गुमला जिले में भ्रष्टाचार चरम पर, आम जनता बेहाल – जवाबदेही तय करने की मांग

गुमला: जिले में भ्रष्टाचार के बढ़ते मामलों ने प्रशासन और जनता के बीच अविश्वास की खाई को और गहरा कर दिया है। स्थानीय नागरिकों का आरोप है कि कुछ भ्रष्ट अधिकारी और कर्मचारी सरकारी योजनाओं और सेवाओं में बाधा डालकर रिश्वतखोरी को बढ़ावा दे रहे हैं।

जनता का आक्रोश – किसे मिले न्याय?

नागरिकों का कहना है कि सरकारी योजनाओं को अंतिम व्यक्ति तक पहुंचाने के लिए जिला प्रशासन और पुलिस प्रशासन लगातार प्रयासरत हैं, लेकिन कुछ विभागों में व्याप्त भ्रष्टाचार प्रशासन की छवि खराब कर रहा है।

इन विभागों पर लगे गंभीर आरोप:

• खनन विभाग – अवैध खनन को रोकने में लापरवाही
• परिवहन विभाग – गाड़ियों के पंजीकरण व लाइसेंस में मनमानी
• स्वास्थ्य विभाग – आम जनता को बेहतर इलाज देने में कोताही
• नगर परिषद और बिजली विभाग – सेवाओं के बदले रिश्वत की मांग

बिजली उपभोक्ताओं की परेशानी:
स्थानीय नागरिकों का आरोप है कि बिजली पोल पर चढ़ने या तार जोड़ने के लिए भी 200 रुपये की अवैध वसूली की जाती है। जब इसकी शिकायत की जाती है, तो अधिकारियों द्वारा मिस्त्रियों का बचाव किया जाता है और कहा जाता है कि वे निजी कर्मचारी हैं।

रिश्वतखोरी के खिलाफ सबूत जुटाना चुनौती

जनता का कहना है कि अधिकारी भ्रष्टाचार के खिलाफ सबूत मांगते हैं, लेकिन घोटालों को अंजाम देने वाले हाईटेक तरीके अपना चुके हैं, जिससे उनके खिलाफ कार्रवाई करना मुश्किल हो जाता है। शिकायतकर्ता न्याय पाने के लिए ACB (भ्रष्टाचार निरोधक ब्यूरो) का सहारा लेने को मजबूर होते हैं।

भ्रष्टाचार के खिलाफ कब होगी कार्रवाई?

नागरिकों का कहना है कि बिना रिश्वत कोई काम नहीं होता। यदि कोई नियमों के अनुसार कार्य करवाना चाहता है, तो उसे लंबी कानूनी प्रक्रिया और बार-बार कार्यालयों के चक्कर लगाने पड़ते हैं।

प्रशासन से अपील

स्थानीय लोगों ने राज्य सरकार और जिला प्रशासन से मांग की है कि:

1. सभी विभागों की उच्च स्तरीय जांच कराई जाए।
2. रिश्वतखोरी में संलिप्त अधिकारियों पर कड़ी कार्रवाई हो।
3. सभी सेवाओं को पारदर्शी बनाया जाए।

क्या प्रशासन जनता की उम्मीदों पर खरा उतरेगा या भ्रष्टाचार इसी तरह बना रहेगा? यह एक बड़ा सवाल बना हुआ है।
