार इस अवधि में 100 मीटर की परिधि में 05 या उससे अधिक व्यक्तियों के एकत्रित होने तथा अस्त्र-शस्त्र के साथ किसी प्रकार का प्रदर्शन पूर्णतः प्रतिबंधित रहेगा। साथ ही परिसर में किसी प्रकार के घातक हथियार, आग्नेयास्त्र या विस्फोटक पदार्थ लाने एवं ले जाने पर पूर्ण प्रतिबंध रहेगा, जो शस्त्र अनुज्ञप्तिधारियों पर भी प्रभावी होगा। यह प्रावधान सरकारी पदाधिकारी/कर्मचारी, ड्यूटी पर तैनात पुलिस बल तथा नेपालियों एवं सिखों द्वारा पारंपरिक रूप से धारण की जाने वाली खुखरी एवं कृपाण पर लागू नहीं होगा।

इसके अतिरिक्त गुमला नगर परिषद क्षेत्र में रात्रि 10:00 बजे से प्रातः 06:00 बजे तक ध्वनि विस्तारक यंत्रों के उपयोग पर प्रतिबंध रहेगा। हालांकि यह प्रावधान मंदिर, मस्जिद, गिरजाघर, गुरुद्वारा एवं अन्य धार्मिक स्थलों पर लागू नहीं होगा, किंतु इन धार्मिक स्थलों का उपयोग किसी भी प्रकार के निर्वाचन प्रचार-प्रसार के लिए प्रतिबंधित रहेगा।

जिला प्रशासन द्वारा यह भी निर्देश दिया गया है कि कोई भी व्यक्ति, संगठन अथवा समूह सोशल मीडिया (WhatsApp, SMS, Facebook, Twitter आदि) या अन्य इलेक्ट्रॉनिक माध्यमों से किसी प्रकार की फेक न्यूज, भ्रामक संदेश, फोटो या सूचना का प्रसार नहीं करेगा। ऐसा पाए जाने पर विधि सम्मत कार्रवाई की जाएगी।

जिला प्रशासन ने सभी नागरिकों से अपील की है कि वे शांति एवं विधि-व्यवस्था बनाए रखने में सहयोग करें तथा जारी आदेशों का पालन सुनिश्चित करें।
