प्रतियोगिता परीक्षा के लिए पारित विधेयक के खिलाफ एबीवीपी ने झारखंड सरकार के खिलाफ विरोध मार्च निकाला, सीएम का पुतला दहन किया

गिरिडीह : अखिल भारतीय विद्यार्थी परिषद्, गिरिडीह नगर के द्वारा झारखंड सरकार के खिलाफ झंडा मैदान से टावर चौक तक विरोध मार्च निकाल कर टावर चौक में हेमंत सोरेन का पुतला दहन किया गया। इस दौरान अभाविप के वक्ताओं ने कहा कि वर्तमान समय में हेमंत सरकार द्वारा झारखण्ड प्रतियोगी परीक्षा पारित विधेयक अंग्रेजी हुकूमत की रॉलेट एक्ट की याद दिलाता है. इस विधेयक में कुछ प्रमुख बिंदु जिससे ये विधेयक गैर संवैधानिक है और कैंपस में पनप रहे नए नेतृत्व को सरकार कुचलना चाह रही है।

विधेयक की कई बिंदुओं पर आपत्ति जतायी गई

विधेयक की खामियों को गिनाते हुए अभाविप की ओर से कई बिंदुओं पर आपत्ति जतायी गई है. कहा गया कि किसी छात्र को सिर्फ आरोप पत्र दाखिल होने पर ही परीक्षा से वंचित कर देना और प्रारंभिक जांच के बिना ही किसी व्यक्ति को गिरफ्तार कर प्राथमिकी दर्ज करना और प्राथमिकी के आधार पर परीक्षार्थी को परीक्षाओं से वंचित करने का भी प्रावधान बिल्कुल गलत है। सिर्फ चार्जशीट हो जाने के आधार पर किसी परीक्षार्थी को परीक्षा देने से वंचितकर देना गैरकानूनी है। संविधान कहता है कि दोषसिद्ध नहीं होने तक कोई व्यक्ति दोषी नहीं माना जा सकता है, जबकि विधेयक के अनुसार सिर्फ आरोप लगने पर ही प्रतियोगियों को परीक्षा देने से वंचित कर देने का प्रावधान है. जांच चलने तक उसे परीक्षा में शामिल ना होने का आदेश देना एक काला कानून है.

दूसरी बात यह है कि प्रतियोगी परीक्षाओं के लिए उम्र की एक तय सीमा होती है, जांच के दौरान अगर अधिक वर्ष लग जाता है तो परीक्षार्थी का जीवन ऐसे ही निष्फल हो जाता है, और अगर जांच के बाद वह निरपराधी साबित होता है, तो भी उसका जीवन बर्बाद हो चुका होता है. जांच और अन्वेषण की आवश्यकता ना होना, इस विधयेक को भी गैर संवैधानिक बनाता है। मौके पर नगर मंत्री उज्जवल तिवारी, अक्षय कुमार, नगर सह मंत्री मंटू मुर्मू, बबलू यादव, शशिकांत वर्मा, चंदन ओझा, शशि रजक, सलूजा राय, मेनका मुर्मू, पृथ्वी कुमार, संतोष टुड्डू, बजरंगी यादव, सुमन चौधरी, बादल सोरेन, राजेंद्र राणा, तरुष राय, उत्तम कुमार, आयुष, मृत्युंजय, सेंटू वर्मा, पिंटू रॉय, आशीष, विकाश यादव, पंकज यादव सहित कई कार्यकर्ता शामिल थेl
