चीन भी भारत के 2 साल बाद 1949 में आजाद हुआ था, फिर भी भारत से आगे निकल गया. इसलिए 70 सालों में देश को सिर्फ लूटा गया।” लेकिन यह कुतर्क फैलाने वाले यह भूल जाते हैं कि 1947 में जब अंग्रेजों ने भारत छोड़ा, तब देश की आर्थिक स्थिति जर्जरावस्था में थी. 200 सालों के ब्रिटिश शासन ने भारत को लूटकर कंगाली के कगार पर ला खड़ा किया था। 1700 ईस्वी में दुनिया की जीडीपी में भारत की हिस्सेदारी 24.4% थी, जिसे अंग्रेजों ने 1947 तक निचोड़कर मात्र 3.8% पर ला पटका था।
अंग्रेजों ने भारत से 45 ट्रिलियन डॉलर की अकूत संपत्ति लूटी. देश की साक्षरता दर मात्र 12% पर छोड़ दी, और औसत जीवन प्रत्याशा केवल 32 वर्ष थी। ऊपर से विभाजन का वो खूनी दंश, जिसमें 1.5 करोड़ लोग बेघर हुए, 10 से 20 लाख लोग मारे गए और देश की 17.5% वित्तीय संपत्ति व सबसे उपजाऊ कृषि भूमि पाकिस्तान के हिस्से चली गई।
चीन को 1949 में क्रांति के बाद न तो किसी भू-भाग के खूनी बंटवारे का दर्द सहना पड़ा था और न ही करोड़ों शरणार्थियों का बोझ। चीन कभी किसी एक विदेशी ताकत का पूर्ण औपनिवेशिक गुलाम नहीं रहा, जबकि भारत को शून्य से नहीं, बल्कि माइनस से अपना ढांचा खड़ा करना पड़ा था।
पंडित जवाहरलाल नेहरू, लाल बहादुर शास्त्री और इंदिरा गांधी के दौर में जब भारत में खाने के लिए अन्न नहीं था और अमेरिका के PL-480 अनाज पर निर्भरता थी, तब देश ने पाई-पाई जोड़कर 1951 के 50.8 मिलियन टन खाद्यान्न उत्पादन को बढ़ाकर हरित क्रांति के जरिए देश को आत्मनिर्भर बनाया।
1951 में IIT, 1956 में AIIMS, 1969 में ISRO और भाभा एटॉमिक रिसर्च सेंटर जैसे संस्थानों की नींव रखी गई, जिन्होंने आज भारत को अंतरिक्ष और परमाणु शक्ति बनाया। 1947 में जिस देश में सुई तक नहीं बनती थी, वहाँ लोकतंत्र को जिंदा रखते हुए बुनियादी ढांचा खड़ा किया गया।
लोकतंत्र में फैसलों के लिए संसद, जनता और संविधान की सहमति लेनी पड़ती है; चीन की तरह तानाशाही चलाकर रातों-रात करोड़ों लोगों की जमीनें छीनकर फैक्ट्रियां नहीं लगाई जा सकती थीं। लेकिन पिछले 12 सालों से पूर्ण बहुमत के साथ सत्ता में बैठे प्रधानमंत्री नरेंद्र मोदी और भाजपा सरकार अपनी नाकामियों को छिपाने के लिए हमेशा इतिहास पर दोष मढ़ती आ रही है।
अगर 70 साल का इतिहास ही हर नाकामी का बहाना है, तो 12 साल की पूर्ण बहुमत वाली सत्ता में आपने चीन को पीछे क्यों नहीं छोड़ दिया? अब जरा नरेंद्र मोदी सरकार के 12 सालों के उन आंकड़ों पर नजर डालिए, जो इनके ‘आत्मनिर्भर भारत’ के ढोल की पोल खोलते हैं।
2013-14 में भारत और चीन का द्विपक्षीय व्यापार 65.47 बिलियन डॉलर था, जो 2023-24 में बढ़कर ऐतिहासिक रिकॉर्ड 118.4 बिलियन डॉलर के पार पहुँच गया। सबसे शर्मनाक बात व्यापार घाटा (Trade Deficit) है: 2013-14 में चीन के साथ भारत का व्यापार घाटा 36.21 बिलियन डॉलर था, जो मोदी सरकार के 12 सालों के राज में बढ़कर 2023-24 में 85 बिलियन डॉलर (लगभग 85.1 बिलियन डॉलर) से अधिक हो चुका है।
यानी आज भारत चीन से सामान खरीद-खरीदकर चीन की तिजोरी भर रहा है और उसकी जीडीपी को बढ़ा रहा है। भारत की दवाओं के लिए जरूरी 70% से अधिक एक्टिव फार्मास्युटिकल इंग्रीडिएंट्स (API), 80% से अधिक सोलर पैनल और इलेक्ट्रॉनिक्स के 90% से ज्यादा कल-पुर्जे आज भी चीन से आयात हो रहे हैं।
भारतीय बाजारों में बिकने वाला 80% से ज्यादा सामान आज भी चीन का बना हुआ है और प्रधानमंत्री जी मंचों से ‘मेड इन इंडिया’ का खोखला भाषण दे रहे हैं।बात सिर्फ अर्थव्यवस्था और व्यापार तक सीमित नहीं है, बल्कि देश की सुरक्षा और सीमाओं के साथ जो समझौता किया गया है, वह बेहद चिंताजनक है।
2020 में लद्दाख की गलवान घाटी में हमारे 20 जांबाज जवान शहीद हो गए, लेकिन देश के प्रधानमंत्री ने कैमरे के सामने आकर बयान दे दिया कि “न कोई हमारे देश में घुसा है, न ही कोई घुसा हुआ है। प्रधानमंत्री के इस एक बयान का इस्तेमाल चीन ने अंतरराष्ट्रीय मंचों पर भारत के खिलाफ अपनी घुसपैठ को नकारने के लिए किया।
हमारे अपने सेटेलाइट आंकड़े, रक्षा विशेषज्ञ और स्थानीय चरवाहे चिल्ला-चिल्लाकर कह रहे हैं कि चीन ने पूर्वी लद्दाख में भारत की सैकड़ों वर्ग किलोमीटर गश्ती भूमि (Patrolling Points) पर कब्जा कर लिया और बफर जोन बना दिए, लेकिन सरकार सच स्वीकारने के बजाय आंखें मूंदकर बैठी है। चीन हमारी सीमाओं पर गांव बसा रहा है. अरुणाचल प्रदेश के क्षेत्रों के नाम बदल रहा है, और मोदी सरकार चीन के साथ व्यापार के नए रिकॉर्ड बना रही है।
12 सालों तक पूर्ण बहुमत की सत्ता भोगने के बाद भी जब सरकार अपनी आर्थिक विफलताओं, बेरोजगारी और चीन के आगे अपनी कमजोर विदेश नीति का हिसाब नहीं दे पाती, तो वह नेहरू और कांग्रेस पर दोष मढ़कर जनता का ध्यान भटकाने लगती है।
जिस चीन को आप 2014 से पहले ‘लाल आंख’ दिखाने का दावा करते थे, आज उसी चीन के राष्ट्रपति के साथ 18 से अधिक बार मुलाकातें करने के बाद भी व्यापार घाटा दुगने से ज्यादा हो गया और सीमा पर हमारी गश्त की जगहें छीन ली गईं। इतिहास को कोसने से देश आगे नहीं बढ़ता; देश तब आगे बढ़ता है जब सत्ता में बैठे लोग अपनी नाकामियों की जिम्मेदारी लें।
70 सालों की नींव पर खड़े होकर 12 साल राज करने वालों को अब बहानेबाजी बंद करके यह जवाब देना होगा कि आखिर उनका ‘आत्मनिर्भर भारत’ चीन के सामान और चीन के व्यापार पर इतना लाचार क्यों है?
