खलारी: एनजीटी द्वारा जारी आदेश की अनदेखी कर माफिया और विभाग की मिलीभगत से रात के अंधेरे में हो रहा है बालू का अवैध कारोबार

खलारी, 19 जून : रांची जिले के खलारी प्रखंड में बालू की कालाबाजारी बदस्तूर जारी है। प्रशासन के लाख कोशिशों के बाद भी बालू का काला कारोबार बखूबी फल-फूल रहा है। जानकार सक्रिय सिंडीकेट की वजह खनन विभाग के जिला स्तर अधिकारी से लेकर प्रशासन तक बालू की कालाबाजारी करने में माफिया की मदद बताते है। इधर झारखंड में बीते 10 जून से बालू खनन पर नेशनल ग्रीन ट्रिब्यूनल (एनजीटी) की रोक लगा दी गई है । 15 अक्टूबर तक किसी भी नदी से बालू का खनन नहीं करने का आदेश जारी किया गया है। बावजूद इसके माफियाओं पर इसका कोई असर होता नही दिख रहा है। बालू माफियाओं का कुछ ऐसा ही बेखौफ नजारा मैकलुस्कीगंज थाना क्षेत्र के हेसालोंग गांव में हेसालोंग- धमधमियां मुख्य पथ पर देखने को मिला, जहां तकरीबन 3000 सीएफटी अवैध बालू का स्टॉक किया गया है। जिसे प्रतिदिन टर्बो गाड़ी में भरकर रात करीब 9 बजे के बाद जिले के चयनित जगहों पर भेज दिया जाता है। यह कारोबार दामोदर नदी से किया जा रहा है। यहां माफिया बेखौफ होकर खनन करावा रहे हैं। प्रशासन की चुप्पी से माफियाओं के हौसले सातवें आसमान पर हैं। वही एनजीटी द्वारा जारी आदेश की अनदेखी कर अवैध खनन का कारोबार धड़ल्ले से चल रहा है। मजदूर भोर में ही दामोदर नदी से बालू निकाल नदी के किनारे इकट्ठा करते हैं और सुबह होते ही इसे ट्रैक्टर के ट्रालियों में भरकर बघमरी में ला कर स्टॉक किया जाता है। क्षेत्र के प्रशासनिक अधिकारी सब कुछ जानते हुए भी चुप है।

बालू का अवैध ढुलाई में अंचल व थाना के नाम पर प्रतिमाह 11500 रुपये की अवैध वसूली

बालू तस्करी को लेकर ग्रामीणों का कहना है कि थाना क्षेत्र के बघमरी में ट्रैक्टर-ट्राली से बालू का स्टॉक प्रतिदिन हो रही है। जो खलारी अंचल के सीओ करवाते हैं, लेकिंन जब बालू तस्करी से संबंधित अखबारों में खबर प्रकाशित होती है तो उनके कार्यकाल में कार्यरत दो व्यक्ति द्वारा कुछ ट्रैक्टर को पकड़कर प्रति ट्रैक्टर 15 हजार रुपये की वसूली करते हुए छोड़ दिया जाता है। लेकिन किसी से व्यक्तिगत दुश्मनी हो तो उसे पकड़कर थाना भेज दिया जाता है, ताकि बालू तस्करी से संबंधित प्रकाशित खबर की खानापूर्ति हो सके। और यह अवैध धंधा बदस्तूर चलता रहें। उन्होंने बताया कि इस कार्य में खलारी अंचल कार्यालय में कार्यरत एक कर्मचारी को प्रति टर्बो महीने का 6500 रुपये अवैध वसूली का जिम्मा दिया गया है। जबकिं मैकलुस्कीगंज थाना के नाम पर क्षेत्र के ही दो लोग प्रति टर्बो महीने का 5000 रुपये अवैध वसूली करते हैं। इस अवैध ढुलाई में प्रशासन द्वारा करीब 20 टर्बो को इजाजत मिलने की बात कही जा रही है।
