प्रोफेसर चंद्रभूषण शर्मा ने विश्वविद्यालय के नियमित कुलपति के रूप में दिया योगदान

विश्वविद्यालय के क्षेत्राधिकार में आने वाले सभी कार्यों में लाई जाएगी तेजी: कुलपति

एक वर्ष 11 महीना और 18 दिनों के लंबे इंतजार के बाद अंततः विनोबा भावे विश्वविद्यालय हजारीबाग को नियमित कुलपति का सौभाग्य प्राप्त हुआ है। सोमवार को पूर्वाहन 11:40 पर नवनियुक्त नियमित कुलपति प्रोफेसर चंद्र भूषण शर्मा अपने निजी वाहन में विश्वविद्यालय के प्रशासनिक भवन पहुंचे। पहले से ही उनके स्वागत के लिए इंतजार कर रहे विश्वविद्यालय के कुलानुशासक प्रोफेसर मिथिलेश कुमार सिंह, कुलसचिव डॉ सादिक रज्जाक, वित्त पदाधिकारी श्री सुरेंद्र कुशवाहा, जनसंपर्क तथा जनसूचना पदाधिकारी डॉ सुकल्याण मोइत्रा तथा दोनों सहायक कुलसचिव कुमार विकास एवं डॉ अनिल उरांव गाड़ी से उतरते ही कुलपति का स्वागत किया। सम्राट अशोक प्रशासनिक भवन में प्रवेश करते ही इतिहास विभाग के अध्यक्ष डॉ हितेंद्र अनुपम एवं विभाग के शोधार्थियों ने पुष्पगुच्छ अर्पित कर कुलपति का अभिनंदन किया।

लिफ्ट से तीसरा मंजिल पहुंच कर अधिकारियों ने कुलपति को उनके कार्यालय कक्ष ले गए। अन्य पदाधिकारी एवं शिक्षक तथा कर्मचारी धीरे-धीरे यहां एकत्रित होने लगे। कुलसचिव ने औपचारिक रूप से प्रोफेसर चंद्र भूषण शर्मा को कुलपति का पदभार ग्रहण करवाया। पदभार ग्रहण करने के बाद सर्वप्रथम विभावि के वित्त सलाहकार श्री अखिलेश शर्मा ने पुष्पगुच्छ देकर गर्म जोशी के साथ कुलपति के रूप में प्रो. चंद्र भूषण शर्मा का स्वागत किया तथा उन्हें शुभकामनाएं दी। विश्वविद्यालय के अधिकारियों तथा उपस्थित शिक्षकों एवं कर्मचारियों ने बारी-बारी से पुष्पगुच्छ भेंट कर कुलपति का अभिवादन किया।

ज्ञात हो की राजभवन सचिवालय, रांची ने 6 मई को विनोबा भावे विश्वविद्यालय के कुलपति के रूप में प्रोफेसर चंद्र भूषण शर्मा की नियुक्ति की अधिसूचना जारी की थी।

विश्वविद्यालय में चली आ रही परंपरा के तहत कुलपति प्रो. चंद्र भूषण शर्मा आचार्य विनोबा भावे की प्रतिमा स्थल पहुंचकर विनोबा भावे की प्रतिमा पर पुष्पार्पण किए।

अधिकारियों, संकायअध्यक्षों एवं कुछ विभागाध्यक्ष तथा निर्देशकों के साथ उन्होंने अनौपचारिक विमर्श की। अधिकारियों ने कुलपति को बताया कि नियमित कुलपति नहीं रहने के परिणाम स्वरुप विश्वविद्यालय कई मामलों मे पीछड़ गया है। अनेक कार्य लंबित हो गए हैं।

कुलपति प्रो चंद्र भूषण शर्मा ने बताया की कई मामले ऐसे हैं जिसका निष्पादन राज्य सरकार के उच्च शिक्षा मंत्रालय तथा राजभवन के स्तर पर किया जा सकता है। इन मामलों को लेकर भी जरूरी पहल किए जाएंगे। परंतु उन्होंने स्पष्ट किया की जो मामले विश्वविद्यालय के क्षेत्राधिकार के अंतर्गत आते हैं उन मामलों के निष्पादन का कार्य प्राथमिकता के आधार पर आरंभ किए जाएंगे। इस संबंध में उन्होंने शोध की प्रगति की समीक्षा की एवं लंबे समय से विद्वत परिषद की बैठक तथा शोध परिषदों की बैठक नहीं होने पर चिंता व्यक्त की। उन्होंने यह भी बताया की विश्वविद्यालय में शोध नियमावली स्पष्ट रूप से अधिसूचित होनी चाहिए।

कुलपति ने पहले दिन विश्वविद्यालय मुख्यालय परिसर का एक चक्कर लगाया तथा कुछ समय केंद्रीय पुस्तकालय में भी बताएं। अधिकारियों द्वारा बताए जाने पर कुलपति ने स्पष्ट किया कि आज पहले दिन लंबित डिग्रियों के कार्यों का वह निष्पादन करेंगे एवं मंगलवार से अन्य मामलों को भी देखेंगे।
