झारखंड में उच्च शिक्षा का डिजिटल युग: विभावि में ई-गवर्नेंस और लर्निंग एनहैंसमेंट पर कार्यशाला

हजारीबाग: विनोबा भावे विश्वविद्यालय (विभावि) के आर्यभट्ट सभागार में मंगलवार को “डिजिटल गवर्नेंस एवं लर्निंग एनहैंसमेंट इनीशिएटिव” विषय पर एक दिवसीय कार्यशाला आयोजित की गई। इसमें विश्वविद्यालय से जुड़े स्नातकोत्तर विभागों के अध्यक्षों, अंगीभूत एवं संबद्ध महाविद्यालयों के प्राचार्यों और लर्निंग कोऑर्डिनेटर्स ने भाग लिया। कार्यशाला का आयोजन झारखंड सरकार के उच्च एवं तकनीकी शिक्षा विभाग द्वारा किया गया, जिसमें बोर्ड ऑफ प्रैक्टिकल ट्रेनिंग (BOPT) के विशेषज्ञों ने ई-गवर्नेंस से जुड़ी महत्वपूर्ण जानकारियां साझा कीं।

2025 तक विश्वविद्यालय और 2026 तक महाविद्यालय होंगे पूर्णतः डिजिटल

कार्यशाला में बताया गया कि झारखंड में उच्च शिक्षा को आधुनिक एवं पारदर्शी बनाने के लिए ई-गवर्नेंस प्रणाली को अपनाया जा रहा है। इस प्रक्रिया को सुगम बनाने के लिए ई-हस्ताक्षर एवं आधार लिंकिंग जैसी सुविधाओं को शामिल किया गया है। झारखंड के मुख्यमंत्री हेमंत सोरेन द्वारा हाल ही में छह डिजिटल पोर्टल लॉन्च किए गए थे, जिनका विकास आईआईटी दिल्ली के सहयोग से किया गया है।

लक्ष्य निर्धारित किया गया है कि 2025 तक सभी विश्वविद्यालयों और 2026 तक सभी महाविद्यालयों में मैन्युअल व्यवस्था पूरी तरह समाप्त कर ई-गवर्नेंस लागू कर दिया जाएगा। इसके साथ ही, यह सेवा जल्द ही मोबाइल एप के रूप में भी उपलब्ध कराई जाएगी।

ई-गवर्नेंस मॉड्यूल्स और लर्निंग मैनेजमेंट सिस्टम (LMS) की विस्तृत जानकारी

BOPT के विशेषज्ञों ने कार्यशाला में बताया कि 44 ई-गवर्नेंस मॉड्यूल विकसित किए जा चुके हैं, जो विभिन्न प्रशासनिक और शैक्षणिक कार्यों को आसान बनाएंगे। लर्निंग मैनेजमेंट सिस्टम (LMS) और स्टूडेंट रिसोर्स सेंटर (SRC) के महत्व पर चर्चा करते हुए बताया गया कि इससे छात्र-छात्राओं को शिक्षा संबंधी सेवाओं की पूरी जानकारी और पारदर्शिता मिलेगी।

SRC में सरकार द्वारा निर्धारित विभिन्न सेवाओं की शुल्क संरचना को भी दर्शाया गया है, जिससे छात्रों को उनकी आवश्यकताओं के अनुसार सेवाएं प्राप्त करने में सुविधा होगी।

नई प्रणाली शिक्षकों के सहयोग से शिक्षा को सुदृढ़ बनाएगी

वक्ताओं ने स्पष्ट किया कि डिजिटल प्रणाली शिक्षकों का विकल्प नहीं बल्कि उनका सहायक होगी। उन्होंने कहा कि हालांकि सभी समस्याओं का समाधान तुरंत संभव नहीं होगा, लेकिन अधिकांश प्रक्रियाओं में पारदर्शिता और सुगमता सुनिश्चित होगी।

कार्यशाला में विशेषज्ञों की भागीदारी

आईआईटी दिल्ली के अर्पित गुप्ता, मुस्तफिजुर रहमान, राहुल कुमार, अनुपम उपाध्याय, चंदन कुमार, सुनील कुमार और प्रियरंजन बारिक ने विभिन्न विषयों पर पावर पॉइंट प्रेजेंटेशन के माध्यम से जानकारी दी।

कार्यक्रम की शुरुआत में विश्वविद्यालय के कुलसचिव डॉ. सादिक रज्जाक और अतिथि वक्ताओं ने दीप प्रज्वलित कर तथा विनोबा भावे के चित्र पर माल्यार्पण कर कार्यशाला का शुभारंभ किया। कार्यक्रम का संचालन डॉ. सुकल्याण मोइत्रा ने किया।

इस कार्यशाला ने झारखंड में उच्च शिक्षा प्रणाली को डिजिटलीकरण की दिशा में आगे बढ़ाने का महत्वपूर्ण संदेश दिया। ई-गवर्नेंस प्रणाली से शिक्षा अधिक पारदर्शी, सरल और प्रभावी बनेगी, जिससे छात्रों और शिक्षकों को बेहतर शैक्षणिक अनुभव प्राप्त होगा।
