ईडी ने इस्टर्न रेलवे से मांगे ब्योरे, रेलवे के अधिकारियों ने पंकज मिश्रा एंड कंपनी का भरपूर साथ दिया, करोड़ों के लेन-देन का हुआ खुलासा

रांची: प्रवर्तन निदेशालय (ईडी) ने साहेबगंज में पंकज मिश्रा की हुकूमत को नेस्तनाबूद करने के लिए पिछले तीन माह के अंदर काफी सबूत जुटा लिए हैं. ईडी ने अवैध पत्थर खदानों और स्टोन चिप्स के कई कारोबारियों का कनेक्शन रेलवे के अधिकारियों और कर्मचारियों से रहे हैं. इनकी शह पर करोड़ों का कारोबार हुआ है, जिसका रेलवे के पास कोई हिसाब-किताब नहीं है. ईडी की रिपोर्ट से स्पष्ट हो गया है कि साहिबगंज से स्टोन चिप्स के अवैध परिवहन के लिए रेलवे अधिकारियों ने भी पत्थर माफियाओं का भरपूर साथ दिया है. भारतीय रेलवे भी संतालपरगना के कई जिलों से पत्थर के चिप्स और शिलाखंडों के अवैध परिवहन से रेलवे को भारी नुकसान उठाना पड़ा है. इस्टर्न रेलवे से मांगे गये ब्योरे के अनुसार करोड़ों के लेन-देन का खुलासा ईडी ने किया है.
पीपी व अमित के बीच हुआ करोड़ों का लेन-देन
ईडी ने अवैध खनन मामले की जांच में पाया कि साहेबगंज में अवैध खनन कर निकाले गये स्टोन चिप्स को 3782 रेल रैक के सहारे दूसरे राज्यों में भेजा गया। इसमें से 3,531 रैक साहेबगंज के लोडिंग प्वाइंट से और 251 रैक बिहार के पीरपैंती रेलवे साइडिंग से भेजे गये। रेलवे को माइनिंग चालान और अन्य वैध दस्तावेज नहीं दिये गये। इस्टर्न रेलवे के पीरपैंती रेलवे साइडिंग से सीटीएस इंडस्ट्रीज लिमिटेड ने 251 रैक पत्थर भेजा। इस कंपनी ने प्रेमप्रकाश की कंपनी के खाते में करोड़ों रुपये ट्रांसफर किये। प्रेम प्रकाश ने अमित अग्रवाल की कंपनी अरोड़ा स्टूडियो के खाते में भी रकम ट्रांसफर की थी।
वैध दस्तावेज का इस्तेमाल क्यों नहीं हुआ?
दरअसल, रेलवे की ओर से ढुलाई में वैध दस्तावेज का इस्तेमाल नहीं किया गया. साहेबगंज के आठ लोडिंग प्वाइंट से 6,492 रेल रैक के सहारे स्टोन चिप्स और बोल्डर दूसरे राज्यों में भेजे गये थे। इसमें से 3,531 रेल रैक से भेजे गये स्टोन चिप्स के लिए वैध दस्तावेज का इस्तेमाल नहीं किया गया था। जिले में सक्रिय पत्थर माफिया ने अप्रैल 2020 से मार्च 2022 तक की अवधि में ही 3,531 रैक बुक किया। सबसे ज्यादा 1,337 रेलवे रैक बाकुडी लोडिंग प्वाइंट से बुक किया गया। बरहड़वा के लोडिंग प्वाइंट से भी 718 रेल रैक बुक किये गये। दो साल के अंदर हजार करोड़ रुपये से अधिक के अवैध खनन किये गये। जांच के दौरान प्रेमप्रकाश की कंपनियों में भी करोड़ों के लेन-देन का मामला पकड़ में आया। उसके कर्मचारी अनिल झा ने जांच में स्वीकारा था कि वह प्रेम प्रकाश के निर्देश पर 10 लाख से पांच करोड़ रुपये तक नकद लाकर उन्हें देता था।
2015-16 से 2022-23 की अवधि में कुल 268 रैक बुक हुआ
प्रेम प्रकाश यानी पीपी की कंपनी के खाते से मेसर्स अरोड़ा स्टूडियो प्राइवेट लिमिटेड के खाते में पांच करोड़ रुपये से अधिक ट्रांसफर हुए थे। यह कंपनी कोलकाता के व्यापारी अमित अग्रवाल की है। प्रेम प्रकाश की कंपनी और लक्ष्मी ग्लोबल्स कंपनी के बीच करोड़ों का लेन-देन हुआ है। लक्ष्मी ग्लोबल्स से मिले पांच करोड़ रुपये को प्रेम प्रकाश ने अपने मित्र संजीव चौधरी के लिए लिया गया कर्ज बताया। हालांकि वह कर्ज से संबंधित कोई दस्तावेज पेश नहीं कर सका। जांच में पाया गया कि संजीव चौधरी सीटीएस इंडस्ट्रीज लिमिटेड नामक कंपनी का निदेशक है। इस्टर्न रेलवे से मांगे गये ब्योरे से इसकी जानकारी मिली है कि सीटीएस इंडस्ट्रीज लिमिटेड ने स्टोन चिप्स की ढुलाई के लिए पीरपैंती रेलवे साइडिंग से वित्तीय वर्ष 2015-16 से 2022-23 की अवधि में कुल 268 रैक बुक किया था। इसमें से सिर्फ 17 रैक के मामले में वैध दस्तावेज दिया गया था। शेष 251 रैक से स्टोन चिप्स ढुलाई के लिए कंपनी ने माइनिंग चालान सहित किसी भी तरह का वैध दस्तावेज नहीं दिया था.
कुल 8 लोडिंग प्वाइंट रैक शामिल थे
ईडी की जांच में खुलासा हुआ है कि कंपनी ने पीरपैंती रेलवे साइडिंग से सबसे ज्यादा 117 रैक वित्तीय वर्ष 2018-19 में बुक किया था। कुल 8 लोडिंग प्वाइंट रैक शामिल थे. इनमें मिर्जाचौकी 177, साहिबगंज 395, सकरीगली 789, महाराजपुर 52, तीनपहाड़ 11, राजमहल 52, बाकुडी 1337 और बरहड़वा 718 लोडिंग प्वाइंट रैक शामिल हैं. लेन-देन को लेकर प्रेम प्रकाश और संबंधित लोगों के बीच आइफोन के ‘फेस टाइम’ एप्लिकेशन पर बातचीत होती थी. पीपी की कंपनियों में करोड़ रुपये नकद जमा करने का मामला पकड़ में आया है. उसने अपनी हर्बल ग्रीन प्राइवेट लिमिटेड कंपनी के खाते में जमा पांच करोड़ रुपये से अधिक नकद राशि को शराब के व्यापार के मुनाफे में मिला हिस्सा बताया. हालांकि इसे कागजी तौर पर साबित करने में वह असमर्थ रहा।
लीज क्षेत्र से चार गुना अधिक पत्थर निकाले गए
पंकज मिश्रा सहित अन्य लोगों ने लीज क्षेत्र से चार गुना अधिक क्षेत्र से पत्थर निकालने का काम किया है. इडी के अधिकारियों ने लीजधारकों द्वारा किये गये अवैध खनन का आकलन करने के लिए डीएमओ ऑफिस से संबंधित लोगों को मिले लीज के ब्योरे से संबंधित दस्तावेज जुटाये. अवैध खनन के मामलों के मद्देनजर इडी के अधिकारियों ने डीएमओ से यह जानना चाहा कि उन्होंने इन लीजधारकों के खिलाफ किसी तरह की कानूनी कार्रवाई की थी या नहीं. इडी के इस सवाल पर डीएमओ ने चुप्पी साध ली थी. वैसे अधिकारियों पर भी ईडी की पैनी नजर है.
लोबिन के अलावा किसी ने विरोध क्यों नहीं किया?
साहेबगंज में यह चर्चा जोरों पर है कि अगर ईडी ने कार्रवाई नहीं की होती तो पंकज मिश्रा एंड कंपनी का मामला कभी उजागर नहीं होता. लोगों का कहना है कि आखिर क्या कारण है कि राजमहल के सांसद विजय हांसदा, राजमहल के विधायक अनंत ओझा और बरहेट के विधायक हेमंत सोरेन सबकुछ जान कर भी अंजान रहे. इस मामले में दिलचस्प बात तो ये है कि बोरियो के झामुमो विधायक लोबिन हेम्ब्रम ने विधानसभा से लेकर सार्वजनिक मंचों से साहेबगंज में पत्थरों के अवैध खनन और स्टोन चिप्स को बाहर भेजने के मामले में खुलकर विरोध किया. उन्होंने अपनी सरकार को भी कटघरे में खड़ा किया. लेकिन हेमंत सरकार उनके विरोध पर कभी ध्यान नहीं दिया. अब ईडी ने सबकी पोल-पट्टी खोल कर रख दी है. अब यह सवाल उठाया जा रहा है कि लोबिन के अलावा और किसी ने विरोध क्यों नहीं किया?
