युवाओं को लेकर कांग्रेस के संगठात्मक ढांचे में बड़े फेरबदल की जरुरत

भारत जब आजाद हुआ तो कई सारे विकसित देशों खासकर पश्चिम के देशों को लगा कि भारत जैसा इतना बड़ा देश लोकतांत्रिक तरीके से नहीं चल पाएगा। भारत का लोकतंत्र फेल हो जाएगा और सबसे बड़ा लिखित संविधान भी किसी काम नहीं आएगा। लेकिन इसके उलट आज इतने सालों बाद भारत को एक सफल लोकतांत्रिक देश के रूप में जाना जाता है। भारत को अपने पैरों पर खड़ा होने, चलने और फिर दौड़ने का साहस देने में एक बहुत बड़ा योगदान कांग्रेस पार्टी का रहा है। हालांकि केंद्र सरकार में 5 दशक से अधिक समय तक राज करने वाली कांग्रेस, आज अपने अस्तित्व की लड़ाई लड़ते नजर आ रही है और इस लड़ाई में चुनाव दर चुनाव हार का घाव सहते हुए, अपने पतन की ओर बढ़ रही है। इसका ताजा उदाहरण दिल्ली के विधानसभा चुनाव के रूप में देखा जा सकता है। जिस दिल्ली में शीला दीक्षित के शासनकाल में कांग्रेस लगातार 15 साल सत्ता में बनी रही, वही पार्टी अब लगातार तीसरी बार न केवल चुनाव हारी बल्कि एक भी सीट अपने नाम न कर पाने का कलंक ढ़ोने पर मजबूर हो गई है।

सवाल है कि पार्टी हाईकमान ने आखिर ऐसा कौन सा चश्मा पहन रखा है जिससे उसे तिल-तिल ख़त्म होती आजादी की लड़ाई लड़ने वाली पार्टी की दयनीय स्थित नजर नहीं आ रही! क्या कारण है कि मतदाताओं के बीच कांग्रेस अपनी पकड़ मजबूत नहीं कर पा रही, या यूँ कहें कि मतदाताओं की नजर से पूरी तरह उतरती जा रही है।

स्थिति यह हो गई है कि 2024 के लोकसभा चुनाव को संजीवनी समझ रहे नेताओं और कार्यकर्ताओं को ये नहीं समझ आ रहा कि वह आधी की भी आधी सीट जीतने का जश्न मना रहे हैं। समझने वाली बात है कि आखिर वह क्या कारण रहे जिन्होंने कांग्रेस के किले को ढहाने और बचे हुए खंडहर का भी सफाया करने में महत्वपूर्ण भूमिका निभाई है! पिछले दस बारह सालों में 50 से अधिक अनुभवी व कद्दावर नेताओं ने हाथ का साथ छोड़ दिया है। फिर बात ज्योतिरादित्य सिंधिया की हो, महाराष्ट्र के दो बार सीएम रहे अशोक चव्हाण की, 55 साल से कांग्रेस के साथ रहने वाले राजनीतिक परिवार के मिलिंद मुरली देओरा की, ग़ुलाम नबी आज़ाद की या कपिल सिब्बल की, सभी ने एक-एक कर के या तो बीजेपी का दामन थामा या कहीं और अपना राजनीतिक भविष्य तलाशा, लेकिन कांग्रेस पर विश्वास करना मुनासिब नहीं समझा।

पार्टी में लगी इस पतझड़ ने न केवल पुराने दिग्गजों को पार्टी से तोड़ा बल्कि मतदाताओं को भी दूर कर दिया। इसके पीछे एक प्रमुख कारण संगठन नेतृत्व का माना जा सकता है। अब इसे नेतृत्व के प्रति असंतुष्टि कहें या व्यक्तिगत महत्वाकांक्षाएं, लेकिन लगातार नेताओं के पार्टी से अलग होने ने निश्चित रूप से आम जनमानस के बीच कांग्रेस को लेकर एक नकारात्मक छवि पैदा कर दी है।

दूसरी ओर कांग्रेस की जमीनी कार्यकर्ताओं और युवा नेताओं को तवज्जों न दिए जाने की छवि भी उसपर भारी पड़ती जा रही है। जिसे अब न केवल बदलने बल्कि जड़ से ख़त्म करने की जरुरत है। एक बात जो जग-जाहिर है उसमें पार्टी की अंतरकलह के साथ-साथ सिर्फ एक परिवार की बातों को सुना जाना भी शामिल है। कांग्रेस के लिए इसे तत्काल प्रभाव से सुधारने और कुछ मूलभूत बदलावों के साथ कुछ कड़े निर्णय लेने की आवश्यकता है। आवश्यकता है कि पूरी कांग्रेस पार्टी को पुनः गठित किया जाए, जिसमें निर्णायक भूमिका में 50 वर्ष से कम उम्र के कुछ नए चेहरों को आगे बढ़ाया जाए और इस बात का खास ख्याल रखा जाए कि नए, युवा व अनुभवी चेहरे देश के हर कोनों से शामिल हों। इसके अतिरिक्त एक निर्णय जो कांग्रेस की खोई साख को वापस लाने में रामबाण साबित हो सकता है वो है, गांधी परिवार द्वारा खुद को आलाकमान की गद्दी से अलग कर, इस शब्द को ही कांग्रेस की डिक्शनरी से बाहर निकाल फेंकना।

कांग्रेस नेतृत्वकर्ता की भूमिका अब कुछ अन्य युवा उम्मीदवारों को सौंप कर, राहुल, प्रियंका व सोनिया गांधी को कम से कम आगामी लोकसभा चुनावों तक सिर्फ जमीनी स्तर पर जनता के बीच रह कर काम करना चाहिए। मेरा एक सुझाव यह भी है कि कांग्रेस जन मुद्दों को उठाने में विश्वास करे, न कि पीएम मोदी के दोस्तों को उजागर करने और संविधान की ढपली में अपनी ऊर्जा खपाये। उसे यह समझने और मानने की भी जरुरत है कि आम जन को इन मुद्दों से फिलहाल तो कोई सरोकार नहीं है।
