डॉ. जोशी ने पेपर लीक, शिक्षा के व्यवसायीकरण, बजट में कटौती और ‘विकसित भारत’ के दृष्टिकोण पर मोदी को कठघरे में खड़ा किया 

भारतीय जनता पार्टी के संस्थापकों में से एक, पूर्व केंद्रीय मानव संसाधन विकास मंत्री और ‘मार्गदर्शक मंडल’ के सदस्य डॉ. मुरली मनोहर जोशी ने केंद्र की नरेंद्र मोदी सरकार की शिक्षा नीति, बजट और प्रशासनिक प्राथमिकताओं पर तीखे सवाल खड़े किए हैं। मीडिया को दिए एक इंटरव्यू में, डॉ. जोशी ने पेपर लीक, शिक्षा के व्यवसायीकरण, बजट में कटौती और ‘विकसित भारत’ के दृष्टिकोण पर सरकार को कठघरे में खड़ा किया है। पेपर लीक की घटनाओं को केवल परीक्षा प्रणाली की नाकामी मानने के बजाय, डॉ. जोशी ने इसे समाज और शासन में बढ़ते भ्रष्टाचार से जोड़ा।

उन्होंने कहा कि जब छात्र देखते हैं कि शिक्षकों की नियुक्तियां घूस देकर हो रही हैं और हर क्षेत्र में पैसे का बोलबाला है, तो वे भी गलत रास्ता अपनाने में संकोच नहीं करते।

डॉ. जोशी ने कहा, “मैं बड़े विनम्र भाव से पूछता हूं कि वाजपेयी जी के समय पेपर लीक क्यों नहीं होते थे?” उन्होंने आगे जोड़ा कि आज बैंकों और व्यापार में घोटाले हो रहे हैं, सरकार खुद घोटालों में फंसी है, तो इसका असर शिक्षा और छात्रों पर भी पड़ता है।

पेपर लीक रोकने के लिए सरकार द्वारा विमानों, सेना और सुरक्षा एजेंसियों के इस्तेमाल की कवायद पर चुटकी लेते हुए उन्होंने कहा, “ऐसा लगता है जैसे यह परीक्षा नहीं, युद्ध छिड़ गया हो!”

डॉ. जोशी ने सरकार की प्राथमिकताओं पर सवाल उठाते हुए कहा कि प्राथमिक शिक्षा और स्वास्थ्य का बजट लगातार कम हो रहा है, जबकि सड़कों और सड़क परिवहन पर खर्च बढ़ाया जा रहा है।

बजट प्राथमिकताओं पर उन्होंने कहा कि सड़कें बनाना ही विकास नहीं है। सड़कों के लिए इंजीनियर और मशीनें चाहिए, जिसके लिए मजबूत शिक्षा प्रणाली जरूरी है।

‘शिक्षा और चिकित्सा केवल मुनाफा कमाने का जरिया नहीं होने चाहिए’

वरिष्ठ बीजेपी नेता ने कहा कि शिक्षा का आर्थिक रूप से उत्पादक होना जरूरी है। दिल्ली में M.A., Ph.D. और B.Ed. डिग्रीधारक सफाई कर्मचारी या संविदा पर काम करने को मजबूर हैं।

शिक्षा और चिकित्सा केवल मुनाफा कमाने का जरिया नहीं होने चाहिए। प्राइवेट सेक्टर आए, लेकिन अपनी कमाई का एक हिस्सा वापस शिक्षा के विकास में लगाए।

वहीं विकसित भारत के मुद्दे पर जोशी ने कहा, “आधुनिक मानदंडों के बजाय मानवीय जीवन मूल्यों पर ध्यान देना होगा। प्रकृति के साथ रहनेवाले आदिवासी समुदाय भी अपनी जीवन शैली में विकसित हैं।”

नई शिक्षा नीति पर बोलते हुए डॉ. जोशी ने कहा कि वाजपेयी सरकार के दौरान भी शिक्षा नीति बदलने का सुझाव आया था, लेकिन उन्होंने पुरानी नीति का अध्ययन करने के बाद पाया कि नीति केवल इसलिए नहीं बदली जानी चाहिए क्योंकि उसे राजीव गांधी सरकार के समय बनाया गया था। उन्होंने कहा कि उस समय पुरानी नीति के ढांचे में ही जरूरी संशोधन किए गए थे।

उन्होंने NEP 2020 के निर्माण में ‘नीति आयोग’ की भूमिका पर सवाल उठाया और याद दिलाया कि उनके समय ‘योजना आयोग’ केवल श्रम/रोजगार की जरूरतों का आकलन करता था, शिक्षा के मामलों में हस्तक्षेप नहीं करता था।

उन्होंने ‘नेबरहुड स्कूल सिस्टम’ (पड़ोस के स्कूल में पढ़ाई) की वकालत करते हुए कहा कि अमीर और गरीब सभी बच्चों को शुरुआती दौर में समान और मुफ्त शिक्षा मिलनी चाहिए।
