झारखण्ड विधान सभा की सामान्य प्रयोजन समिति का गुमला दौरा, योजनाओं की जमीनी हकीकत पर फोकस

गुमला : – गुमला जिला में , झारखण्ड विधान सभा की सामान्य प्रयोजन समिति का दो दिवसीय गुमला जिला परिभ्रमण कार्यक्रम शनिवार से शुरू हुआ, जिसके तहत आज परिसदन, गुमला में उच्चस्तरीय समीक्षा बैठक आयोजित की गई। बैठक की अध्यक्षता समिति के अध्यक्ष सत्येंद्र नाथ तिवारी( विधायक गढ़वा) ने की। इस दौरान समिति के सदस्य मंगल कालिंदी( विधायक जुगसलाई ) एवं रोशन लाल चौधरी ( बड़का गांव ) भी उपस्थित रहे।
बैठक में विभिन्न विभागों के वरीय पदाधिकारियों के साथ राज्य सरकार की प्रमुख योजनाओं, उनके क्रियान्वयन की स्थिति तथा जमीनी स्तर पर आ रही चुनौतियों की व्यापक समीक्षा की गई। समिति ने कहा कि योजनाओं का लाभ अंतिम व्यक्ति तक पारदर्शी एवं समयबद्ध तरीके से पहुँचना सुनिश्चित किया जाए।

शिक्षा विभाग की समीक्षा के दौरान निजी विद्यालयों में आर्थिक रूप से कमजोर वर्ग के बच्चों के नामांकन की स्थिति पर विशेष जोर दिया गया। समिति ने निर्देश दिया कि बीपीएल कोटे के अंतर्गत निर्धारित सीटों पर नामांकन प्रक्रिया पारदर्शी ढंग से पूरी हो तथा पात्र परिवारों विशेषकर वार्षिक आय ₹75,000 से कम वाले को किसी प्रकार की बाधा का सामना न करना पड़े। विगत दो वर्षों में हुए नामांकन का विस्तृत प्रतिवेदन प्रस्तुत करने को कहा गया।

कौशल विकास के तहत बैंक ऑफ इंडिया द्वारा संचालित आर एस ई टी एल प्रशिक्षण कार्यक्रम की प्रगति की समीक्षा की। उन्होंने पिछले बैच के प्रशिक्षित लाभुकों की सूची उपलब्ध कराने तथा प्रशिक्षण की गुणवत्ता एवं परिणामों की जांच के लिए समिति गठित करने का निर्देश दिया गया।

अंचल प्रशासन से जुड़े मामलों में जनता दरबार के लंबित आवेदनों पर चिंता जताते हुए समिति ने कारणों की गहन समीक्षा कर शीघ्र निष्पादन सुनिश्चित करने को कहा। तकनीकी कारणों से लंबित मामलों के समाधान के लिए भी ठोस पहल करने पर बल दिया गया।

भवन निर्माण विभाग के कार्यों की समीक्षा में लंबित परियोजनाओं पर नाराजगी जताई गई। समिति ने पूर्ण हो चुके भवनों के उपयोग, उद्घाटन एवं उनकी भौतिक स्थिति की जांच कराने के निर्देश दिए, ताकि संसाधनों का समुचित उपयोग सुनिश्चित हो सके।

पी एम एफ एम ई,पी एम ई जी पी – योजना एवं विश्वकर्मा कौशल सम्मान योजना की समीक्षा के दौरान वित्तीय वितरण (डिस्बर्समेंट) में आ रही बाधाओं पर विशेष ध्यान दिया गया। समिति ने पिछले दो वर्षों की प्रगति रिपोर्ट मांगी और लक्ष्य के अनुरूप उपलब्धि सुनिश्चित करने के निर्देश दिए।

वन विभाग के तहत वृक्षारोपण कार्यों की जमीनी सत्यापन की आवश्यकता पर बल देते हुए पिछले तीन वर्षों का विस्तृत विवरण प्रस्तुत करने को कहा गया।

सड़क निर्माण से जुड़े विभागों—विशेषकर पथ निर्माण एवं ग्रामीण सड़क निर्माण विभाग – की समीक्षा में धीमी प्रगति पर चिंता व्यक्त की गई। समिति ने लंबित सड़कों की सूची उपलब्ध कराने, कार्य में तेजी लाने तथा भूमि अधिग्रहण एवं मुआवजा भुगतान से जुड़े मामलों को प्राथमिकता से सुलझाने के निर्देश दिए।

जल जीवन मिशन के तहत संचालित योजनाओं की समीक्षा करते हुए पेयजल आपूर्ति की स्थिति एवं भौतिक प्रगति की विस्तृत जानकारी ली गई। ग्रामीण विकास, विशेष प्रमंडल एवं जिला योजना से संबंधित योजनाओं की प्रगति का भी परीक्षण किया गया।
खनन क्षेत्रों में पर्यावरणीय प्रभावों को लेकर समिति ने गंभीर रुख अपनाते हुए गड्ढों के भराव, भूमि के पुनर्वास एवं वृक्षारोपण कार्यों की समीक्षा की। 15 दिनों के भीतर विस्तृत जांच रिपोर्ट प्रस्तुत करने के निर्देश दिए गए तथा संबंधित स्थलों का निरीक्षण करने की बात कही गई।

कृषि एवं सहकारिता विभाग के अंतर्गत किसान क्रेडिट कार्ड की प्रगति की समीक्षा की गई। वहीं परिवहन विभाग द्वारा राजस्व संग्रहण की स्थिति एवं स्वास्थ्य विभाग के अंतर्गत पी एम – ए बी एच एल एम योजना की प्रगति की भी जानकारी ली गई।

श्रम विभाग की समीक्षा में अनाधिकृत श्रमिक पलायन के मुद्दे पर चिंता व्यक्त करते हुए निगरानी तंत्र को सुदृढ़ करने तथा पुनर्वास योजनाओं का लाभ सुनिश्चित करने के निर्देश दिए गए।

मत्स्य विभाग अंतर्गत विभिन्न योजनाओं की अद्यतन स्थिति की समीक्षा की गई। खेल विभाग की समीक्षा के दौरान खेल अधोसंरचना के विकास पर चर्चा की गई। बताया गया कि पालकोट प्रखंड को छोड़कर अन्य सभी प्रखंडों में खेल मैदान उपलब्ध हैं, जिस पर समिति ने शेष क्षेत्रों में भी सुविधाएं विकसित करने की आवश्यकता जताई।

राष्ट्रीय राजमार्ग परियोजनाओं की समीक्षा में वित्तीय प्रगति, भूमि अधिग्रहण एवं भुगतान से जुड़े मुद्दों पर विस्तार से चर्चा की गई।

बैठक में उप विकास आयुक्त, डीसीएलआर गुमला , जिला भू-अर्जन पदाधिकारी सहित विभिन्न विभागों के वरीय अधिकारी उपस्थित रहे।

समिति के सदस्यों ने स्पष्ट किया कि दो दिवसीय भ्रमण के दौरान प्राप्त प्रतिवेदनों के आधार पर स्थलीय निरीक्षण किया जाएगा, ताकि योजनाओं की वास्तविक स्थिति का आकलन किया जा सके।

कार्यक्रम के दूसरे दिन, 29 मार्च 2026 को प्रातः 9:00 बजे पुनः बैठक आयोजित कर शेष विभागों की समीक्षा की जाएगी।
