UGC और आरक्षण का मुद्दा उठा कर जेन जी को जातियों में बांटने का रचा जा रहा है कुचक्र, एक दशक से केंद्र सरकार में 8.24 लाख पद खाली

देश में एक बार फिर UGC और आरक्षण का मुद्दा उठा दिया गया है ताकि जेन-जी के बढ़ते कदम को रोकने के लिए जातियों के नाम पर बांटा जा सके. आंदोलन से सरकार सबक लेने को तैयार नहीं दिख रही है, बल्कि आंदोलन करने वाले युवाओं को बांटने के लिए परोक्ष रूप से आरक्षण के मुद्दे को हवा दे रही है, जबकि हकीकत है कि जब भर्ती प्रक्रिया शुरू होगी तभी सामान्य या आरक्षित वर्ग को इसका लाभ मिलेगा, पर सरकार को नौकरी देना नहीं है. संसद और विधानसभा में सीटों की संख्या बढ़ाकर खुद के परिवार को सेट करने पर ज्यादा फोकस है. 2024 के आंकड़े के अनुसार केंद्र सरकार में 8.24 लाख पद करीब एक दशक से खाली हैं। उनपर नियुक्ति नहीं की जा रही है। यह 2026 का आठवें महीने का अंतिम सप्ताह है। इन दो वर्षों में रिक्तियां और बढ़ी होंगी।

विडंबना देखिए कि एक तरफ करीब 9 लाख पद खाली हैं, दूसरी तरफ देश का युवा नौकरियों के लिए सड़कों पर अपने जूते घसीट रहा है, पुलिस की लाठियां खा रहा है। लेकिन सरकार की प्राथमिकता में यह नहीं है।  सरकार की प्राथमिकता राजनेताओं और उनकी संततियां को सांसद और विधायक बनाना है।

महिलाओं के लिए 33 प्रतिशत सीटें आरक्षित करने की आड़ में परिसीमन के नाम पर संसद और विधानसभाओं में सीटें बढ़ाने के लिए केंद्र सरकार हर तिकड़म आजमा रही है।

इससे स्पष्ट है कि उसकी प्राथमिकता युवाओं को रोजगार देना नहीं, नेता संततियां को विधायक और सांसद बना कर उनके लिए आजीवन सुख सुविधाएं मुहैया कराना है।

इधर, UGC और आरक्षण का मुद्दा उठाकर जेन-जी को आपस में उलझाने का कुचक्र रचा जा रहा है. संभव में आनेवाले समय में जेन-जी को भी सरकार बहुत जल्द तहस-नहस कर देगी।

अभी संसद और विधानसभाओं में क्या गुल खिल रहा है, यह देश देख रहा है। सीटें बढ़ाने से पहले राष्ट्रीय विकास में उनकी उपादेयता की समीक्षा होनी चाहिए। ताकि लोकतंत्र का मंदिर कही जानेवाली इन संस्थाओं का सम्यक मूल्यांकन हो सके। जितना खर्च इनपर हो रहा है क्या उस अनुपात में रिटर्न मिल रहा है?

जानकारी के मुताबिक केंद्र सरकार के कुल 80 मंत्रालयों और विभागों में कुल 39 लाख 23 हजार 212 पद स्वीकृत हैं। इनमें से 2015 में 4.21 लाख पद खाली थे। 2024 में यह संख्या बढ़कर 8.24 लाख हो गई। रेलवे, डिफेंस, स्वास्थ्य, गृह, उच्च शिक्षा जैसे महत्वपूर्ण विभागों में भारी संख्या में पद रिक्त हैं। जरूरत पड़ने पर कर्मचारियों-अधिकारियों को आउटसोर्स किया जा रहा है।

“मोदी है तो मुमकिन है” नारे पर अब जेन जी को यकीन नहीं रहा 

NEET परीक्षा का आयोजन करने वाली संस्था NTA में आधे से अधिक कर्मी आउटसोर्स से रखे गए थे। उसका हश्र देश ने देखा है। केंद्रीय शिक्षा मंत्री धर्मेंद्र प्रधान की बलि इसी आउटसोर्स कर्मियों की बेईमानी की वजह से गई। फिर भी केंद्र कोई सबक सीखने को तैयार नहीं है।

नेताओं को अंतिम व्यक्ति के लिए नहीं… अपने परिवार के लिए आरक्षण चाहिए

राज्यों में भी कमोबेश यही स्थिति है। एक अनुमान के मुताबिक हर राज्य में औसतन 10 लाख पद वर्षों से रिक्त हैं। कर्मचारियों का वेतन देने की स्थिति नहीं है, इसलिए नियुक्तियां रोक रखी गई हैं। समय रहते समाधान नहीं ढूंढा गया तो जेन जी सब कुछ उलट पलट देगा। यह समय चेतने का है।

हकीकत भी यही कि आरक्षण का राग भी नेता अपने और अपने परिवार के लिए रट रहे हैं। आज आरक्षण मे 6-8 लाख के ऊपर क्रीमी लेयर लगा दीजिए चाहे वह किसी भी वर्ग से हों तो यही नेता आरक्षण के विरोधी हो जाएंगे। दरअसल इन्हें समाज के अंतिम व्यक्ति के लिए आरक्षण नहीं चाहिए, बल्कि इनको और इनके परिवार के लिए चाहिए।

बिहार में ही 2007 से कॉन्ट्रेक्ट पर मामूली मानदेय पर युवा 20 साल से जीवन खपा रहे हैं. मनरेगा अब vbgramg योजना में निचले स्तर पर 5 हज़ार कर्मी इसी इंतज़ार में है कि अबकी सरकार कुछ कर देगी पर कुछ नही हुआ शिवराज सिंह ने भी सिर्फ हवाबाजी कर गुमराह किया. कर्मियो में भयानक आक्रोश है जो किसी भी दिन आंदोलन का रूप ले सकता है.

आम परिवार के मां-बाप अपने बेटे-बेटियों की नौकरियों की ख्वाहिशों के पीछे-पीछे चलते परलोक सिधार जाते हैं, लेकिन ख्वाहिशों का अंत नहीं होता। कौन कहता है राजनीति सेवा करने का माध्यम है? कहने वाला सबसे बड़ा झूठा है। हकीकत है कि राजनीति नाम, धन दौलत, सत्ता तक पहुंचने का सबसे आसान तरीका है। मेहनत बस वोटिंग से पहले तक है।

राजनीति में शिखर पर पहुंचने के लिए साजिश, गुणा भाग, विरोधी सुर को कुचलने वाला तिकड़म अपनाना पड़ता है। फिर सोचने की फुर्सत कहां कि उसके उठाए गए कदमों और चाल की कोई निगरानी भी कर रहा है? एक न एक दिन उसके कुकर्मों का फल सामने आ जाएगा।

नीट व नियुक्ति परीक्षाओं के लीक पर लीक से आज देश का बेरोजगार युवा     आक्रोशित है। वह अपने भविष्य के प्रति सशंकित है। सरकार पर उसका भरोसा घटता जा रहा है। “मोदी है तो मुमकिन है” नारे पर अब उनका विश्वास डगमगा रहा है। देश भर में नौकरी के लिए हो रहे आंदोलन इसका प्रमाण है। हकीकत ये है मोदी सरकार जेन जी को अपने पक्ष में करने के लिए चाहे जितना जतन करे पर नतीजा सिफर रहेगा. हुकूमत हर मोर्चे पर बैकफुट पर है.
