प्रधानमंत्री नरेंद्र मोदी के 12 साल का कार्यकाल पूरा होने के जलसे में उनके कशीदे पढ़े गए हैं। कहा गया कि उन्होंने निर्वाचित प्रधानमंत्री के रूप में देश के पहले प्रधानमंत्री पंडित जवाहरलाल नेहरू को पीछे छोड़ दिया है। इस तरह वह 15 अगस्त 1947 में बनी उस पहली सरकार को भी खारिज कर दे रहे हैं, जिसका हिस्सा सरदार वल्लभ भाई पटेल और डॉ. भीमराव आंबेडकर और संघ परिवार के पूजनीय श्यामा प्रसाद मुखर्जी भी थे।
बर्बादी का ठीकरा कांग्रेस पर फोड़ा
मोदी के कीर्तिगान में मीडिया तो पहले भी पीछे नहीं था। इसी जलसे में देश की हर तरह की बर्बादी का ठीकरा हमेशा की तरह मोदी ने कांग्रेस और उसकी सरकारों पर फोड़ा है। इस क्रम में वह कई बार भूल जाते हैं कि बीते दशकों में देश जिन नीतियों पर चला उनमें उनके पूर्ववर्ती अटल बिहारी वाजपेयी की सरकार का भी योगदान रहा।
मोदी ने अपने भाषण में कहा है, ‘कांग्रेस के दौर में देश को एहसास कराया जाता कि यहां तेज विकास संभव नहीं है। इसे हिंदू ग्रोथ रेट कहा जाने लगा। जबकि ये कांग्रेस ग्रोथ रेट थी, क्योंकि तब शासन, नीति, नीयत और निर्णायक नेतृत्व का अभाव था।’
यही नहीं, हिंदू ग्रोथ रेट जैसे आर्थिक टर्म का इस्तेमाल कांग्रेस पर हमले के लिए इस्तेमाल करते हुए मोदी ने कहा, ‘कांग्रेस ने अपनी विफलताओं का कलंक देश की हिंदू आबादी पर लगाया।’
आप चाहें तो मोदी के संसद में दिए उस भाषण को याद कर सकते हैं, जिसमें उन्होंने मनरेगा जैसी ग्रामीण कल्याणकारी योजना को यूपीए की विफलताओं का स्मारक बताया था ! यह अलग बात है कि मनरेगा में मिले काम की संवैधानिक गारंटी को खत्म कर उसे ‘वीबी जी राम जी’ कर दिया गया है। जैसा कि इसके नाम से जाहिर है, यह भाजपा और संघ परिवार के सांस्कृतिक राष्ट्रवाद और हिंदुत्व की विचारधारा में लिपटी हुई योजना है।
जाहिर है, मोदी जब हिंदू ग्रोथ रेट की बात करते हैं और कांग्रेस पर हमला करते हैं, तो यह हिंदुत्व की उस राजनीति का हिस्सा ही है, जिसके जरिये वे अपनी आर्थिक नाकामियों को ढंकना चाहते हैं। मगर जैसा, कि अक्सर होता है, इस हिंदू ग्रोथ रेट में भी एक गड़बड़ है।
इस शब्द का सबसे पहले इस्तेमाल दिवंगत अर्थशास्त्री प्रोफेसर राज कृष्ण ने 1978 में किया था और तब देश में कांग्रेस नहीं उसी जनता पार्टी की सरकार थी, जिसका हिस्सा भाजपा का पूर्व अवतार जनसंघ भी था।
हिंदू ग्रोथ रेट टर्म का हिंदू धर्म से क्या लेना-देना…?
प्रोफेसर राज कृष्ण ने आजादी के बाद 1950 से 1980 के बीच की विकास दर का आकलन कर उसे हिंदू ग्रोथ रेट कहा था। विश्व बैंक और दिल्ली स्कूल ऑफ इकोनॉमिक्स से जुड़े रहे प्रोफेसर राज ने कल्याणकारी मॉडल को आर्थिक तरक्की के रास्ते में अड़ंगा माना था। उन्होंने इस दौरान की 3.5 से 4 फीसदी की विकास दर के लिए एक टर्म ईजाद की, हिंदू ग्रोथ रेट।
हिंदू ग्रोथ रेट टर्म का हिंदू धर्म से क्या लेना-देना था, यह तो स्पष्ट नहीं है। लेकिन जैसा कि मैंने पहले लिखा, जब यह टर्म कहा गया तब देश में जनता पार्टी की सरकार थी और उसके वित्त मंत्री थे हीरूभाई एम पटेल।
गुजरात से ताल्लुक रखने वाले हीरूभाई एम पटेल पूर्व नौकरशाह थे और 1967 में स्वतंत्र पार्टी से उन्होंने पहला चुनाव लड़ा था। पूंजीवादी नीतियों पर चलने वाले स्वतंत्र पार्टी को राजा-महाराजाओं का खासा समर्थन था। पटेल वह चुनाव हार गए, लेकिन 1977 में जब मोरारजी देसाई की अगुआई में जनता पार्टी की सरकार बनी तब उन्हें वित्त मंत्री बनाया गया।
कांग्रेस ने 1991 में लाइसेंस कोटा परमिट राज खत्म किया
मगर इन पटेल साहब ने भी हिंदू ग्रोथ रेट को बदलने में कोई भूमिका नहीं निभाई। यह बदली 1991 में जब नरसिंह राव और मनमोहन सिंह ने देश में नई आर्थिक नीतियां लागू कीं और लाइसेंस कोटा परमिट राज खत्म किया।
दरअसल मुद्दा यह है कि मोदी ‘हिंदू ग्रोथ रेट’ को लेकर जो कथानक बुन रहे हैं, उसे किस तरह देखा जाए। देश जब आजाद हुआ था, तब दो तिहाई आबादी गरीबी की रेखा से नीचे जीवन यापन कर रही थी। अनाज तक तो बाहर से मंगाना पड़ता था।
और आज क्या हाल है? 85 करोड़ लोगों को मुफ्त या सस्ता अनाज देना पड़ रहा है तो यह किस तरह का विकास है। और वह भी ऐसे समय जब एक हालिया रिपोर्ट बता रही है कि किस तरह से गौतम अडानी और मुकेश अंबानी जैसे चुनिंदा उद्योगपतियों की संपत्ति बढ़ रही है।
पश्चिम एशिया के युद्ध के चलते पहले से हालात बदतर ही हुए हैं। कच्चे तेल के दाम 120 डॉलर से उतरकर 95 डॉलर प्रति बैरल पर आ जाने के बावजूद देश में पेट्रोल और डीजल के दामों में अच्छी-खासी बढ़ोतरी हो चुकी है और अब पेट्रोल 110 रुपये प्रति लीटर में मिल रहा है।
खुद प्रधानमंत्री मोदी कई तरह की हिदायतें देश के लोगों को दे चुके हैं। सीएमआईई की ताजा रिपोर्ट बता रही है कि मई के महीने में बरोजगारी दर 6.85 हो गई।
क्या इस ग्रोथ को अदाणी ग्रोथ रेट कहा जाए ?
मोदी के बारह सालों को देखें तो गौतम अदाणी की संपत्ति में अभूतपूर्व बढ़ोतरी हुई है। फोर्ब्स की ताजा रिपोर्ट के मुताबिक गौतम अदाणी अब 89.2 अरब डॉलर हो चुकी है और वह एशिया के सबसे अमीर आदमी हैं। 2014 में मोदी के प्रधानमंत्री बनने के बाद से हर क्षेत्र में अदाणी का बोलबाला है। फिर वह कोयला, पॉवर, हवाई अड्डा या पोर्ट हो या सोलर पॉवर या एफएमसीजी। जहां जाइएगा उन्हें पाइएगा। 2014 के बाद से अदाणी ग्रुप ने जबर्दस्त तरक्की की है। 2014 में अदाणी की कुल संपत्ति फोर्ब्स के मुताबिक 7.1 अरब डॉलर थी और आज यह बढ़कर 89.2 अरब डॉलर हो गई है।
