उपभोक्ता जागरूक बने – डा. महुआ मांझी

दिनांक 23 दिसंबर 2021 को ऑल इंडिया ब्वॉय स्काउट एसोसिएशन एवं ग्रामीण उपकार संस्थान झारखंड के संयुक्त तत्वधान में राष्ट्रीय उपभोक्ता दिवस के अवसर पर एक सेमिनार का आयोजन किया गया। यह सेमिनार मोराबादी स्थित Dr Ramdayal Munda tribal Research Centre के सभागार में हुई। सेमिनार की अध्यक्षता ग्रामीण उपकार संस्थान के कुलसचिव श्री केडी तिवारी ने किया। कार्यक्रम के /मुख्य अतिथि डॉक्टर महुआ मांझी/ पूर्व अध्यक्षा राज्य महिला आयोग झारखंड थी।

विशिष्ट अतिथि सफायर इंटरनेशनल स्कूल के प्राचार्य श्री अमित सिंह झारखंड रक्षा यूनिवर्सिटी के सहायक प्रोफेसर डॉक्टर पूजा शुक्ला, पत्रकार श्री नारायण विश्वकर्मा , रांची दूरदर्शन के वरिष्ठ कलाकार श्री भूपेश कुमार उपस्थित थे । कार्यक्रम का शुभारंभ दीप प्रज्वलित कर किया गया । अतिथियों का स्वागत स्कार्फ पहनाकर एवं पुष्पगुच्छ देकर किया गया । इस कार्यक्रम में कई विद्यालयों एवं विश्वविद्यालयों के छात्र-छात्राएं उपस्थित थे।

मुख्य अतिथि माननीया डा. महुआ मांझी ने कहीं कि नकली सामानों को लेने से बचें उपभोक्ता होने के नाते आप को जागरूक रहने की आवश्यकता है। सरकार के सभी कर्मचारी आपके पैसों से चलते हैं। इसलिए आपका अधिकार है कि आपको सही सुविधाएं मिले । फ्लाइट में यदि सेवा ले रहे हो और उसमें यदि कोई कमी हो तो आप उपभोक्ता फोरम में जा सकते हैं। इसमें पैसा नहीं लगता और ना ही वकील रखने की आवश्यकता है । ट्रेन में टिकट कटा कर सफर कर रहे हो और ट्रेन के लेट होने से आपकी इंटरव्यू छूट गई हो तो आप रेलवे से कंपनसेशन ले सकते हैं । कई जगह पर समान लेने पर थैला देते हैं और उसका पैसा भी लेते हैं जो गलत है। आप अपने अधिकारों एवं कर्तव्यों के प्रति सजग रहें तभी आपको सही सामग्री मिल पाएगी ।

विशिष्ट अतिथि सफायर इंटरनेशनल स्कूल रांची के प्राचार्य श्री अमित सिंह ने कहा कि बच्चों एवं युवाओं को राष्ट्रीय उपभोक्ता दिवस के दिन इन बातों की जानकारी हो कि वे उपभोक्ता नियमों के संरक्षण में हैं और उपयुक्त फोरम में अपनी आवाज उठा सकते हैं ।

वही पत्रकार श्री नारायण विश्वकर्मा ने कहा कि सिविल सेंस की जरूरत है, आज इसकी कमी देखने को मिलती है जब तक हम कर्तव्य का निर्वहन नहीं करते हैं तब तक अधिकार की बात नहीं करनी चाहिए हम अधिकार से वंचित हैं । क्या हमें अधिकार मिलता है ? उपभोक्ता फोरम अभी निष्क्रिय हैं । हम जाग गए ! लेकिन उसे भी जगाने की आवश्यकता है जिससे हमें अधिकार लेना है। हमें तो आज पावर लेस कर दिया गया है। हमें अधिकार लेना है तो हमें लड़ाई लड़नी होगी संस्थान को भी जागरूक होकर उपभोक्ताओं को सही वस्तुएं एवं सेवाएं उपलब्ध करानी चाहिए।

झारखंड रक्षा शक्ति विश्वविद्यालय की असिस्टेंट प्रोफेसर डॉ पूजा शुक्ला ने कही कि उपभोक्ता संरक्षण अधिनियम के प्रावधान जो 1986 में थी वहीं 2019 में भी है इसमें ई मार्केटिंग और ऑनलाइन शॉपिंग को भी शामिल किया गया है ।
यदि उपभोक्ता फोरम निष्क्रिय हैं तो हमारी दोहरी जिम्मेदारी है कि हम सरकार पर दबाव बनाए और सक्रिय करने के लिए प्रेरित करें । कई दुकानदार खुदरा के जगह पर टॉफी दिया करते हैं जो गलत है, इसका विरोध हमें करना चाहिए।

इस कार्यक्रम का संचालन दी ऑल इंडिया बवॉय स्काउट एसोसिएशन के राज्य सचिव विक्रांत विश्वकर्मा ने किया।
