गुमला जिला अंतर्गत स्थित पालकोट प्रखण्ड क्षेत्र के जलडेगा गांव में आदिम जनजाति बिरहोर समुदाय को मिला पहचान का अधिकार

चार दशकों की प्रतीक्षा के बाद मिला जाति प्रमाण पत्र

गुमला : – गुमला उपायुक्त कर्ण सत्यार्थी के निर्देश के आलोक में PM JANMAN योजना के तहत जिले के P V T G समुदाय के सतत् विकास हेतु विभिन्न योजनाओं का संचालन किया जा रहा है। इसी क्रम में जिले के पालकोट प्रखंड अंतर्गत जलडेगा गांव में विशेष रूप से कमजोर जनजातीय समूह (PVTG) के रूप में चिह्नित हातिम जनजाति बिरहोर समुदाय के 21 परिवारों को पहली बार जाति प्रमाण पत्र उपलब्ध कराया गया है।

लंबे समय से आदिम जनजाति बिरहोर समुदाय के इन परिवारों को सरकारी योजनाओं और संवैधानिक अधिकारों से वंचित रहना पड़ रहा था, क्योंकि उनके पास आवश्यक जाति प्रमाण पत्र नहीं था। यह स्थिति लगभग 40 वर्षों से बनी हुई थी, जिससे शिक्षा, रोजगार, आरक्षण और कल्याणकारी योजनाओं का लाभ उन्हें नहीं मिल पा रहा था।

समस्या की गंभीरता को देखते हुए उपायुक्त गुमला कर्ण सत्यार्थी के समक्ष एक जनसुनवाई कार्यक्रम में सामने आई। तत्पश्चात उपायुक्त द्वारा संबंधित प्रखंड विकास पदाधिकारी को ग्राम सभा आयोजित कर आवश्यक अनुशंसा तैयार करने का निर्देश दिया गया। इस अनुशंसा को कार्मिक, प्रशासनिक सुधार एवं राजभाषा विभाग को प्रेषित किया गया, जिसके आधार पर उन्हें जाति प्रमाण पत्र निर्गत किए गए।

बिरहोर समुदाय मूलतः वन आधारित जीवनशैली और रस्सी निर्माण जैसे पारंपरिक कार्यों पर निर्भर है। प प्रमाण पत्र प्रदान करने की यह पहल केवल एक दस्तावेजी पहचान नहीं, बल्कि सामाजिक न्याय और सशक्तिकरण की दिशा में एक ठोस कदम है।

गुमला जिला, जहां PVTG जनसंख्या का अनुपात उल्लेखनीय है, में समावेशी शासन की दिशा में निरंतर प्रयास हो रहे हैं।
