अवैध खनन और भूमिअधिकार उल्लंघन पर प्रशासन की बड़ी कार्रवाई

गुमला: गुमला जिला के सिसई थाना क्षेत्र में प्रशासन ने 25 सितंबर 2024 को अवैध खनन और भूमिअधिकार उल्लंघन के खिलाफ सीधी और सख्त कार्रवाई की। मौजा-पोड़हा, पाहनटोली, सिलाफारी, और मुर्गु में अवैध खनन की जानकारी मिलने के बाद जिला प्रशासन ने तुरंत कदम उठाए और कई क्षेत्रों में छापेमारी की।

अवैध बालू खनन पर कार्रवाई

जिला प्रशासन की टीम, जिसमें अंचल अधिकारी, सिसई थाना पुलिस बल, जिला खनन पदाधिकारी और अंचल निरीक्षक शामिल थे, ने संयुक्त रूप से अवैध बालू उत्खनन और परिवहन रोकने के लिए एक औचक छापेमारी अभियान चलाया। यह अभियान विशेष रूप से पोहड़ा पाहन टोली और रेडवा पंचायत स्थित कोयल नदी के आसपास केंद्रित था, जहां अवैध रूप से बालू का उत्खनन और भंडारण किया जा रहा था। तीन प्लॉटों पर लगभग 3.47 एकड़ भूमि में 55,00,000 घनफीट बालू अवैध रूप से संग्रहित पाया गया।

दोषियों की पहचान और कानूनी कार्रवाई

इस अवैध खनन में शामिल व्यक्तियों की पहचान कर ली गई है, जिनमें स्थानीय लोग और ठेकेदार शामिल हैं। तुलसी साह, माड़ो साहू, रमेश साहू, रामवतार साह, मनजो खड़िया, पप्पू साहू, तारकेश्वर साहू, और अन्य लोगों के खिलाफ प्राथमिकी दर्ज की गई है। प्रशासन ने यह स्पष्ट किया है कि दोषियों पर सख्त कानूनी कार्रवाई की जाएगी और भविष्य में इस तरह की अवैध गतिविधियों को सहन नहीं किया जाएगा।

भूमि अतिक्रमण पर भी की गई कार्रवाई

अवैध खनन के साथ-साथ, प्रशासन ने उन क्षेत्रों में भूमि अतिक्रमण का भी पता लगाया जहां स्थानीय व्यक्तियों ने बिना अनुमति के सरकारी भूमि का अतिक्रमण कर रखा था। प्रशासन ने स्पष्ट रूप से कहा है कि भूमि अधिकारों का उल्लंघन किसी भी सूरत में बर्दाश्त नहीं किया जाएगा और अतिक्रमणकर्ताओं के खिलाफ कड़ी कार्रवाई की जाएगी।

प्रशासन की चेतावनी और भविष्य की योजनाएं

गुमला जिला प्रशासन ने आम जनता से अपील की है कि वे अवैध खनन और भूमि अतिक्रमण जैसी गतिविधियों की जानकारी प्रशासन को तुरंत दें। प्रशासन ने यह भी संकेत दिया है कि वे इस प्रकार की अवैध गतिविधियों पर लगातार निगरानी रखेंगे और भविष्य में और भी सख्त कदम उठाए जाएंगे।

सख्त कदम और स्थानीय सहयोग की आवश्यकता

प्रशासन ने इस कार्रवाई के जरिए एक स्पष्ट संदेश दिया है कि अवैध खनन और भूमि अधिकारों के उल्लंघन पर किसी भी प्रकार की छूट नहीं दी जाएगी। इस प्रकार की गतिविधियों से न केवल पर्यावरण को हानि होती है, बल्कि सामाजिक असमानता और भ्रष्टाचार को भी बढ़ावा मिलता है। स्थानीय समुदायों से सहयोग की आवश्यकता पर जोर देते हुए, प्रशासन ने कहा है कि अवैध गतिविधियों की रोकथाम में नागरिकों की भूमिका महत्वपूर्ण है।

अवैध खनन का पर्यावरण पर प्रभाव

अवैध खनन का न केवल भूमि और प्राकृतिक संसाधनों पर नकारात्मक प्रभाव पड़ता है, बल्कि यह पर्यावरण संतुलन को भी बिगाड़ता है। बालू का अवैध उत्खनन नदियों के प्रवाह को बाधित करता है, जिससे बाढ़ का खतरा बढ़ता है और जल स्रोत दूषित हो सकते हैं। प्रशासन ने यह भी स्पष्ट किया है कि अवैध खनन से जुड़े अपराधियों को दंडित करने के अलावा, वे पर्यावरण संरक्षण के लिए भी कठोर कदम उठाएंगे।

कानूनी दृष्टिकोण से निष्कर्ष

अवैध खनन और भूमि अतिक्रमण के खिलाफ प्रशासन की इस सख्त कार्रवाई से यह स्पष्ट हो जाता है कि कानून का पालन न करने वालों को बख्शा नहीं जाएगा। जो लोग इस प्रकार की अवैध गतिविधियों में शामिल होते हैं, उन्हें प्रशासन के कड़े कदमों का सामना करना पड़ेगा।
