पहले जमीन-मुआवजे का हिसाब, फिर दस्तावेज की बात… रजरप्पा CCL परियोजना पर रैयतों ने रखी दो टूक शर्त

गोमिया: प्रस्तावित रजरप्पा CCL कोलियरी परियोजना को लेकर प्रभावित रैयतों और ग्रामीणों की नाराजगी अब खुलकर सामने आने लगी है। ग्रामीणों ने साफ कर दिया है कि जमीन, मुआवजा, पुनर्वास, विस्थापन और रोजगार को लेकर जब तक स्थिति स्पष्ट नहीं होती, तब तक जमीन के दस्तावेजों पर कोई बातचीत नहीं होगी।

रैयतों का कहना है कि परियोजना को आगे बढ़ाने से पहले CCL प्रबंधन को प्रभावित परिवारों के सवालों का जवाब देना होगा और उनके अधिकारों को स्पष्ट करना होगा। इसके बाद ही दस्तावेज और कागजी प्रक्रिया पर आगे बात होनी चाहिए।

‘पहले अधिकार बताइए, फिर कागजात लीजिए’

ग्रामीणों की मुख्य मांग है कि कोल इंडिया और CCL की नीतियों को आम लोगों के सामने स्पष्ट किया जाए। उनका कहना है कि जमीन देने वाले परिवारों को पहले यह जानकारी मिलनी चाहिए कि उन्हें मुआवजे के तौर पर क्या मिलेगा, पुनर्वास की व्यवस्था कहां होगी और रोजगार समेत दूसरे अधिकार किस आधार पर तय होंगे।

ग्रामीणों ने कहा कि इन मुद्दों पर लिखित स्पष्टता के बिना जमीन के मूल दस्तावेज देने या किसी कागजी प्रक्रिया में आगे बढ़ने का सवाल ही नहीं उठता।

जमीन का रेट ग्रामसभा और नियमों के आधार पर तय करने की मांग

रैयतों ने जमीन के मूल्य निर्धारण को लेकर भी अपनी स्थिति स्पष्ट की है। उनका कहना है कि जमीन का दर ग्रामसभा और लागू नियम-कानून के प्रावधानों के अनुसार तय होना चाहिए।

इसके साथ प्रभावित परिवारों की सूची, जमीन का सत्यापन, उचित मुआवजा, पुनर्वास स्थल, रोजगार और अन्य जरूरी सुविधाओं को लिखित रूप में सुनिश्चित करने की मांग की गई है।

ग्रामीणों का कहना है कि जब तक इन बिंदुओं पर स्पष्टता नहीं होगी, तब तक परियोजना को लेकर भरोसे का माहौल बनना मुश्किल है।

बिचौलियों से सावधान रहने की अपील

समाजसेवी विक्की पटेल ने प्रभावित रैयतों से अपील की है कि वे किसी के दबाव या बहकावे में आकर अपनी जमीन के मूल दस्तावेज किसी प्रबंधन प्रतिनिधि या बिचौलिये को न दें।

उन्होंने कहा कि किसी भी दस्तावेज पर हस्ताक्षर करने या कागजात सौंपने से पहले उसकी पूरी जानकारी ली जाए और सक्षम अधिकारी से उसका सत्यापन कराया जाए।

10 सूत्री मांगों पर आमने-सामने बातचीत चाहते हैं ग्रामीण

ग्रामीणों ने CCL प्रबंधन और प्रशासन की मौजूदगी में खुली बैठक कराने की मांग की है। इसमें उनकी 10 सूत्री मांगों पर बिंदुवार चर्चा करने की बात कही गई है।

बैठक में प्रभावित परिवारों की सूची, जमीन सत्यापन, मुआवजा, पुनर्वास स्थल, रोजगार और दूसरी मूलभूत सुविधाओं की स्थिति साफ करने की मांग की गई है।

ग्रामीणों की मांग का सार साफ है—पहले जमीन के बदले मिलने वाले अधिकार और पुनर्वास की स्थिति तय हो, उसके बाद ही कोलियरी परियोजना से जुड़ी दस्तावेजी प्रक्रिया आगे बढ़े।

उन्होंने प्रशासन और CCL प्रबंधन से पूरे मामले में पारदर्शिता बरतने और प्रभावित रैयतों के हितों को प्राथमिकता देने की मांग की है।
