जिले के 100 गांवों में प्राकृतिक संसाधन प्रबंधन और आर्थिक सशक्तिकरण से बदलेगी ग्रामीण आजीविका की तस्वीर।

प्रॉस्पर प्रोजेक्ट के तहत ‘चोटी से घाटी’ मॉडल और जीआईएस तकनीक से तैयार होंगी विकास योजनाएं।

आगामी 3 माह का एक्शन प्लान तैयार करने , किसानों के ओरिएंटेशन और विभागीय समन्वय पर विशेष जोर।

गुमला : – गुमला जिला समाहरणालय सभाकक्ष में उपायुक्त दिलेश्वर महत्तो की अध्यक्षता में ‘चैलेंज एवं प्रॉस्पर प्रोजेक्ट के तहत जिला-स्तरीय समीक्षा बैठक का आयोजन किया गया। इस महत्वपूर्ण बैठक में जिले में प्राकृतिक संसाधन प्रबंधन और ग्रामीण आजीविका को सशक्त बनाने के उद्देश्य से अब तक किए गए कार्यों की गहन समीक्षा की गई तथा आगामी 3 माह के एक्शन प्लान पर विस्तृत चर्चा हुई।
बैठक में उप विकास आयुक्त अनिमेष रंजन, जिला कृषि पदाधिकारी, भूमि संरक्षण पदाधिकारी, मत्स्य पदाधिकारी, जिला सहकारिता पदाधिकारी, पशुपालन पदाधिकारी सहित अन्य संबंधित जिला स्तरीय पदाधिकारी, कर्मी एवं सहयोगी गैर-सरकारी संस्थाओं के प्रतिनिधि मुख्य रूप से उपस्थित थे।

100 गांवों का चयन और ‘चोटी से घाटी’ मॉडल पर फोकस

समीक्षा के दौरान बताया गया कि जिले के 100 चयनित गांवों में प्राकृतिक संसाधन प्रबंधन और आर्थिक सशक्तिकरण की योजनाएं लागू की जा रही हैं। इन गांवों में मिट्टी और जल संरक्षण के लिए ‘चोटी से घाटी मॉडल’ पर आधारित जीआईएस तकनीक से वैज्ञानिक योजनाएं तैयार की जा रही हैं। उपायुक्त ने निर्देश दिया कि मिनी बाड़ी,पौधारोपण, कुआं, तालाब, टीसीबी और मेड़बंदी जैसे मुख्य बिंदुओं पर कार्यों में तेजी लाई जाए। पौधारोपण के कार्यों को सुचारू रूप से चलाने के लिए सॉइल कंजर्वेशन डिपार्टमेंट को विशेष जिम्मेदारी सौंपी गई है।

विभागवार एक्शन प्लान और योजनाओं का अभिसरण
प्रॉस्पर प्रोजेक्ट के सफल क्रियान्वयन के लिए उपायुक्त ने सभी संबंधित विभागों को डिपार्टमेंट वाइज एक्शन प्लान बनाने का निर्देश दिया। उन्होंने कहा कि मनरेगा , 15 वें वित्त आयोग, कृषि, उद्यान और सॉइल कंजर्वेशन से जुड़ी सरकारी योजनाओं को आपस में जोड़कर ग्रामीण विकास को रफ्तार दी जाए, ताकि संसाधनों का बेहतर उपयोग हो सके।

बीडीओ गोद लेंगे दो-दो गांव, किसानों का होगा ओरिएंटेशन*

ग्रामीणों और किसानों की आय बढ़ाने के उद्देश्य से उपायुक्त ने निर्देश दिया कि जल्द ही किसानों के लिए ओरिएंटेशन और ट्रेनिंग प्रोग्राम आयोजित किए जाएं। इसके लिए पहले से ही प्रगतिशील किसानों की एक सूची तैयार रखने को कहा गया है ताकि समय पर उन्हें प्रशिक्षण के लिए भेजा जा सके।

यह प्रोजेक्ट गुमला जिला प्रशासन और विभिन्न संस्थाओं के बीच हुए एमओयू के तहत चलाया जा रहा है। इस साझा प्रयास में जिला प्रशासन के साथ ‘प्रदान’ , अजीम प्रेमजी फाउंडेशन, विकास भारती, फिया और डब्ल्यूओटीआर जैसे गैर-सरकारी संगठन मिलकर धरातल पर काम कर रहे हैं। उपायुक्त ने सभी संस्थाओं के प्रतिनिधियों को आपसी समन्वय के साथ तय समय सीमा के भीतर लक्ष्यों को पूरा करने के आवश्यक दिशा-निर्देश दिए।
