समय पर एम्बुलेंस उपलब्ध नहीं होने के करण 15 वर्षीय नाबालिक छात्र बजरंग सिंह की मौत हो गई संबंधित व्यक्तियों द्वारा काँल नहीं उठाया गया

गुमला : -गुमला जिला अंतर्गत स्थित रायडीह थाना क्षेत्र के ऊपर खटंगा पंचायत स्थित लुरु डाड़टोली गांव में एक जहरीला करैत सांप के डसने से 15 वर्षीय छात्र बजरंग सिंह की मौत हो गई। मृतक ननकु सिंह का पुत्र था और संत पीटर उच्च विद्यालय टांगो में वर्ग नौवीं का छात्र था। इस हृदयविदारक घटना के बाद पूरे गांव में शोक की लहर दौड़ गई है। वहीं परिजन और ग्रामीणों ने 108 एंबुलेंस सेवा पर समय पर फोन नहीं उठाने का आरोप लगाया है। घटना के संबंध में मृतक के पिता ननकू सिंह ने बताया कि रात में भोजन करने के बाद बजरंग घर में जमीन पर बिछावन लगाकर सो रहा था। रात्रि करीब 11 बजे एक विषैले करैत सांप ने उसके दाहिने हाथ में डस लिया। घटना की जानकारी मिलते ही परिजन ने उक्त गाँव में यातायात व्यवस्था नहीं होने के कारण और 108 एम्बुलेंस फोन करने के बावजूद नहीं आने के कारण अपने स्तर से झाड़-फूंक कराई और तत्काल इलाज के लिए प्रयास शुरू किया। गांव की सहिया राजेश्वरी कुजूर ने बताया कि सर्पदंश की सूचना मिलते ही उन्होंने 1*08 एंबुलेंस सेवा पर चार से पांच बार फोन किया, लेकिन किसी ने कॉल रिसीव नहीं किया। इसके बाद स्वास्थ्य विभाग से जुड़े अन्य कर्मियों से भी संपर्क करने का प्रयास किया गया, पर वहां से भी कोई संतोष जनक जवाब नहीं मिला। समय पर चिकित्सा सुविधा नहीं मिलने के कारण छात्र की हालत लगातार बिगड़ते देख परिजनों ने बजरंग को खाट पर लिटाकर करीब दो किलोमीटर पैदल मुख्य सड़क तक ले गए और वहां से निजी वाहन की व्यवस्था कर देर रात करीब तीन बजे उसे सदर अस्पताल गुमला लाया गया। जहां डॉ. गणेश राम ने जांच के बाद उक्त छात्र को मृत घोषित कर दिया। मौत की सूचना मिलते ही परिजनों का रो-रोकर बुरा हाल हो गया। देर रात्रि होने के करण अस्पताल प्रशासन ने उक्त शव को पोस्टमार्टम के लिए शवगृह में सुरक्षित रखवा दिया। इस संबंध में सिविल सर्जन डॉक्टर शंभूनाथ चौधरी ने कहा कि मीडिया के माध्यम से मामला संज्ञान में आया है। मैं आश्वासन देता हूंँ की उक्त मामले की जांच कर दोषी के खिलाफ कड़ी कार्रवाई की जाएगी। सिविल सजन डॉक्टर शंभूनाथ चौधरी,ने उक्त शव को शितगृह में रखवाया । दूसरे दिन सुबह अस्पताल कर्मियों ने गुमला थाना को सूचना दी, सूचना मिलते ही गुमला सदर थाना ने त्वरित करवाई करते हुए थाना के एएसआई अरविंद कुमार सदर अस्पताल पहुंचे और पंचनामा की प्रक्रिया पूरी कर उक्त शव को पोस्टमार्टम के लिए पोस्टमार्टम हाउस भेजा गयाऔर पोस्टमार्टम के बाद उक्त शव को उसके परिजनों को सौंप दिया गया। परिजनों ने समय पर एंबुलेंस उपलब्ध नहीं होने पर गहरी नाराजगी व्यक्त करते हुए मामले की जांच और व्यवस्था में सुधार की मांग की है। गौरतलब हैं की मृतक के परिवार को मुआवजे देने का प्रावधान हैं : भारत के कई राज्यों में सांप के काटने से मौत होने पर पीड़ित परिवार को सरकारी आर्थिक सहायता (मुआवजा) देने का प्रावधान है। इसके तहत उत्तर प्रदेश, बिहार और झारखंड जैसे राज्यों में आपदा प्रबंधन या वन्यजीव विभाग के नियमों के अनुसार मुआवजा राशि दी जाती है और मुआवजा पाने के लिए मृत्यु प्रमाण पत्र, पोस्टमार्टम रिपोर्ट, डॉक्टर की रिपोर्ट, आधार कार्ड और बैंक पासबुक की जरूरत होती है।
