साइबर ठगों के आगे खुद को अपंग महसूस करता सरकारी तंत्र – अतुल मलिकराम (राजनीतिक रणनीतिकार)

देश में साइबर क्राइम के मामले दिन प्रतिदिन बढ़ते जा रहे हैं। एक तरफ जहां डिजिटल इंडिया के सपने को साकार करने के लिए लोग तेजी से इंटरनेट और तकनीकी सेवाओं का उपयोग कर रहे हैं, वहीं दूसरी ओर जालसाज और साइबर अपराधी इस डिजिटल युग का नाजायज़ फायदा उठा रहे हैं। आश्चर्य और चिंता की बात तो यह है कि पढ़े-लिखें लोग इस ढगी का सबसे अधिक शिकार हो रहे हैं, हालाँकि इससे भी अधिक दुर्भाग्यपूर्ण यह है कि इन ठगों के आगे सरकारी तंत्र पूरी तरह विफल और लाचार नजर आता है। ऐसा इसलिए क्योंकि डिजिटल फ्रॉड से बचने के कुछ सुझावों के अतिरिक्त सरकार के पास, लोगों की गाढ़ी कमाई में सेंध लगाने वाले इन सेंधमारों को पकड़ने और सजा देने का कोई ठोस उपाय नहीं दिखता है।

एक खबर के अनुसार साल 2024 की पहली तिमाही में साइबर क्राइम से जुड़ी करीब 7.4 लाख शिकायतें मिली थीं। जनवरी से जून के दौरान साइबर फ़्रॉड में 11,269 करोड़ रुपये ठगे गए थे। मतलब लगभग 60 करोड़ रुपये हर रोज़। वहीं 2023 में भारत में साइबर क्राइम के 4.5 लाख से अधिक मामले दर्ज किए गए थे, जो 2022 की तुलना में 25% अधिक थे। यह सिर्फ वे मामले हैं जो सामने आये हैं, न जाने ऐसे कितने ही मामले होंगे जिनका कोई रिकॉर्ड ही नहीं होगा। साफ है कि साइबर फ्रॉड की संख्या साल दर साल बढ़ती जा रही है, लेकिन प्रश्न वही है कि जिस सरकार के पास आपकी हर एक आर्थिक गतिविधि की जानकारी होती है, जो सरकार मिनटों में आपके द्वारा गलती से ही हुए किसी ट्रांज़ैक्शन को स्कैन कर लेती है, वो इन साइबर ठगों के आगे आखिर क्यों अपाहिज सा महसूस करती है! कुछ अपवादों को छोड़ दें तो ऐसे लाखों केस मिल जाएंगे, और न केवल व्यक्ति विशेष बल्कि कंपनियां के भी, जिन्होंने अपने साथ या नाम पर हुए साइबर फ्रॉड की शिकायत तो दर्ज करवाई है, लेकिन उन्हें आज तक एक भी रुपये की वापसी नहीं हो पाई है।
साइबर फ्रॉड से जुड़े अधिकांश मामले ऑनलाइन धोखाधड़ी, फिशिंग, रैंसमवेयर अटैक और क्रेडिट कार्ड स्कैम से संबंधित होते हैं। लेकिन यह सिर्फ मामलों की वह श्रेणी है जो सरकार के रिकॉर्ड में हैं। जालसाज हर रोज़ नए-नए तरीके अपना रहे हैं। कभी डिजिटल अरेस्ट के नाम पर तो कभी किसी के अवैध पार्सल डिलीवरी के नाम पर। कई मामलों में ऐसे बुजुर्ग माता-पिता को उनके बच्चों के नाम पर निशाना बनाया गया है, जो उनसे दूर किसी दूसरे शहर में पढ़ाई या नौकरी करते हैं। स्थिति तो इस कदर दूभर हो रखी है कि महज एक फ़ोन कॉल उठाने या एसएमएस की लिंक पर क्लिक करने मात्र से आपकी सारी जमा पूँजी चट हो सकती है। ऐसा भी नहीं है कि इन घटनाओं से सरकारी तंत्र अंजान है लेकिन लाचारी इस कदर हावी हो रखी है कि आज भारत दुनिया के उन शीर्ष 5 देशों में शामिल है, जहां रैंसमवेयर अटैक सबसे अधिक होते हैं। वहीं हर महीने लगभग 10,000 से अधिक लोग क्रेडिट कार्ड जैसी धोखाधड़ी का शिकार होते हैं।
कहने के लिए तो सरकार की ओर से ‘साइबर दोस्त’ और ‘साइबर सुरक्षित भारत’ जैसे जागरूकता अभियान चलाए जा रहे हैं, लेकिन इन अभियानों का प्रभाव और क्षमता बेहद सीमित है। इसकी एक प्रमुख वजह साइबर अपराधियों के खिलाफ कड़ी कार्यवाही की कमी माना जा सकता है। शिकायत करने वाले 90 फीसदी लोग इस बात से सहमति रखेंगे कि शिकायत की जांच या तो बेहद धीमी होती है या तो अधूरी ही रह जाती है। ऐसे में कुछ सवालों के जवाब ढूंढना भी बेहद जरुरी है जैसे क्या जिस प्रकार ढग दिन प्रतिदिन एडवांस और इनोवेटिव होते जा रहे हैं, हमारा साइबर विभाग उनसे निपटने के लिए तैयार है? क्या विभागों के पास उन्नत साइबर फॉरेंसिक उपकरण, साइबर क्राइम से निपटने के लिए प्रशिक्षित विशेषज्ञ, या वर्तमान कानूनों में सख्ती और स्पष्टता है?
बढ़ते मामलों को देखते हुए यह कहना आसान हो जाता है कि फिलहाल हमें जरुरत है कि किसी भी प्रकार के साइबर क्राइम की त्वरित जांच की व्यवस्था हो, और न केवल जांच हो बल्कि तत्काल एक्शन भी लिया जाए, साथ ही पकड़ में आए अपराधियों के खिलाफ ऐसी कार्यवाही हो जो ऐसे अन्य अपराधियों के लिए एक मिसाल बने, और उन्हें लोगों के जीवनभर की कमाई को डकारने से पहले सौ बार सोचने पर मजबूर करे। यहाँ सरकार को इस बात को भी गंभीरता से लेने की जरूरत है कि इन साइबर ठगों ने केवल संपन्न लोगों को चूना लगाने का काम नहीं किया है बल्कि बहुत से साधारण या गरीब लोगों को भी निशाना बनाया है, जिनके लिए वो लूटे गए पैसे ही उनकी एकमात्र पूँजी थी। बेशक कुछ लापरवाही और गलतियां, शिकार हुए व्यक्तियों की भी हो सकती है लेकिन सरकार को चाहिए कि वह जागरूकता अभियानों से आगे बढ़कर ठोस और सख्त कदम उठाए। जब तक अपराधियों के दिलों में कानून का खौफ नहीं होगा, तब तक साइबर अपराधों पर काबू पाना मुश्किल ही बना रहेगा। सरकार को ये भी नहीं भूलना चाहिए कि असली डिजिटल इंडिया का सपना तभी पूरा होगा, जब देश का हर नागरिक डिजिटल रूप से सुरक्षित महसूस करेगा।
