रांची में औचक निरीक्षण पर निकली मंत्री शिल्पी नेहा तिर्की अव्यवस्था देख बिफरी, 10 दिनों में आवश्यक सुधार लाने का दिया निर्देश

सरकारी तालाब की बंदोबस्ती में अब पंचायत के लोगों का होगा दावा, मछली पालन को बढ़ावा देने का दिया निर्देश

रांची : झारखंड में अब सरकारी तालाब की बंदोबस्ती का दायरा पंचायत स्तर तक ही सीमित रहेगा. पंचायत के अधीन पड़नेवाले सरकारी तालाब में अब उसी पंचायत के लोगों को बोली लगाने और उसके बाद मछली पालन का मौका मिलेगा. अब दूसरे जिले के लोग किसी पंचायत में सरकारी तालाब की बंदोबस्ती में भाग नहीं ले पाएंगे. बहुत जल्द इसकी नियमावली बनाई जाएगी. राज्य की कृषि, पशुपालन एवं सहकारिता मंत्री शिल्पी नेहा तिर्की ने औचक निरीक्षण के दौरान विभागीय अधिकारियों को ये दिशा-निर्देश दिया है.

मंत्री सोमवार की शाम को अचानक रांची में औचक निरीक्षण के लिए निकली थी. इस दौरान उन्होंने डोरंडा स्थित मत्स्य निदेशालय केंद्र, मछली पार्क और धुर्वा स्थित मत्स्य अनुसंधान केंद्र का औचक निरीक्षण किया. मंत्री ने इस दौरान कुव्यवस्था को देख कर काफी नाराज हुई. मछली पार्क में फैली गंदगी, पॉलीथिन के इस्तेमाल, आगंतुकों को होनेवाली परेशानी को देखते हुए मंत्री ने 10 दिनों के अंदर इसमें सुधार लाने का निर्देश दिया है.

मंत्री ने विभागीय अधिकारियों से सरकारी तालाब का जिलावार आंकड़ा  मांगा

औचक निरीक्षण के क्रम में मंत्री ने उपस्थिति पंजी की भी जांच की. काम के समय में अनुपस्थित रहनेवाले कर्मियों को अपनी कार्य संस्कृति में सुधार लाने का निर्देश भी दिया गया है. मंत्री ने राज्य भर में सरकारी तालाब का जिलावार आंकड़ा विभागीय अधिकारियों से मांगा है.

राज्य में 12 हजार 580 के करीब सरकारी तालाब है, जिसमें करीब 1 हजार सरकारी तालाब रांची में है. मंत्री ने विभागीय अधिकारियों को निर्देश दिया कि अब ऐसा नियम बनाए, जिसमें पंचायत के अधीन पड़नेवाले सरकारी तालाब को उसी पंचायत के कॉपरेटिव सोसाइटी को दिया जा सके.

तालाब की बंदोबस्ती में किसी दूसरे जिले को मौका नहीं मिलना चाहिए. ऐसा करने से स्थानीय स्तर पर लोगों को मछली पालन के साथ जोड़ कर उन्हें रोजगार मुहैया कराया जा सकता है. कॉपरेटिव सोसाइटी के लिए जरूरी 300 लोगों की अनिवार्यता में भी संशोधन करने का निर्देश मंत्री ने दिया है. मंत्री ने छोटे-छोटे कॉपरेटिव सोसाइटी बना कर गांव के लोगों को लाभ देने को कहा है.

औचक निरीक्षण के क्रम में ये जानकारी मिली कि इस साल 25 सौ लाख मछली जीरा छोड़े जाने का लक्ष्य रखा गया था. इस लक्ष्य के एवज में 16 सौ 46 लाख जीरा का वितरण किया जा सका है.

सबसे कम लोहरदगा में 60 लाख जीरा का वितरण हुआ है. मंत्री ने इसको बढ़ाने के साथ-साथ कल तक रिपोर्ट देने को कहा है. मछली पालन में JSLPS से जुड़ी महिला स्वयं सहायता समूह को जोड़ने की भी तैयारी है. रांची और हजारीबाग जिले के महिला स्वयं सहायता समूह को सबसे पहले मछली पालन से जोड़ने का निर्देश दिया गया है.

मंत्री ने धुर्वा स्थित मत्स्य अनुसंधान केंद्र में चल रहे प्रशिक्षण केंद्र भी पहुंची. मछली पालन को लेकर प्रशिक्षण ले रही महिलाओं से मंत्री ने कई तरह की जानकारी ली. जानकारी के दौरान ये पता चला कि प्रशिक्षण केंद्र से प्रशिक्षण लेकर लौटी महिलाओं से गांव की दूसरी महिलाओं को पता चला कि मछली पालन से कैसे रोजगार के अवसर मिल सकते हैं.

मत्स्य अनुसंधान केंद्र में राज्य भर से आए किसानों को मछली पालन की जानकारी दी जाती है. मंत्री ने भी प्रशिक्षण में शामिल किसानों को मछली पालन को बेहतर रोजगार का साधन बताते हुए इसके साथ जुड़ने की सलाह दी .
