गुमला: जिला मुख्यालय से महज दो किलोमीटर की दूरी पर स्थित कुकुर सेपटा गांव की तस्वीर विकास के दावों पर सवाल खड़े करती है। बरसात आते ही गांव की सड़क बदहाल हो जाती है और जल निकासी की समस्या ग्रामीणों की परेशानी और बढ़ा देती है। लंबे समय से समस्या झेल रहे ग्रामीणों ने आखिरकार सरकारी पहल का इंतजार छोड़कर खुद ही मोर्चा संभाल लिया।

रायडीह प्रखंड के नवागढ़ पंचायत अंतर्गत कुकुर सेपटा गांव में ग्रामीणों ने श्रमदान कर सड़क को चलने लायक बनाने और पानी की निकासी के लिए नाली निर्माण का काम शुरू किया। ग्रामीणों का कहना है कि गांव मुख्य सड़क और नेशनल हाईवे से करीब दो किलोमीटर दूर है, लेकिन बरसात में यही दूरी उनके लिए बड़ी परेशानी बन जाती है।

बारिश में बढ़ जाती है मुश्किल

बरसात के दौरान सड़क की स्थिति इतनी खराब हो जाती है कि गांव तक आने-जाने में दिक्कत होने लगती है। सबसे ज्यादा परेशानी स्कूली बच्चों, गर्भवती महिलाओं और गंभीर मरीजों को होती है। जरूरत पड़ने पर मरीजों को अस्पताल पहुंचाना भी मुश्किल हो जाता है। बारिश के मौसम में गांव का संपर्क लगभग कट जाने जैसी स्थिति बन जाती है।

इसी समस्या से परेशान ग्रामीणों ने सामूहिक रूप से तय किया कि अब अपने गांव के विकास के लिए खुद प्रयास किया जाएगा। इसके बाद ग्रामीणों ने श्रमदान शुरू किया और सड़क के साथ जल निकासी की व्यवस्था बनाने में जुट गए।

पंचायत समिति सदस्य भी पहुंचे, ग्रामीणों के साथ किया श्रमदान

ग्रामीणों के श्रमदान की जानकारी मिलने पर पंचायत समिति सदस्य हिमांशु कुमार भी मौके पर पहुंचे। उन्होंने ग्रामीणों के साथ मिलकर श्रमदान किया और उनका उत्साह बढ़ाया।

हिमांशु कुमार ने कहा कि गांव की सड़क और दूसरी समस्याओं को लेकर वह गुमला उपायुक्त और बीडीओ को कई बार जानकारी दे चुके हैं। उनका दावा है कि करीब चार वर्षों से सड़क निर्माण समेत अन्य योजनाओं को पंचायत समिति की बैठकों में शामिल कराने का प्रयास किया जा रहा है, लेकिन अब तक इन योजनाओं को स्वीकृति नहीं मिल सकी है।

उन्होंने कहा कि प्रशासन को समस्या की जानकारी देने के बावजूद अभी तक स्थायी समाधान नहीं हुआ है। हालांकि उन्होंने ग्रामीणों को सड़क निर्माण का आश्वासन दिया।

डीसी बोले- राज्य सरकार को भेजा जा रहा प्रस्ताव

मामले में गुमला उपायुक्त दिलेश्वर महतो ने कहा कि उन्हें सड़क की स्थिति की जानकारी है और प्रशासन ने इस समस्या को गंभीरता से लिया है। करीब दो किलोमीटर लंबी सड़क के निर्माण के लिए राज्य सरकार को प्रस्ताव भेजा जा रहा है।

डीसी के मुताबिक, जिला स्तर पर इतनी लंबी सड़क का निर्माण कराना मुश्किल है, इसलिए ग्रामीण विकास विभाग के माध्यम से प्रस्ताव भेजा गया है। स्वीकृति मिलते ही सड़क निर्माण कराया जाएगा।

उपायुक्त ने यह भी माना कि सड़क की स्थिति खराब है और इसके कारण ग्रामीणों को काफी परेशानी हो रही है। प्रशासन की ओर से समस्या के समाधान के लिए प्रयास किए जा रहे हैं।

हालांकि, ग्रामीणों का सवाल यही है कि जब गांव की सड़क की समस्या पिछले कई वर्षों से सामने है, तो स्थायी समाधान के लिए उन्हें खुद श्रमदान करने की जरूरत आखिर क्यों पड़ी?
