20 मई को अनुबंध कर्मियों का राज्यव्यापी महा-आंदोलन: स्थायित्व, सम्मान और अधिकारों की मांग को लेकर सरकार को दी चेतावनी

गुमला, 19 मई 2025 | झारखंड में अनुबंध, दैनिक मजदूरी और संविदा पर कार्यरत हजारों कर्मचारियों ने 20 मई को एक बड़े आंदोलन की घोषणा की है। झारखंड राज्य अराजपत्रित कर्मचारी महासंघ की ओर से यह कदम राज्य सरकार की कथित उदासीनता और वर्षों से लंबित मांगों को लेकर उठाया गया है। आंदोलन के तहत राजधानी रांची से लेकर सभी जिलों में धरना, प्रदर्शन और घेराव किया जाएगा।

महासंघ की यह रणनीति रविवार को गुमला कचहरी परिषद स्थित कार्यालय में हुई बैठक में तय की गई, जिसकी अध्यक्षता कर्मचारी नेता मुरारी प्रसाद सिंह ने की। महासंघ ने मुख्यमंत्री हेमंत सोरेन और मुख्य सचिव को ज्ञापन भेजकर 20 सूत्रीय मांगों की सूची सौंपी है और चेतावनी दी है कि अगर 20 मई तक इन मांगों पर ठोस निर्णय नहीं हुआ, तो आंदोलन और उग्र रूप लेगा।

वर्षों की सेवा, फिर भी अस्थायित्व

महासंघ का आरोप है कि राज्य के विभिन्न विभागों में लंबे समय से कार्यरत हजारों अनुबंध और मानदेय कर्मचारी आज भी अस्थायी स्थिति में कार्य कर रहे हैं। न उन्हें उचित वेतन मिल रहा है, न भविष्य की कोई सुरक्षा। इससे कर्मचारियों में असंतोष और आक्रोश लगातार बढ़ता जा रहा है।

20 सूत्रीय प्रमुख मांगें इस प्रकार हैं:

1. तीन वर्षों से अधिक सेवा दे चुके सभी अनुबंध कर्मियों को नियमित किया जाए।
2. स्वास्थ्य विभाग के कर्मियों को सेवा काल की गणना कर स्थायी नियुक्ति दी जाए।
3. वर्ग 4 के कर्मियों को वर्ग 3 में समायोजित किया जाए।
4. योग्य कर्मियों को पदोन्नति दी जाए।
5. सेवानिवृत्ति की आयु सीमा 65 वर्ष की जाए।
6. स्वास्थ्य बीमा योजना को सभी नामित अस्पतालों तक विस्तारित किया जाए।
7. संविदा, आउटसोर्सिंग, सहायिका व चालकों को स्वास्थ्य बीमा का लाभ दिया जाए।
8. दैनिक वेतनभोगी चालकों को रिक्त पदों पर वरीयता से नियुक्त किया जाए।
9. लिपिकों को बिना लोक सेवा आयोग परीक्षा के एलडीसी/यूडीसी में समायोजित किया जाए।
10. समान कार्य के लिए समान वेतन की व्यवस्था हो।
11. शिक्षकों को परिवीक्षा से मुक्त कर सभी भत्ते दिए जाएं।
12. चार श्रम महिलाओं की नई नियुक्तियों पर रोक लगे।
13. पुरानी पेंशन योजना बहाल कर NPS में की गई कटौती वापस दी जाए।
14. स्थानांतरण नीति को पारदर्शी और नियमबद्ध बनाया जाए।
15. साहित्यिक विभाग को भी उचित वेतनमान दिया जाए।
16. सभी कर्मियों को नियमितीकरण एवं पदोन्नति का लाभ स्पष्ट नियमावली के तहत दिया जाए।
17. मुफस्सिल कार्यालय के लिपिकों को सहायक पद पर समायोजित किया जाए।
18. सेवानिवृत्त कर्मियों को भी ओल्ड पेंशन का लाभ मिले।
19. सेवा संबंधी लंबित मामलों का शीघ्र समाधान हो।
20. प्रशासनिक व्यवस्था को स्थायित्व और कर्मचारियों को न्याय मिले।

“अब सम्मान और सुरक्षा की लड़ाई है”

महासंघ के नेताओं ने स्पष्ट किया कि यह आंदोलन सिर्फ वेतन या नियुक्ति का नहीं, बल्कि कर्मचारियों की गरिमा, सेवा की मान्यता और भविष्य की सुरक्षा की लड़ाई है। उनका कहना है कि वर्षों की सेवा के बाद भी कर्मचारियों को स्थायित्व नहीं मिला है और अब यह संघर्ष निर्णायक मोड़ पर पहुंच चुका है।

इस अहम बैठक में भूषण कुमार, जितेंद्र महतो, ललन कुमार शाह, लोथे उरांव, सुधांशु भूषण मिश्रा, हीरालाल साहू, विश्वनाथ भगत, जातरू खड़िया, रामनारायण पोद्दार समेत बड़ी संख्या में कर्मचारी प्रतिनिधि उपस्थित थे।

महासंघ ने जनता और अन्य संगठनों से इस ऐतिहासिक आंदोलन में समर्थन देने की अपील करते हुए कहा कि यह केवल कर्मचारियों का नहीं, बल्कि न्याय और समता के पक्ष में उठाया गया जनसंघर्ष है।
