मनरेगा पर मोदी सरकार के ढुलमूल रवैए से कई राज्य परेशान…हेमंत सरकार कई बार लगा चुकी है गुहार…अबतक नहीं मिले ₹900 करोड़ का बकाया 

जब पुराना हिसाब चुकता नहीं हुआ, तब नई व्यवस्था थोपने की जल्दबाज़ी क्यों थी?

रांची : झारखंड प्रदेश कांग्रेस कमिटी के प्रदेश प्रवक्ता विजय शंकर नायक ने केंद्र की भाजपा सरकार पर तीखा हमला बोलते हुए कहा कि प्रधानमंत्री नरेंद्र मोदी की सरकार योजनाओं के नाम बदलने में व्यस्त है, जबकि गरीबों के अधिकार और रोज़गार को लगातार कमजोर किया जा रहा है। मनरेगा पर प्रहार दरअसल देश के करोड़ों गरीब, किसान, दलित, आदिवासी, पिछड़े और ग्रामीण मजदूरों की आजीविका पर हमला है।

श्री नायक ने कहा कि प्रधानमंत्री नरेंद्र मोदी देश को बताएं कि जब मार्च 2026 तक लोकसभा में प्रस्तुत जानकारी के अनुसार 34 राज्यों एवं केंद्र शासित प्रदेशों का ₹17,144.13 करोड़ का मनरेगा बकाया लंबित था और उसमें ₹7,846.25 करोड़ मजदूरों की मजदूरी थी, तब आखिर लाखों गरीबों के पसीने का पैसा क्यों रोका गया?

उन्होंने कहा कि एक ओर केंद्र सरकार नई योजना लागू करने का ढोल पीट रही है, दूसरी ओर झारखंड के लगभग ₹900 करोड़, कर्नाटक के लगभग ₹700 करोड़ सहित कई राज्यों का बकाया भुगतान आज तक नहीं किया गया। जब पुराना हिसाब चुकता नहीं हुआ, तब नई व्यवस्था थोपने की इतनी जल्दबाज़ी क्यों?

राज्यों पर 40 प्रतिशत का अतिरिक्त आर्थिक बोझ डालना गलत

श्री नायक ने कहा कि कांग्रेस सरकार ने मनरेगा में मजदूरी का पूरा खर्च केंद्र सरकार के जिम्मे रखा था, लेकिन भाजपा सरकार राज्यों पर 40 प्रतिशत तक अतिरिक्त आर्थिक बोझ डालना चाहती है। जब भाजपा शासित राज्य भी इस व्यवस्था पर सवाल उठा रहे हैं, तब साफ है कि यह नीति राज्यों को आर्थिक संकट में धकेलने वाली है।

उन्होंने कहा कि खेती के सबसे महत्वपूर्ण समय में 60 दिनों तक काम बंद रखने जैसे प्रावधान किसानों और मजदूरों के साथ अन्याय हैं। दिल्ली में बैठी सरकार को गांव की हकीकत का अंदाज़ा नहीं है। खेतों और गांवों की ज़िंदगी फ़ाइलों से नहीं चलती।

उन्होंने कहा कि यदि 125 दिनों के रोजगार के नाम पर मध्य प्रदेश पर ₹20,037 करोड़ और बिहार पर ₹15,939 करोड़ का अतिरिक्त बोझ डाला जा रहा है, तो यह सहयोग नहीं बल्कि राज्यों के साथ आर्थिक अन्याय है। उन्होंने कहा कि महंगाई लगातार बढ़ रही है, लेकिन मजदूरों की मजदूरी बढ़ाने में केंद्र सरकार की नीयत साफ दिखाई नहीं देती।

कांग्रेस पार्टी शुरू से मनरेगा मजदूरी ₹500 प्रतिदिन करने की मांग करती रही है। कई राज्यों ने भी मजदूरी बढ़ाने की मांग की है, लेकिन भाजपा सरकार गरीबों की आवाज़ सुनने को तैयार नहीं है।

नायक ने कहा कि इस वर्ष कम वर्षा और खरीफ की बुआई में गिरावट ने ग्रामीण अर्थव्यवस्था को संकट में डाल दिया है। ऐसे समय में मनरेगा को कमजोर करना गरीबों के पेट पर लात मारने जैसा है। भाजपा सरकार को यह समझना होगा कि ग्रामीण भारत को कमजोर करके विकसित भारत का सपना कभी पूरा नहीं हो सकता।
