कमलपुर नदी में अवैध बालू खनन जोरों पर: झारखंड से छत्तीसगढ़ तक जारी रेत तस्करी, अधिकारियों की चुप्पी पर उठे सवाल

गुमला, झारखंड: झारखंड के गुमला जिले के परमवीर चक्र विजेता अल्बर्ट एक्का प्रखंड अंतर्गत कमलपुर नदी से प्रतिदिन भारी मात्रा में अवैध बालू खनन हो रहा है, जो छत्तीसगढ़ के जशपुर जिले तक पहुँचाया जा रहा है। सीमावर्ती क्षेत्रों में सीमांकन की स्पष्टता न होने और प्रशासनिक सुस्ती के चलते यह गोरखधंधा वर्षों से बिना किसी रोकटोक के जारी है।

कहां हो रहा खनन, कैसे पहुंच रही रेत राज्य पार?

स्थानीय ग्रामीणों के अनुसार, प्रतिदिन लगभग 100 से 150 ट्रैक्टर बालू कमलपुर नदी से अवैध रूप से निकाले जा रहे हैं और इन्हें झारखंड-छत्तीसगढ़ की सीमा पार ले जाकर जशपुर जिले के विभिन्न इलाकों में बेचा जा रहा है। हाल ही में सीमांकन के लिए खुदाई की गई थी, लेकिन समय के साथ वो गड्ढे दोबारा बालू से भर गए और बालू माफिया फिर से सक्रिय हो गए।

अवैध खनन में किसकी मिलीभगत?

स्थानीय लोगों का आरोप है कि इस अवैध व्यापार में प्रशासनिक अधिकारियों से लेकर विभागीय कर्मचारियों तक की मिलीभगत है। “अगर हिस्सेदारी नहीं है, तो फिर ये धंधा सालों से क्यों चल रहा है?” — यही सवाल जनता अब जोर-शोर से उठा रही है।

सूत्रों के अनुसार, छापेमारी से पहले ही माफियाओं को खबर मिल जाती है, जिससे वे अपना काम रोक देते हैं और अधिकारी खाली हाथ लौटते हैं। यह संकेत देता है कि खनन विभाग और पुलिस के बीच कहीं न कहीं सूचनाओं का लीक होना तय है।

प्राकृतिक और बुनियादी ढांचे पर खतरा

इस अवैध दोहन का असर केवल आर्थिक ही नहीं, बल्कि पर्यावरण और इंफ्रास्ट्रक्चर पर भी पड़ रहा है। जिन नदियों से बालू निकाली जा रही है, वहां पानी का स्तर तेजी से गिरा है, जिससे पेयजल संकट भी गहराने लगा है।

इतना ही नहीं, जिन पुलों को करोड़ों की लागत से बनाया गया था, वे अब इस निरंतर खनन के चलते कमजोर होने लगे हैं और उनमें दरारें आने की खबरें भी सामने आ रही हैं। यह आने वाले समय में एक बड़े हादसे का कारण बन सकता है।

प्रशासन और सरकार की भूमिका पर सवाल

जनता का सवाल वाजिब है — जब खतरा इतना स्पष्ट है, तो कार्रवाई क्यों नहीं हो रही? यदि सरकार और प्रशासन ने समय रहते कड़े कदम नहीं उठाए, तो न केवल राज्य को राजस्व का भारी नुकसान होगा, बल्कि प्राकृतिक संसाधन और जनता की बुनियादी ज़रूरतें भी संकट में पड़ जाएंगी।
