दस साल से पानी का इंतजार, योजनाएं बनीं लेकिन नल नहीं चले… बारिश में सड़क पर उतरे गोमिया के ग्रामीण

गोमिया: बारिश के बीच बुधवार को गोमिया में बड़ी संख्या में ग्रामीण पेयजल संकट के खिलाफ सड़क पर उतर आए। अनुमंडल मुख्यालय तेनुघाट के बस स्टैंड से निकला जुलूस पेयजल एवं स्वच्छता विभाग के प्रमंडल कार्यालय पहुंचा, जहां लोगों ने प्रदर्शन कर सात सूत्री मांगों को लेकर अपनी नाराजगी जताई।

प्रदर्शन का नेतृत्व झारखंड आंदोलनकारी और भाकपा के जिला सचिव इफ्तेखार महमूद ने किया। ग्रामीणों का कहना है कि इलाके में वर्षों से पेयजल योजनाओं का इंतजार हो रहा है, लेकिन कई योजनाएं बनने के बाद भी लोगों के घरों तक नियमित पानी नहीं पहुंच रहा।

पहले से बनी योजनाएं कब देंगी पानी?

प्रदर्शनकारियों ने जरकुंडा संयुक्त जलापूर्ति योजना से जल्द जलापूर्ति शुरू करने की मांग की। इस योजना से हूरलुंग, सीधाबारा समेत सात पंचायतों को पानी मिलना है।

इसके साथ ही लटकूटा, बैंक मोड़, ससबेड़ा पूर्वी और ससबेड़ा पश्चिमी पंचायत में बंद पड़ी जलापूर्ति व्यवस्था को तत्काल बहाल करने की मांग की गई।

ग्रामीणों ने कहा कि जब योजनाओं पर काम और सरकारी राशि खर्च हो चुकी है, तो आखिर लोगों को उसका लाभ कब मिलेगा?

दो साल से बंद काम, चार साल से बंद योजना

प्रदर्शनकारियों ने टीकाहारा जलापूर्ति योजना का काम फिर शुरू कराने की मांग की। पांच पंचायतों के लिए बन रही इस योजना का काम करीब दो वर्षों से बंद बताया गया।

वहीं, बड़की पन्नू जलापूर्ति योजना पिछले चार वर्षों से बंद है। इसे भी जल्द चालू करने की मांग उठाई गई।

पूर्वी साड़म ग्रामीण जलापूर्ति योजना के लिए जल संसाधन विभाग से एनओसी लेने की मांग भी प्रदर्शन के दौरान रखी गई।

इसके अलावा पेटरवार और कसमार प्रखंड के लिए तैयार किए गए इंटेक वेल को चालू करने तथा पहाड़ी इलाकों में बसे बिरहोर डेरा, असनापानी और हल्वे में डीप बोरिंग की व्यवस्था करने की मांग की गई।

‘ढांचा खड़ा हो गया, लेकिन घर तक पानी नहीं पहुंचा’

सभा को संबोधित करते हुए इफ्तेखार महमूद ने कहा कि पिछले करीब दस वर्षों में गोमिया का पेयजल संकट लगातार गंभीर हुआ है। उनके मुताबिक, जलापूर्ति के नाम पर योजनाएं और संरचनाएं तो तैयार की गईं, लेकिन कई जगहों पर उनका लाभ ग्रामीणों तक नहीं पहुंच पाया।

उन्होंने कहा कि गोमिया, पेटरवार और कसमार में कई जलमीनार बनकर तैयार हैं, लेकिन वर्षों से उनका इस्तेमाल नहीं हो रहा है। ऐसे में सरकारी राशि खर्च होने के बावजूद लोगों को पानी के लिए परेशानी उठानी पड़ रही है।

आदिवासी महासभा के जिला अध्यक्ष महेंद्र मुंडा ने विभाग से सवाल किया कि जलापूर्ति योजनाओं का मकसद लोगों तक पानी पहुंचाना है या केवल योजनाओं के लिए स्वीकृत राशि खर्च करना।

कुर्मी समाज के अध्यक्ष उमेश महतो ने भी बंद पड़ी योजनाओं को तत्काल चालू कराने की मांग की। उन्होंने कहा कि क्षेत्र के विधायक के पेयजल एवं स्वच्छता मंत्री रहने के बावजूद ग्रामीणों को पानी के लिए आंदोलन करना पड़ रहा है।

सात मांगों पर कार्रवाई की मांग

प्रदर्शनकारियों ने साफ कहा कि अब सिर्फ योजना और निर्माण की जानकारी नहीं, बल्कि जलापूर्ति शुरू होने का ठोस समाधान चाहिए। ग्रामीणों की मांग है कि बंद योजनाओं को चालू किया जाए और जिन योजनाओं का काम अधूरा है, उसे जल्द पूरा कर लोगों तक पानी पहुंचाया जाए।

सभा की अध्यक्षता महिला समाज की नेता शाहजहां खातून ने की, जबकि संचालन देवानंद प्रजापति ने किया। किसान सभा के प्रदेश उपाध्यक्ष पंचानन महतो, भाकपा गोमिया अंचल सचिव सोमर माझी समेत अन्य लोगों ने भी सभा को संबोधित किया।

कार्यक्रम में भाकपा जिला कोषाध्यक्ष चुंबन महतो, जिला परिषद सदस्य उमाचरण रजवार समेत बड़ी संख्या में ग्रामीण और कार्यकर्ता मौजूद रहे।
