जिला समन्वय समिति की बैठक संपन्न: स्वास्थ्य, कल्याण और जनकल्याणकारी योजनाओं की गहन समीक्षा

गुमला: जिले में संचालित विभिन्न जनकल्याणकारी योजनाओं के प्रभावी कार्यान्वयन को सुनिश्चित करने के लिए गुमला उपायुक्त कर्ण सत्यार्थी की अध्यक्षता में जिला स्तरीय समन्वय समिति की बैठक आयोजित की गई। बैठक में उप विकास आयुक्त, परियोजना निदेशक (ITDA), अपर समाहर्ता, डीसीएलआर, अनुमंडल पदाधिकारी, प्रखंड विकास पदाधिकारी, अंचल अधिकारी सहित विभिन्न विभागों के वरीय अधिकारी उपस्थित रहे।

बैठक में स्वास्थ्य, समाज कल्याण, शिक्षा, कृषि, पशुपालन, खाद्य वितरण, पेयजल एवं स्वच्छता सहित कई विभागों की योजनाओं की विस्तार से समीक्षा की गई। उपायुक्त ने सभी अधिकारियों को योजनाओं के प्रभावी क्रियान्वयन के निर्देश दिए और कार्यों में तेजी लाने पर बल दिया।

स्वास्थ्य सेवाओं में सुधार के निर्देश

बैठक की शुरुआत स्वास्थ्य विभाग की समीक्षा से हुई। उपायुक्त ने संस्थागत प्रसव (Institutional Delivery) को बढ़ावा देने के लिए जागरूकता अभियान चलाने का निर्देश दिया और होम डिलीवरी के मामलों पर विस्तृत रिपोर्ट प्रस्तुत करने को कहा।

आयुष्मान भारत योजना के अंतर्गत आधार कार्ड मिसमैच की समस्या पर गंभीर चिंता व्यक्त करते हुए उन्होंने जल्द से जल्द पात्र नागरिकों का आयुष्मान कार्ड बनाने के निर्देश दिए।

सर्पदंश (स्नेक बाइट) के मामलों पर विशेष ध्यान देते हुए उपायुक्त ने सभी स्वास्थ्य केंद्रों में आवश्यक एंटी-वेनम स्टॉक सुनिश्चित करने को कहा। इसके अलावा, ब्लड डोनेशन कैंप के नियमित आयोजन और एम्बुलेंस सेवाओं को सुचारु रूप से संचालित करने के निर्देश भी दिए गए।

थैलेसीमिया से पीड़ित बच्चों को बेहतर सुविधा देने के लिए उपायुक्त ने अस्पताल में उनकी प्रतीक्षा अवधि 15 मिनट से अधिक न होने की व्यवस्था सुनिश्चित करने के आदेश दिए।

अस्पतालों में भीड़ को नियंत्रित करने के लिए टोकन सिस्टम लागू करने का निर्देश दिया गया। साथ ही, सदर अस्पताल में सुधार के लिए सुझाव देने वाले नागरिकों को 29 मार्च को सम्मानित किया जाएगा।

समाज कल्याण विभाग की समीक्षा

समाज कल्याण विभाग की समीक्षा के दौरान पोषण ट्रैकर एप्लीकेशन और आधार सत्यापन की स्थिति की समीक्षा की गई। उपायुक्त ने सभी CDPO (बाल विकास परियोजना पदाधिकारी) को केवल कार्यालय तक सीमित न रहते हुए फील्ड में जाकर योजनाओं का निरीक्षण करने का निर्देश दिया।

मातृ वंदना योजना के तहत शत-प्रतिशत लाभुकों को योजना का लाभ देने पर जोर दिया गया। साथ ही, आंगनवाड़ी केंद्रों की मरम्मत और निर्माण कार्यों को शीघ्र पूरा करने का निर्देश दिया गया।

कल्याण विभाग: छात्रवृत्ति योजना पर विशेष ध्यान

प्री-मैट्रिक छात्रवृत्ति योजना की प्रगति की समीक्षा करते हुए उपायुक्त ने विद्यालयों को जल्द से जल्द पंजीकरण कराने का निर्देश दिया। उन्होंने यह भी चेतावनी दी कि लापरवाही बरतने वाले विद्यालयों पर अनुशासनात्मक कार्रवाई की जाएगी।

पशुपालन विभाग: लाभुकों को मिलेगा बेहतर लाभ

पशु वितरण योजना की समीक्षा के दौरान उपायुक्त ने निर्देश दिया कि यदि लाभुक को दिया गया पशु बीमार हो या उसकी आयु कम हो, तो लाभुक उसे लेने से इनकार कर सकते हैं।

उन्होंने सभी पशुओं की टैगिंग और रजिस्ट्रेशन सुनिश्चित करने के आदेश दिए। इसके अलावा, पशु बीमा क्लेम में लंबित मामलों को जल्द निपटाने और कार्य में लापरवाही बरतने वाले अधिकारियों के खिलाफ कार्रवाई करने के निर्देश दिए गए।

सार्वजनिक वितरण प्रणाली: राशन वितरण में अनियमितता बर्दाश्त नहीं

उपायुक्त ने सभी राशन डीलरों को समय पर राशन वितरण सुनिश्चित करने का सख्त निर्देश दिया। उन्होंने स्पष्ट किया कि जो डीलर अनाज वितरण में अनियमितता बरतेंगे, उनके लाइसेंस रद्द कर दिए जाएंगे।

विशिष्ट पिछड़ी जनजाति (PVTG) समुदाय तक डाकिया योजना के तहत राशन पहुंचाने की व्यवस्था को और मजबूत करने के निर्देश दिए गए।

सामाजिक सुरक्षा योजनाओं की समीक्षा

राष्ट्रीय पारिवारिक लाभ योजना के तहत लाभुकों को समय पर सहायता राशि पहुंचाने और फर्जी मामलों की जांच कर आवश्यक कार्रवाई करने के निर्देश दिए गए।

पेयजल एवं स्वच्छता विभाग

बैठक में पेयजल एवं स्वच्छता विभाग की योजनाओं की समीक्षा की गई। उपायुक्त ने लंबित उपयोगिता प्रमाणपत्रों (UC) को शीघ्र सत्यापित कर जमा करने के निर्देश दिए।

इसके अलावा, सरना स्थल और धुमकुड़िया भवनों के संरक्षण एवं निर्माण कार्यों में तेजी लाने पर जोर दिया गया।

15 विभागों की गहन समीक्षा और निर्देश

बैठक के दौरान जिले में संचालित 15 विभागों की विभिन्न योजनाओं की बिंदुवार समीक्षा की गई। उपायुक्त ने सभी विभागीय अधिकारियों को आपसी समन्वय स्थापित कर योजनाओं के प्रभावी कार्यान्वयन का निर्देश दिया।

यह बैठक जिले में संचालित विकास योजनाओं को और अधिक प्रभावी बनाने की दिशा में एक महत्वपूर्ण कदम साबित होगी।
