रैली में बगैर किसी बड़े नेता के उमड़ा आदिवासियों का सैलाब, भाजपा की बी टीम के होश उड़े 

रांची : मोरहाबादी मैदान में आदिवासी एकता महाजुटान रैली में एक स्वर से यह मांग उठी कि वे जनसंख्या के आधार पर परिसीमन स्वीकार नहीं किया जाएगा. यह संदेश केंद्र सरकार को रांची से चला गया. महारैली में इस बात पर भी जोर रहा कि एमएमडीआर कानून केंद्र सरकार को वापस लेना होगा. रैली में यह भी कहा गया कि परिसीमन कोई चुनावी मुद्दा नहीं है पर परिसीमन तय करेगा कि आनेवाले नए भारत में आदिवासी समाज कितना मजबूत होगा.

आदिवासी समाज अपनी राजनीतिक प्रतिनिधित्व की ताकत का हिसाब दिल्ली में बैठे लोगों को तय नहीं करने देगा. इसके जवाब में प्रतिपक्ष के नेता बाबूलाल मरांडी ने पीसी के जरिए अपनी बात रखी पर वे मोदी जी की निर्भरता के कायल रहे. अब मोदी जी ने आदिवासी समाज क्या दिया, इसका अनुभव आदिवासी समाज को भी है.    

भाजपा की कोई भी रैली बगैर मोदी जैसे महामानव के संभव ही नहीं. मोदी चाहिए, शाह चाहिए, नड्डा चाहिए तभी बाबूलाल जैसे स्थानीय नेताओं की गाड़ी चलेगी. अपने बलबूते रैली करना उनके वश की बात नहीं. लेकिन मोरहाबादी में आदिवासी महाजुटान महागठबंधन के किसी राष्ट्रीय नेता के बगैर ही सफल माना जाना चाहिए.

राहुल गांधी के संदेश को सुखदेव भगत ने पढ़कर सुनाया

राहुल तो नहीं ही आये, हेमंत सोरेन भी नहीं. बंघु तिर्की, दयामनी बारला, लक्ष्मी नारायण मुंडा, रमा खलखो, ग्लैडसन डुंगडुंग, शिल्पा नेहा तिर्की, सुषमा बिरुली, आलोका, ज्योत्सना जैसे स्थानीय नेताओं और समाजकर्मियों की बदौलत यह विशाल महारैली हुई. इसके अलावा अन्य स्थानीय नेताओं और समाजकर्मियों की भी महत्वपूर्ण भूमिका रही. हालांकि लोहरदगा के सांसद सुखदेव भगत ने राहुल गांधी के लिखित संदेश को पढ़कर सुनाया. 

दूसरी महत्वपूर्ण बात रही कि इतनी बड़ी रैली हो गयी और न किसी तरह की अफरातफरी, न पुलिस व्यवस्था, लेकिन कहीं से किसी तरह की अप्रिय घटना की खबर सुनने को नहीं मिली. इसके अलावा यातायात या सामान्य परिचालन भी बाधित नहीं हुआ. यह आदिवासी जनता के अपार धैर्य और अनुशासन के बलबूते ही संभव हुआ.

तीसरी बात यह कि मंच से भाषणों में किसी भी नेता ने उत्तेजना फैलाने वाला, नफरती भाषण, किसी को अपमानित करनेवाली बात नहीं कही. सभी झारखंड के एजंडे पर केंद्रित रहे. परिसीमन की बात, खनन कानून से उत्पन्न चुनौतियों की बात, पांचवी अनुसूची के उल्लंघन की बात पर केंद्रित रहे.

और चौथी लेकिन अंतिम बात नहीं, वह यह कि आदिवासी जनता अब राजनीतिक रूप से परिपक्व हो रही है. भाजपा वनवासी आंदोलन के नाम पर आदिवासियों के एक हिस्से का राजनीतिकरण कर रही है, लेकिन आदिवासी जनता अभी तक सामाजिक रूप से ही संगठित होती थी.

इस बार उनका राजनीतीकरण हुआ है और वे यह समझ सके हैं कि अपने अस्तित्व को बचाने के लिए राजनीतिक शत्रुओं को पहचानना होगा और उन दलों के पीछे गोलबंद होना होगा जो उनके हितों की बात करते हैं.

आदिवासियों ने भाजपा को ठुुुकराया 

इस रैली ने यह चुनौती खड़ी कर दी कि एनडीए के नेता भी बिना मोदी जैसे महामानव और शाह जैसे चाणक्य की उपस्थिति के बगैर झारखंड में एक रैली करके दिखाये. आदिवासी समाज पर भाजपा की पकड़ ढीली हो चुकी है. इसके लिए भाजपा के पास अबतक कोई काट नजर नहीं आ रही है. आदिवासी समाज का बाबूलाल मरांडी से कोई लगाव नहीं रहा. इसका असर विधानसभा चुनाव में दिख चुका है. 

कुछ छिद्रान्वेसी अब इस बात की पड़ताल कर रहे हैं कि राहुल और हेमंत के रैली में न आने की वजह क्या है? हेमंत नहीं आये तो ठीक ही हुआ, वे इस राज्य के मुखिया हैं. खनन बिल को सर्वोच्च न्यायालय में चुनौती दी गयी है. वैसे समय में उनका रैली में भाग लेना शायद ठीक नहीं होता. यह आरोप तो आसानी से लग जाता कि इस रैली को सफल बनाने के लिए सरकारी तंत्र का उपयोग किया गया है. लेकिन हेमंत सरकार का अप्रत्यक्ष रूप से इस रैली के समर्थन का अहसास जरूर किया जा सकता है.   

यह रैली परिसीमन और खनन कानून के संशोधन जैसे गंभीर मसले पर आदिवासी जनता की संजीदगी का द्योतक है. इस बात का संकेत कि वे इन मुद्दों पर किस हद तक प्रतिरोध करने के लिए तैयार हैं.

अपने हक-हकूक के लिए आदिवासी समाज पहले की अपेक्षा अधिक मुखर हुआ

झारखंड में किसी भी सरकार ने CNT-SPT एक्ट का संंरक्षक बनने की कोशिश नहीं की. इस एक्ट की धज्जियाँ उड़ती रही और जमीन की खरीद-बिक्री होती रही. लेकिन ये जरूर हुआ है कि सादा पट्टा, अवैध कब्जे व निर्माण के खिलाफ आदिवासी समाज पहले की अपेक्षा अधिक मुखर हुआ है.

वहीं खनिज व प्राकृतिक संसाधनों पर सामुदायिक अधिकार के लिए भी सरकारों का वैसा साथ किसी भी सरकार ने साथ नहीं दिया. बाहरी आबादी को नौकरी बेचने के आरोप लगते रहे हैं. और मजबूत स्थानीय नियोजन नीति के लिए कभी कुछ नहीं किया गया. 

दरअसल, इस रैली को कांग्रेस और झामुमो की जूनियर टीम ने बहुत अच्छी तरह से विरोध आंदोलन का आयोजन किया. यह कमी बीजेपी की सीनियर टीम में दिखाई देती है। बीजेपी की जूनियर टीम कहीं इसके आसपास भी नहीं है। भाजपा के लिए यह शुभ संकेत नहीं है.
