उपायुक्त के निर्देश पर रायडीह अंचल में “आपन जमीन, आपन अधिकार” शिविर (पायलट प्रोजेक्ट) का आयोजन, भूमि अभिलेखों के डिजिटलीकरण को मिलेगी गति

गुमला : – गुमला उपायुक्त, प्रेरणा दीक्षित की पहल से जिले में भूमि अभिलेखों के डिजिटलीकरण तथा उससे संबंधित त्रुटियों के त्वरित निष्पादन हेतु रायडीह अंचल अंतर्गत चयनित पंचायतों में “आपन जमीन, आपन अधिकार” शिविर (पायलट प्रोजेक्ट) के आयोजन का निर्णय लिया गया है। इस संबंध में विस्तृत कार्ययोजना तैयार कर संबंधित पदाधिकारियों को आवश्यक दिशा-निर्देश जारी कर दिए गए हैं।
जिला प्रशासन द्वारा आयोजित जन शिकायत निवारण कार्यक्रमों एवं अंचल स्तर पर प्राप्त आवेदनों के विश्लेषण से यह स्पष्ट हुआ है कि ग्रामीण क्षेत्रों में भूमि अभिलेखों में त्रुटियों के कारण आम नागरिकों को विभिन्न प्रकार की कठिनाइयों का सामना करना पड़ रहा है। इन्हीं समस्याओं के त्वरित एवं प्रभावी समाधान के उद्देश्य से यह विशेष शिविर आयोजित किए जा रहे हैं, ताकि आमजनों को उनके भूमि अधिकारों से संबंधित सेवाएं सरल, सुलभ एवं पारदर्शी तरीके से उपलब्ध कराई जा सके।
इस अभियान के तहत ऑनलाइन खतियान एवं डिजिटाइज्ड जमाबंदी से संबंधित विभिन्न प्रकार की त्रुटियों का सुधार किया जाएगा। शिविर में रैयत के नाम, पता एवं अन्य विवरणों में संशोधन, प्लॉट संख्या एवं रकबा में सुधार, भूमि के प्रकार से संबंधित त्रुटियों का निराकरण, खाता एवं लगान प्रविष्टियों में सुधार सहित डिजिटलीकरण के दौरान छूटे हुए जमाबंदी की ऑनलाइन प्रविष्टि जैसे कार्य किए जाएंगे।
शिविर का आयोजन रायडीह अंचल अंतर्गत कांसिर पंचायत के विभिन्न राजस्व ग्रामों में चरणबद्ध तरीके से किया जाएगा। इसके तहत 15 अप्रैल 2026 को कांसिर एवं जादी, 16 अप्रैल 2026 को निच डुमरी एवं मुरूम केला में शिविर आयोजित होंगे। इसके पश्चात 17 अप्रैल से 23 अप्रैल 2026 तक प्राप्त आवेदनों का निष्पादन किया जाएगा तथा 24 अप्रैल 2026 को शेष कार्यों का निष्पादन एवं शिविर का समापन किया जाएगा।
शिविर के सफल एवं सुव्यवस्थित संचालन हेतु विभिन्न स्तरों पर टीमों का गठन किया गया है। निरीक्षण एवं पर्यवेक्षण की जिम्मेदारी अनुमंडल पदाधिकारी, चैनपुर, भूमि सुधार उप समाहर्ता एवं संबंधित अंचल अधिकारी को दी गई है। राजस्व कार्यों के लिए अंचल निरीक्षक एवं राजस्व उप निरीक्षक, तकनीकी कार्यों हेतु कंप्यूटर ऑपरेटर, तथा हेल्प डेस्क के रूप में अंचल कार्यालय के कर्मियों को जिम्मेदारी सौंपी गई है। इसके अतिरिक्त पंचायत स्तर पर मुखिया, वार्ड सदस्य, पंचायत स्वयंसेवक एवं वीएलई की सक्रिय भागीदारी सुनिश्चित की गई है, वहीं समग्र अनुश्रवण हेतु डीपीएमयू (राजस्व शाखा) को जिम्मेदारी दी गई है।
इन टीमों के माध्यम से शिविर में प्राप्त आवेदनों का ऑन-स्पॉट सत्यापन, डिजिटलीकरण एवं यथासंभव त्वरित निष्पादन सुनिश्चित किया जाएगा। शिविर के दौरान प्राप्त आवेदनों का तत्काल पंजीकरण एवं प्राथमिक जांच की जाएगी, जिसमें सरल मामलों का निष्पादन स्थल पर ही किया जाएगा तथा जटिल मामलों का निर्धारित समय-सीमा में समाधान सुनिश्चित किया जाएगा। साथ ही आमजनों को ऑनलाइन आवेदन प्रक्रिया के संबंध में जागरूक किया जाएगा तथा पंचायत स्तर पर व्यापक प्रचार-प्रसार के माध्यम से अधिकतम जनभागीदारी सुनिश्चित की जाएगी।
उपायुक्त द्वारा सभी संबंधित पदाधिकारियों को निर्देशित किया गया है कि शिविर के सफल आयोजन हेतु सभी आवश्यक तैयारियां सुनिश्चित करें। इसके अंतर्गत पर्याप्त संख्या में आवेदन प्रपत्रों की उपलब्धता, वीएलई एवं अन्य तकनीकी संसाधनों की व्यवस्था, आमजनों के बीच व्यापक सूचना एवं जागरूकता अभियान चलाना तथा शिविर में प्राप्त आवेदनों का समयबद्ध निष्पादन सुनिश्चित करना शामिल है। साथ ही यह भी निर्देश दिया गया है कि शिविर के दौरान प्राप्त आवेदनों पर की गई कार्रवाई का प्रतिवेदन निर्धारित प्रपत्र में समय पर उपलब्ध कराया जाए।
“आपन जमीन, आपन अधिकार” शिविर जिले में भूमि संबंधी समस्याओं के समाधान की दिशा में एक महत्वपूर्ण एवं जनहितकारी पहल है। इससे न केवल भूमि अभिलेखों के डिजिटलीकरण की प्रक्रिया को गति मिलेगी, बल्कि आमजनों को पारदर्शी, सुगम एवं त्वरित सेवाएं भी प्राप्त हो सकेंगी।
जिला प्रशासन ने आम नागरिकों से अपील की है कि वे इस शिविर में अधिकाधिक संख्या में भाग लेकर अपनी भूमि से संबंधित समस्याओं का समाधान सुनिश्चित कराएं।
