गुमला: सरकारी अस्पतालों में आम लोगों को बेहतर और समय पर स्वास्थ्य सुविधाएं उपलब्ध कराने के दावे के बीच गुमला सदर अस्पताल की कार्यप्रणाली को लेकर सवाल खड़े हुए हैं। मामला एक सीनियर सिटीजन के कई महीनों से आयुष्मान कार्ड नहीं बन पाने से जुड़ा है। आरोप है कि अस्पताल में संबंधित प्रक्रिया के लिए आधार कार्ड उपलब्ध कराने के बावजूद अब तक कार्ड जारी नहीं किया गया।
शिकायतकर्ता के मुताबिक, गुमला जिला मुख्यालय स्थित सदर अस्पताल में सीनियर सिटीजन गणपत लाल चौरसिया, जो गुमला जिले के चीफ ब्यूरो भी हैं, का आयुष्मान कार्ड बनवाने की प्रक्रिया शुरू की गई थी। डॉक्टर के माध्यम से उनका आधार कार्ड आयुष्मान कार्ड बनाने वाले कंप्यूटर डाटा ऑपरेटर के पास भेजा गया था।
बताया गया कि करीब एक महीने बाद जब डॉक्टर से कार्ड के संबंध में जानकारी ली गई तो उन्हें बताया गया कि संभवत: आयुष्मान कार्ड बन चुका होगा और संबंधित काउंटर पर जाकर इसकी जानकारी ले ली जाए। लेकिन काउंटर पर पहुंचने के बाद अलग तस्वीर सामने आई।
काउंटर पर मिली अलग जानकारी
शिकायत के अनुसार, आयुष्मान कार्ड बनाने वाली महिला डाटा ऑपरेटर ने बताया कि कार्ड अभी तक नहीं बना है। उनका कहना था कि पहले कार्यरत महिला कंप्यूटर डाटा ऑपरेटर वहां से जा चुकी हैं और अब उनकी जगह उनकी ड्यूटी लगी है।
इसके बाद दोबारा आधार कार्ड उपलब्ध कराया गया। इसी दौरान डाटा ऑपरेटर की ओर से बताया गया कि उस समय लिंक फेल है, इसलिए आयुष्मान कार्ड बनाना संभव नहीं है।
शिकायतकर्ता के अनुसार, डाटा ऑपरेटर ने आधार कार्ड को कंप्यूटर में सेव करने की बात कही और मोबाइल नंबर लेकर यह आश्वासन दिया कि लिंक आने के बाद मोबाइल के माध्यम से सूचना दे दी जाएगी।
लेकिन आरोप है कि इसके बाद भी करीब एक महीने तक कोई फोन या सूचना नहीं मिली। ऐसे में आयुष्मान कार्ड कब बनेगा और इसकी प्रक्रिया आगे किस स्थिति में है, इसे लेकर अब भी स्थिति स्पष्ट नहीं है।
सवाल सिर्फ एक कार्ड का नहीं
मामले को लेकर सबसे बड़ा सवाल यह उठ रहा है कि अगर एक सीनियर सिटीजन को आयुष्मान कार्ड बनवाने के लिए महीनों तक इंतजार करना पड़ रहा है, तो अस्पताल आने वाले अन्य आम लोगों को किस तरह की परेशानियों का सामना करना पड़ता होगा।
शिकायत में केंद्र और राज्य सरकार के स्तर पर सीनियर सिटीजन से जुड़े वैध कार्यों को प्राथमिकता के साथ निपटाने के निर्देशों का भी हवाला दिया गया है। ऐसे में अस्पताल में इस तरह की देरी को लेकर व्यवस्था पर सवाल उठाए गए हैं।
सिविल सर्जन के निर्देशों पर भी सवाल
गुमला सदर अस्पताल के सिविल सर्जन शंभू नाथ चौधरी के दिशा-निर्देशों के बावजूद संबंधित स्वास्थ्यकर्मियों और डॉक्टरों द्वारा आदेशों का पालन नहीं किए जाने का भी आरोप लगाया गया है।
हालांकि, इस मामले में अस्पताल प्रबंधन या संबंधित स्वास्थ्यकर्मियों का पक्ष इस शिकायत में उपलब्ध नहीं है। इसलिए आयुष्मान कार्ड में देरी की वास्तविक वजह और जिम्मेदारी किस स्तर पर है, यह संबंधित विभाग के जवाब के बाद ही स्पष्ट हो सकेगा।
निरीक्षण को लेकर भी उठाई गई आपत्ति
शिकायत में गुमला सदर अस्पताल में समय-समय पर जिला प्रशासन की ओर से किए जाने वाले निरीक्षण का भी जिक्र किया गया है। इसमें दावा किया गया है कि निरीक्षण के दौरान अस्पताल की व्यवस्थाओं में सुधार दिखाई देता है।
शिकायतकर्ता का आरोप है कि अगर निरीक्षण की जानकारी पहले अस्पताल प्रबंधन तक पहुंच जाती है तो संबंधित अधिकारी, डॉक्टर, स्वास्थ्यकर्मी और कर्मचारी पहले से सतर्क हो जाते हैं और व्यवस्थाओं को दुरुस्त कर लिया जाता है। इसी आधार पर नियमित निरीक्षण के साथ गुप्त औचक निरीक्षण की मांग भी उठाई गई है।
व्यवस्था में सुधार की मांग
गुमला सदर अस्पताल जिले का प्रमुख सरकारी अस्पताल है। ऐसे में यहां मिलने वाली स्वास्थ्य सेवाओं और मरीजों से जुड़े सरकारी कार्यों में देरी सीधे आम लोगों की परेशानी से जुड़ती है।
आयुष्मान कार्ड जैसी सुविधा के लिए किसी मरीज या सीनियर सिटीजन को बार-बार काउंटर के चक्कर न लगाने पड़ें, इसके लिए संबंधित प्रक्रिया को समयबद्ध और जवाबदेह बनाने की जरूरत है। अब देखना होगा कि स्वास्थ्य विभाग इस शिकायत को कितनी गंभीरता से लेता है और आयुष्मान कार्ड में हुई देरी की वास्तविक वजह सामने आती है या नहीं।
